that use have been calculated to be quite a bit higher than the 20 PM Peak hour
trips your notice indicates
4. Respective to mitigation items 2 and 3 of the notice, you may want to
include verbiage that the approvals required from the various agencies are a
condition of obtaining building and development permit approvals, similar to the
wording you used in mitigation item 4 Mitigation items 2 and 3 state that the
approvais are required, but they aon t state when, or place any type of time-
performance measure on the approvals

1 The applicant shall contribute financially to the Five-Corners intersection improvement and/or
the Y-2 Alternate Route as specified in the 1992 Yelm Comprehensive Transportation Plan
Contribution is based on the number of automobile trips generated by this site during the PM
peak hour Total PM Peak hour trips proposed to travel through the Five-Corners
intersection are 20 trips at $30000 per trip = $6,00000 The mitigation fee is due and
payable prior to the issuance of building permit.
2 Approval of the continued use of the existing underground fuel storage tanks must be
approved by the Washington State Department of Ecology Any removal of underground fuel
storage tanks or installation of new tanks must also be approved by the Department of
Ecology
3 Any future proposals for activities such as vehicle service (auto repair and maintenance, etc )
facilities must be reviewed and approved by the Moderate Risk Waste Section of the
Thurston County Health Department.
4 Remediation of any contaminated soils, ground water, etc, on the site must be completed
prior to the issuance of building permits Any such remediation must be approved by the
Washington State Department of Ecology

Impact AnalysIs (TIA) report prepared by KIttelson & ASSOCIates, Inc., dated
March 1996 We have reVIewed the report for general conformance wIth the CIty
of Yelm TIA GUldehnes and normal standards of transportatlOn engmeermg

We offer the followmg comments and recommendatlOns
General Comments.
The TIA report proVIded a comprehensIve reVIew of current traffic condltlOns and
the potentlal Impacts future sIte traffic volumes wIll have on the CIty'S street
network. The report format and presentatlOn of the materIal were prepared very
well. The contents of the report were m accordance wIth the CIty'S TIA gUldehnes.

The proposed south sIte access IS located m close proXImIty to the mam sIte
entry on Yelm Avenue East and would not meet the mImmum drIveway
spacmg reqUITed by WSDOT In addltlOn, It IS our opmlOn that more left-turn
traffic from Yelm Avenue would use thIS entry than depIcted m the TIA. The
traffic volumes shown on FIgure 9 mdlcate that less than 5 peak hour tnps
wIll turn left mto the sIte at thIS drIveway, whereas 50 peak hour trIpS are
prOjected to turn left mto the SIte at the mam drIveway

Smce the south drIveway IS located to provIde a dIrect route to the car wash
faclhty and drIve-thru wmdow alsle, It can be expected that a greater number
of trIpS will use tlus drIveway than that shown m FIgure 9 of the TIA. The
lugher level of SIte traffic actlvlty that we project for thIS drIveway wIll affect
traffic operatlOns and create turmng movement confucts at the mam SIte entry
and eXIstmg restaurant drIveway locatlon.
For the reasons stated above, It IS our recommendatlOn that the proposed
south drIveway on Yelm Avenue be ehmmated from the project deSIgn SIte
plan. The other proposed SIte drIveways wIll accommodate the projected

The following are the answer's to your questions from our Site Plan submittal
1 For section B,1 ,e of the SEPA form, our answer is
450 cubic yards of structural fill to raise the elevation of some low area's
2 For section B,1 g of the SEPA form, our answer is
76% of the site will be impervious surface
3 As for your question about Stage II vapor recovery This item is currently in place at
this location, and will be In place when the dispenser's are relocated
4 As for the hazardous waste plan, I confirmed with our contact at Texaco that they
will be in contact with Thurston County Environmental Health I also received a
copy of the letter addressed to you from John Ward at Thurston County
Environmental Health Thus I assume that this issue has been resolved
5 Texaco IS willing to discuss the option's available to modify proposed site access
