CERTIFICATE OF WATER AVAILABILITY
Use this form if you are proposing a connection to ,a community or other public water system
Puroose. To assure the availability of potable drinking water prior to the issuance of a
building site approval or building permit to meet the requirements of Chapter
19 27 RCW, WAC 246-290, and the Thurston County Sanitary Code, Article 3.
Applicability. Completion of this form and issuance of a Certificate of Water Availability is
required for all building site applications, residential site plans, or building
permits for new construction or change of use when potable water is required.
Process. This form must be completed and submitted for review with a building site
application andlor a residential site plan. This is a document review process.
Umited, if any inspections, will be performed through the BSA andlor well
construction (Wa Dept. of Ecology) review process.

water sample) while others may take more time (eg. the water system
does not have approval or capacity for more connections).

eXlstlllg Texaco and the constructIOn of a new convel1lcnce store/gas statIOn, take-out food serVice, and the
constructIon of an associated car wash faCIlIty (Case No 8] 69) located at 706 Yelm A venue east to the
ll1terseclton at 103rd and Yelm A venue East as proposed by Te:\.aco Star Mart. Sll1ce then we have had some
additIonal comments
EroSIOn control measures must be In place pnor to any cleanng, gradll1g, or constructIOn. These control measures
must be effective to prevent soil from bell1g carned mto surface water by stonllwater rWl-off. Sand, silt, and soil
\vill damage aquatIc habitat and are consIdered pollutants
Any discharge of sedIment-laden rWl-off or other pollutants to waters of the state IS m VIOlatIon of Chapter 90 48,
Water PollutIOn Control, and WAC 173-201 A, Water Quality Standards for Surface Waters of the State of
Waslungton, and IS subJect to enforcement actIon,
Proper dIsposal of constmctIon debns must be on land m such a maImer that debns cannot enter the natural
stonmvater drall1age system or cause water quality degradation of state waters
Proper erosion and sedIment control practices must be used on the constructIon sIte and adJacent areas to prevent
upland sediments from entenng the natural stonmvater drall1age system. All areas dIsturbed or newly created by
construction actIVIties must be revegetated, use blOengmeenng techl1lques use clean durable nprap, or some other
eqUIvalent type of protectIon agall1st erosion when other measures are not practIcal.
After completIOn of tillS proJect, stormwater run-off w1l1likely contallllllcreased levels of grease, OIls, sedIment,
and other debns Appropnate source controls, such as good housekeepmg, should be used to prevent these
substances from entenng stormwater Treatment deVices should also be used to further reduce polluted run-off.
Routll1e ll1SpectlOn and mall1tenance of all sedIment and erosIOn control deVIces IS recommended both dunng and
after development of the Site
A sedllnentatlOn and erosion control plan for the proJect site may be reqUIred and llluSt be developed by a licensed
engll1eer The plan must be Implemented before and dunng constructIon, The site must be carefully momtored to
detennllle effectIveness of the plan The plan must be upgraded as necessary dunng the constructIOn penod,
Dunng construction, all rclcases of 01ls hydraulIc f1U1ds fuels, other petroleum products palllts solvents, and
other deletenous matenals must be contall1ed and removed m a manner that will prevent their dIscharge to waters
and soIls of the state The cleanup of sp1l1s should take precedence over other work on the sIte

environmental checklist and have the follov,ll1g comments
Installation of new underground storage tanks must meet the reqUIrements ofthe state underground storage
tank regulatIOns (Chapter 173-360 WAC) Copies ofthese regulations and requlfed fon11S are available
from the Department of Ecology by callmg (360) 407-7202, or toll-free m state 1-800-826-7716
A notIce of mtent to mstall tanks must be filed with the Department of Ecology at least 30 days pnor to
II1stallatlon W Ithm 30 days after commg mto service the tanks must be registered with the Department of
Ecology on a state notificatIon form
The supervIsor on-site dunng the mstallatlon must be lIcensed by. passmg an exam admmlstered by the
International FIre Code Institute or by another state wIth which Washmgton has a reciprocity agreement
New tanks and any connected plpmg must be protected from corrosIOn by either a cathodiC protectIOn
svstem, or by bemg constructed or coated with a non-corrosive matenal such as fiberglass An acceptable
method of leak detectIon must be emploved, and the tanks must be eqUipped with spill prevention and
overfill protectIOn eqUIpment
Stage 1 vapor recovery, eqUIpment IS reqUIred on all new gasolIne dlspensmg facIlities with a total gasolme
nommal storage capacIty greater than 10 000 gallons Also a certified Stage II vapor recovel)' system IS
reqUired for these facIlItIes m all Western Washmgton countIes (Chapter 173-491 WAC)
Under the Ul1lform Fire Code, other local permIts may be reqUired for the mstallatlon of underground
storage tanks The local offiCial charged with admmlstratlon of the Code should be contacted regardmg the
permit reqUirements
A notIce of II1tent to permanenth close tanks must be filed with the Department of Ecology at least 30 days
pnor to closure The closure must be completed wlthll1 60 days after expIratIon of the 30-day notIce unless

The City of Yelm has issued a Mitigate Determination of Non-significance for the
proposed expansion of the Texaco/Star Mart Enclosed is a copy of the mitigated
determination Please note the comment period expires on May 21, 1996 The City
can not Issue any decisions on the project until the comment period expires
The City anticipates a conditional site plan approval will be issued following the
expiration of the MONS comment period Based on comments (enclosed) received
from WSDOT and the City's Transportation Engineer the number of access points and
their locations shall to be limited The City has developed two options which are
acceptable under current City development regulations
1 Along the property frontage on Yelm Avenue East, the most easterly access
shall be eliminated and the most westerly access shall be limited to right in and
right out only Improvements to the westerly access will include widening to 36
feet and including a traffic diversion to insure limited right-in and right-out only
access The most westerly access on 103rd Avenue shall be relocated to the
north at a minimum of 50 feet.
2 Along the property frontage on Yelm Avenue East, the most westerly access
shall be eliminated and the most easterly access shall be limited to right in and
right out only The easterly access shall be 36 feet wide and including a traffic
diversion to insure limited right-in and right-out only access The most westerly

facIlIty after constructiOn of the Yelm Ave and 103rd Ave Improvements are
completed. The proposed rIght-of-way dedIcatIOns are also shown that Will
accommodate the new roadway Improvements. Pursuant to your request, the legal
deSCrIptIOn and accompanymg rIght-or-way dedicatIOn exhibIt have been prepared. A
copy of thIS mformatIOn was sent to you last week for reVIew
LocatIOn of eXIstmg access drIveways to the Texaco SIte WIll not be sigmficantly
altered when the new roadway improvements are constructed on Yelm Ave and

accommodate both the present Texaco operatiOn and the raze & rebUIld proposal.
In summary, eX1stmg access to the Site Will be mamtamed throughout constructIOn of
the proposed roadway Improvements. New drIveway "curb-cuts" WIll be prOVIded for

These highways have the capaclty for moderate travel speeds

needs There is a reasonable balance between direct access and
moblllty needs for hlghways in this class. This class is to be
used prlmarily where tne ex~sting level of development of the
adjoining land is more intenslve and where the probabllity of major
land use changes is less probable than on class three highway
segments Highways in this class are typically distinguished by
exist~ng or planned nonrestrictive medians. Restrictive medians
may be used as operational conditions warrant to mitigate turning,
weavlng, and crosslng confllcts Minimum connection spacing

(b) Access control deslgn standards'
(i) It is the intent that the design of class four highways be
generally capable of achievlng a posted speed limit of thirty to
thirty-flve mph In urbanlzed areas and thlrty-flve to forty-five
mph in rural areas In rural areas, spacing of intersecting
streets, roads, and hlghway s shall be planned with a minimum
spacing of one-half mile Less than one-half mile intersection
spaclng may be permitted, but only when nc reasonable alternative
access eXlsts In urban areas and developing areas where higher
volumes are present or growth that wlll require slgnallzation lS
expected In the foreseeable future, it is inperatlve that the
location of any public access be planned carefully to ensu=e

traffic from Yelm Avenue would use'thls entry than depIcted m the TIA. The
traffic volumes shown on FIgure 9 mdlcate that less than 5, peak hour tnps
WIll turn left mto the SIte at thIS dnveway, whereas 50 peak hour tnps are
projected to turn left mto the SIte at the mam dnveway

Smce the south dnveway IS located to prOVIde a dIrect route to the car wash
facilIty and'dnve-thru wmdow aIsle, It can be expected that a greater number

prohibIt left-turn mgress and egress movements from Yelm Avenue, East.
ThIS can be accomplIshed by the mstallatlOn of a raised Island or a
