Dear Mr Henderson:
The City would like to respond to your letter regarding the Henderson/Krislen Apartment
easement. Below I have re-stated each of your requests followed by the City response.
1 We will give the City of Yelm an easement and a right-of-way on the fifty four feet
easement already given to the U C B.O , in other words the City may use the property as
they see fit.
Upon the mutual agreement of the following items the City would require a 54' easement
at this time with a stipulation within the easement that at any time the City could convert
the easement to a City right-of-way

includes disconnecting your existing well as a drinking water source
However you can maintain the well for irrigation, which would save large
amounts of water consumption, especially during the summer months. If
you should decide to abandon the well it would need to be done in
accordance with DOE standards. For well abandonment please contact
Thurston County Environmental Health Department.
The totalwalue of the water hook up is $2,600.00 ~

The City is unable to commit to unlimited water service. By City Ordinance the City
would need to charge you a monthly base rate of $11 00 plus 95i per 100 cubic feet of
water used The average homeowners monthly water bill is between $18.00 - $25 00 or i
if you qualify for the reduced senior rate your monthly base rate of $11 00 would be '
waived and you would be billed at 95i per 100 cubic feet of water used The average
reduced rate would be between $4 00 - $8.00 a month~ To qualify for the s~nior rate the
head of the household must be over the age of 65 , retired and has an annual income of
less than $14,000 00 for a married couple, or $11,000 00 for a single person.
4 The Driveway to my residence will be paved with asphalt, or with what other type that is
used to pave the rest of the roadway, an area of approximately 2400 square feet at no
cost to me The area to be paved will be designated by me
The City will pave approximately 2400 square feet of driveway with asphalt. The asphalt
installation would include necessary grading, a 2" gravel base and 1 1/2" layer of asphalt.
Ken Garmann will meet with you on the site to establish the area to be paved The
paved area shall not exceed the 2400 square feet.
The total value for the grading, base and asphalt is $2,500 00
The total value for the connection to City water and the asphalt improvement is $5,100 00
