As per our apphcatton sheet, we (the UCBONCS) ongmally planned to receIve $48,400
m project adrrurustratIOn from CDBG (see attached document) After the fundmg was
awarded, I spoke wIth Val and we reduced the amount for project adrrurustratton down to
around $39,000, wIth an understanding that If there were any cost overruns on the project,
the UCBONCS would be hable for them, paymg first from any contmgenCIes that rrught
exist, then from CDBG project adrrurustratIOn dollars, and then from non-CDBG UCBO
funds. I do not have a wntten record of thIs conversatIOn, but we dIscussed It after
gettmg firmer costs on the construction costs, and I gave up the dIfference of $9400 00 m
order to make our project work.
Although project admtn1stratIon used to be listed as a separate line Item, WIth the Knslen
Apartments It was folded mto, and became a part of streets, sewers, and water So you
can no longer really "see" project admirustratIOn as a hne Item on the contract, as m
preVIOUS contracts
Dunng the course of the contract, we did have an opporturuty to use some of the available
funds from the contingencIes for change orders. CTED also approved the City's
recommendatIOn to have $5,000 reallocated from general adrrumstratIOn to streets
The dilemma we now find ourselves m IS the need to purchase the plants and the gravel to
firush up our proJect. ThIs work IS bemg done exclusIvely by volunteers, over a period of
runety days. Ifwe dropped all the gravel we need on the parking lot nght now (whIch IS
the only place to put It), It could Impede traffic and safety vehIcles needing access to the
property Also, we have been adVIsed by the nursenes that if we wait another SIX weeks
to purchase the plants, that we will get a better pnce, plus they will contmue taking care of
the plants dunng thIs hottest ttme of the year They further adVIse that If we plant the
plants nght now, we will suffer sIgruficant losses due to the hot weather We expenenced
thIs same problem WIth when we built the shelter, and It was really sad to see the loss of
such beauttful plants, despIte watenng them to the pomt of drownmg them.

In order to resolve thIs, and smce'~e have been approved to have up to $39,000 for
project adrrurustratIOn, I am proposmg and billing for the balance of the bills from the
contractor, the engineer, and for project adrrurustratIOn of $26,607 18, whIch IS well
WIthIn the $39,000 that was ongmally approved. ThIs would allow us to use the close-out
date of June 30, 1997, which would 1) allow us to recover the bulk of our costs for
legIttmate project adrrurustratIon costs, 2) assist m completIon of project close-out for thIs

contract, and 3) help preclude the need for another A-133 audit by bilhng for all costs
mcurred as of 6/30/97, which IS the end of our fiscal year It would also prevent the
potenttal hazard of gravel sIttmg m piles all over the parkmg lot, possibly causmg an
accIdent, and also prevent stealmg of or the loss of plants that are so costly these=days

purchases, to show the CIty and/or CDBG that we did fimsh up WIth our landscaping, as
planned.

The City of Yelm has completed its review of the above referenced project. Site plan
approval is granted based upon satisfactory completion of all conditions of approval
stated hereafter
1 Open Space
Condition of Approval The project is required to provide 7,884 square feet ofprivate
open space Please revise the final site plan map to indicate areas, with square
footage, which are to be open space Areas which meet the requirements for open
space, include but are not limited to, the community building, the nature trail and
surrounding area and the garden areas located on the east of the site Future
development on the west side of the site may require additional open space
dedication
2 Parking
Condition of Approval The project is required to provide a minimum of eight parking
stalls, one ADA stall per apartment building (6) stalls and one ADA van accessible
stall Due to the senior citizen status of the project and the community building the
City requires the applicant to provide an additional ADA van accessible stall Location
of the six (6) ADA stalls shall be one stall in front of each building The location of the

ADA van accessible stalls shall be one stall located in close proximity to the
Community Building and the other stall in the south area of the parking lot. No

3 Dumpsters
Condition of Approval 'No dumpster shall be allowed in the 40' ingress/egress and
utility easement located along the southern property line
4 Landscaping
Condition of Approval The landscaping plan submitted needs to identify methods of
irrigation pursuant to YMC 17 80 The City must approve any landscape phasing plan
pnor to building permit issuance
5 Street Frontage Improvements
Condition of Approval The applicant is required to improve the site's frontage to a
Local Access Residential Street per the YMC Development Guidelines
6 Utilities
Condition of Approval The applicant shall extend water and sewer infrastructure to
the project site per the YMC Development Guidelines Design and construction of on
site utilities shall comply with the YMC Development Guidelines
7 Stormwater and Erosion Control
Condition of Approval The applicant shall comply with the YMC requirements for final
stormwater approval and erosion control during construction
8 Short subdivision
Condition of Approval All conditions of approval as stated on SHS-8170 shall be
satisfactorily completed

The City of Yelm has completed its review of the above reference proposal The short
subdivision has been approved with conditions The following conditions shall be
Included on the face of the final short plat map

1 Future development of Lot 1 or 2 will require but is not limited to, participation
in street frontage improvements, street widening, pedestrian improvements,
latecomer agreements, etc.
2 Further development of Lot 1 or 2 will require connection to the City water and
sewer systems Any system upgrades or extensions necessary for the
connection of service will be at the applicant's expense
3 Upon connection of sewer, the existing septic tank and drainfield shall be
abandoned in accordance with Thurston County Environmental Health
Department standards
4 Upon connection to the City water system, Lot 2 shall abandon the on-site well
as per Department of Ecology Regulations and enter into a water rights
agreement with the City of Yelm (attached)

any additional development. Depending on any future development (type and
intensity) of the westerly portion of Lot 1, it may also require a minimum 54' private or

A final mylar map, with the conditions of approval, and a signed water rights
agreement may be submitted to the City for final approval At that time the City will
review the map and assign addresses The signed mylar map and water rights
agreement will be returned to the applicant for recording After the applicant has
recorded the documents the applicant will need to supply the City with twelve copies
of the map and agreement.
