Re Canal Park Master Plan
Background
In the 1996 Budget the Clty Councll approved an expendlture of $5,000 00 to develop a master plan
for the Canal Road Park. The Clty contracted wlth Robert Droll, A.S.L.A., to develop a phased
master plan that mc1uded a cost analysls of the preferred plan. In July, Clty staff began workmg
wlth Bob to develop a schedule and a number of alternatJves WhlCh would be presented to the Canal
Road Park Task Force and the pubhc
The Canal Road Park Task Force held pubhc workshops on September 9 and October 7, 1996 At
the September 9, 1996, pubhc workshop lssues such as the protectlOn of nelghborhood and traffic
concerns were addressed. In addltJon, the user groups were ldentJfied as soccer, softball, httle
league, trmls and plcmckmg, etc At the October 7 workshop, Bob Droll presented ten optlOns for
the physlcallayout of the park. Partlclpants at thlS pubhc workshop selected one optlOn WhlCh was
then presented to the Park AdvlSory Commlttee at the October 14, 1996, meetmg.
Park Advisory Committee Action
At the October 14, 1996, meetmg the commIttee revIewed the preferred alternahve and requested
Bob Droll to develop a phasmg plan wlth a cost analysls. On November 18, 1996, the Park
AdvlSOry Commlttee unammously recommended the preferred alternatJve wlth the phasmg plan be
forwarded to the Clty Councll for reVlew and acceptance.
Recommendation
Staff recommends the Clty Council approve the conceptual master plan for Canal Road Park and
mstruct staff to begm the Slte Plan Revlew process to ensure the plan comphes wlth all Clty Land
Use RegulatJons and Development GUldelmes.

and Wildlife (WD FW) concerning the agency's priority habitats and species.
This information only includes data that WDFW maintains in a centralized data
system It is not an attempt to provide you with an official agency response as to the
impacts of your project on fish and wildlife Nor is it designed to provide you with
guidance on interpreting this information and determining how to proceed in
consideration of fish and wildlife This data only documents the location of important
fish and wildlife resources to the best of our knowledge It is important to note that
priority habitats or species may occur on the ground in areas not currently known to
WDFW biologists, or in areas for which comprehensive surveys have not been
conducted Site-specific surveys are frequently necessary to rule out the presence of
priority habitats or species.
Your project may require further field inspection or you may need to contact our field
biologists or others in WD FW to assist you in interpreting and applying these data.
Refer to the enclosed directory and regional map for those contacts. Generally, for
assistance on a specific project, you should contact the appropriate WD FW regional
office and ask for the area habitat biologist for your project area.
WDFW periodically updates this information as additional data become available
Because fish and wildlife species are mobile and because priority habitats and species
data is dynamic, project reviews for fish and wildlife should not rest solely on mapped
information Instead, they should also consider new data gained in current field
investigations. Remember, priority habitats and species data can only show that a
species or habitat type is present, they cannot show that a species or habitat type is
not present. These data should not be used for future projects Please obtain regular
(6 months) updates rather than use outdated information
Please note that sensitive information (e g , threatened and/or endangered species)
may be included in this data request. These species are vulnerable to disturbances
and harassment. In order to protect the viability of these species we request that you
not disseminate the information as to their whereabouts. Please refer to these
species presence in general terms. For example "A Peregrine Falcon is located
within two miles of the project area"

Traffic Generation

weekend daily to weekend peak hour rates from a different park tnp generatIOn study
(County Park.. land-use ('..ode 412), the weekend peak hour trIp rate was calculated to be 30%
of the daily rate or 11 07 trips per acre To estrmate the weekday dally and peak hour trip
generatlOu for tlus project, the Beach Park weekend peak hour and weekday peak hour tnp
rates were compared. Tills companson showed weekday trIp productIon to be 36?;u of
weekend trip productJon. Usmg th1s percentage, weekday tnp generation rates for the
prOject calculate to be 13 28 tnps per acre daily, and 3 98 tnps per acre in the peak hour

expected that the dally and peak traffic flows will be much less. However. for purposes of
this study, the peak sU.mmer traffic estImates will be used to assess the h1ghest traffic
potentIal of the SIte for both peak and non-peak tune penods

focus on specIfic project 1ssues. The workshop WIll commence by presentmg the physIcal
parameters of the SIte and regulatory concerns. These groups wlll be gathered m two 35
mmute seSSlOns. The first seSSlOn 1dent1fies pubhc concerns and specific program
elements. In the second seSSlOn R WD wlll provIde partlc1pants With scaled cut outs of
vanous recreatIOnal facilItIes, parkmg arrangements and other antIc1pated program
elements. Group part1clpants w1ll have the OpportunIty to play the role of Landscape
Arcmtect and develop slte plan alternatIves and offers resolutlOns to the concerns At the
end of each seSSIOn, each group's spokesperson presents the group's findings to all
attendees. Tms method allows stakeholders to IdentIfy the concerns themselves and offer
solutlOns endorsed by the group ThIS workshop format allows stakeholders to V01ce

Concurrency Ordinance
WHEREAS, the Washington State laws governing the divisIon or development of
property require a specific written finding as to the adequacy of facilities necessary to
serve proposed development; and
WHEREAS, the City of Yelm has adopted a comprehensive plan and capital
facility plan Identifying the levels of service necessary to accomplish concurrency, and
WHEREAS, the City desires to specify the standards and criteria for determining
concurrency within the City of Yelm or its associated urban boundary;
WHEREAS, the City desires to set rates which are below those of surrounding
communitIes where possible,
NOW, THEREFORE, BE IT HEREBY ADOPTED
Section 1. Definitions
a Concurrency-A determination that the facilities necessary to serve a
proposed land development are in place or planned for and properly funded with a
reasonable expectation that the facilities will be in place at the time needed to preserve
adopted levels of service
b Development activity-Any construction or expansion of a building,
structure, or use, any change in use of a building or structure, or any changes In the use
of land, that creates additional demand and need for public facilities
c Development approval-Any written authorization from the City which
authorizes the commencement of development actiVity
d land division-The action of dividing land for sale or lease, whether
through the subdivision process identified In Chapter 58 17 RCW, the City's binding site
plan review process, or any other process which results in the creation or modification
of the boundaries of a property for purposes of development.
e land development-Any action with respect to a parcel of real property
which reqUires plat approval pursuant to Chapter 58 17 RCW or site plan review
approval through Chapter 17 84 of the Yelm City Code, or master plan development
approval through Chapter 1762 of the Yelm City Code
f Owner-The owner of record of real property, although when real property
IS being purchased under a real estate contract, the purchaser shall be considered the
owner of the real property If the contract IS recorded

g Proiect improvements-Site improvements and facilities that are planned
and designed to provide service for a particular development project and that are
necessary for the use and convenience of the occupants or users of the project, and are
not system improvements No improvement or facility included in a capital facilities plan
approved by the governing body of the City shall be considered a project improvement.
h Proportionate share-That portion of the cost of public facility improvements
that are reasonably related to the service demands and needs of new development.
Public facilities-Sewer service, water service, parks, schools, and roads
are the public facilities for which the City Will make specific findings of concurrency
based on the comprehensive plan
j Service area-A geographic area defined by the City In which a defined set
of public facilities provide service to development within the area Service areas shall
be designated on the basis of sound planning or englneenng prinCiples
k System Improvements-Public facIlities that are Included in the capital
facilities plan and are designed to provide service to service areas within the community
at large, In contrast to project Improvements
I Transportation Facllltv Charqe-payment of money imposed upon
development as a condition of development approval to pay for public facilities needed
to serve new growth and development, and that is reasonably related to the new
development that creates additional demand and need for public facilities, that is a
proportionate share of the cost of the public facilities, and that is used for facilities that
reasonably benefit the new development. "Transportation Facility Charge" does not
Include a reasonable permit or application fee
Section 2. Process
a Whenever a reviewing authority is asked to consider the approval of a
division of land for sale or lease or the approval of a site plan, the reviewing official shall
make a wntten determination of concurrency in connection with facilities proposed or
available for the project.
b With respect to each of the public facilities identified above, concurrency
shall be established and determined as follows
I Sewer'
(1) The project is within an area approved for sewer pursuant to
the adopted Sewer Comprehensive Plan for the City
(2) Improvements necessary to provide City standard facilities
and services are present or are on an approved and funded plan to assure
availability in time to meet the needs of the proposed development.

issuance of a building permit for construction of each lot of record, for the

ii For proiects approved throuqh site plan review-upon the issuance
of the bUilding permit authorizing the construction of any phase, for the traffic
associated with that phase
Iii For any proiect over 100 peak hour triPS per day-the fee may be
paid in installments, at the municipal rate of interest in effect on the day of
building permit Issuance, with 50% being paid at the Issuance of the building

permit and the balance paid within 24 months, recognizing the lead time for the
City to bring major projects on line
Section 4. Accountinq and Appeals
a All fees collected under this chapter shall be placed in separate accounts
for the dedicated purpose for which collected Such funds may only be expended for
Identified facilities on an approved plan, and must be spent within six years absent a
specific situation where the City can justify a longer period
b If an applicant desires to challenge the calculation or assessment of any
fee, such fee shall be paid under protest and the permit may be Issued Appeals shall
be heard by the City Council upon a de novo hearing
c Any such appeal shall consider the issues raised, the proper fee to be
assessed, and the necessity to find concurrency as a precondition to any project
approval The proper fee to be charged on appeal is determined (1) by compliance with
the terms of this ordinance, and (2) If for any reason the terms of this ordinance are
found Inappropriate, such fee as necessary to assure concurrence for all facilities
Identified herein, but not to exceed the fee collected pursuant to this ordinance
Section 5. Effective Date
The ordinance shall be applicable to all land divisions and land developments and
master plan reviews for which applications are complete after the adoption date of this
ordinance

may be any combination of grass, shrubs and trees that provide the desired effect of
providing visual relief and green space within the parking area. Grassed areas are
recommended. Utilization of beauty bark shall be discouraged and shall not substitute for
live ground cover Ground cover shall be selected and maintained so that the entIre
landscaped area wiII be covered within three years
4) A landscaped area must be placed at the mterior end of each parking row m a multIple
lane parkmg area. ThIs area must be at least SIX feet wIde and must extend the length of
the adjacent parkmg stall
5) Up to one hundred percent of the trees proposed for the parking area may be decIduous

approved landscape developmem proposal and shall mamtam all landscape materIal

to reImburse the city for documented admllllstrative costs associated wIth action on the device
D The CIty may accept, as an alternatIve to a mamtenance assurance device, a contractual agreement
or bond between the owner/developer and a licensed landscape architect, Washmgton-certified

17.80.090 Performance assurance.

17.80.100 Landscape features. Landscape features such as decoranve pavmg, sculptures or fountaIns

manufacturer's recommended maximum continuous. (or
"cruise") RPM range, :l: 100 RPM. The watercraft shall be;
at this speed when it passes the first marker, and shall
continue to operate at this speed until its bow passes the
third marker
(4) Measurement. The watercraft sound level shall be
measured as follows..
(a) The sound level meter shall be set for fast response
and on the "A" weighting scale.
(b) The meter shan be observed during the entire
passby The applicable reading shall be the sound level
obtained as the stern of the watercraft passes the middle
marker Peaks due to unrelated ambient noise, water noise
from waves or wakes, propellor cavitation noise, or extrane-
ous impulsIve-type noise shall be excluded. At least two
measurements shall be made for each side of the watercraft.
All values shall be recorded.
(c) The sound level for each side of the watercraft shall
be the average of the two highest readings which are within
1 dBA of each other, rounded to the nearest 0.5 dBA. The
reported sound level shall be that of the loudest side of the
watercraft.
(5) New watercraft shall be tested according to the
specifications of the SAE 134 measurement procedure.

WAC 173-60-010 Authority and purpose. These
rules are adopted pursuant to chapter 70 107 RCW, the
Noise Control Act of 1974, in order to establish maximum
noise levels permissible in identified environments, and
thereby to provide use standards relating to the reception of
noise within such environments.

WAC 173-60-020 Definitions. (1) "Background
sound level" means the level of all sounds in a given
environment, independent of the specific source being
measured.
(2) "dEA" means the sound pressure level in decibels
measured using the "A" weighting network on a sound level
meter The sound pressure level, in decibels, of a sound is
20 times the logarithm to the base io of the ratio of the
pressure of the sound to a reference pressure of 20

- (3) "Department" means the department of ecology
(4)' "Director" means the director of the department of
ecology
(5) "Distribution facilities" means any facility used for
distribution of commodities to final consumers, including
facilities of utilities that convey water, waste water, natural
gas, and electricity
(6) "EDNA" means the environmental designation for
noise abatement, being an area or zone (environment) within
which maximum permissible noise levels are established.
(7) "Existing" means a process, event, or activity in an
established area, producing sound subject to or exempt from
this chapter, prior to the effective date of September 1, 1975
(8) "Local government" means county or city govern-
ment or any combination of the two
(9) "Noise" means the intenSIty, duration and character
of sounds,. from any and all ~ources.
(10) "Person" means any individual, corporation,
partnership, association, governmental body, state agency or
other entity whatsoever
(11) "Property boundary" means the surveyed line at
ground surface, which separates the real property owned,
rented, or leased by one or more persons, from that owned,
rented, or leased by one or more other persons, and its
vertical extension.
(12) "Racing event" means any motor vehIcle competi-
tIOn conducted under a permit issued by a governmental
authority having jUrIsdiction or, if such permit is not re-
quired, then under the auspIces of a recognized sanctioning
body
(13) "Receiving property" means real property within
which the maximum permtssible nOIse levels specified herein
shall not be exceeded from sources outside such property
(14) "Sound level meter" means a device which mea-
sures sound pressure levels and confonns to Type 1 or Type
2 as speCIfied in the American National Standards InstItute

(15) "Watercraft" means any contrivance, excluding
aircraft used or capable of being used as a means of trans-
portation or recreation on water

WAC 173-60-030 Identification of environments.
(1) Except when included within specific prior designatIons
as provided in subsections (2), (3), and (4) of this section,
the EDNA of any property shall be based on the following
typical uses, taking into consideration the present, future, and
historical usage, as well as the usage of adjacent and other
lands in the vicinity
(a) Class A EDNA - Lands where human beings reside
and sleep. Typically, Class A EDNA will be the following
types of property used for human habitation.
(i) Residential
(ii) Multiple family living accommodations
(iii) Recreational and entertainment, (e.g., camps, parks,
camping faciIities~ and resorts)
(iv) Community service, (e.g., orphanages, homes for
the aged, hospitals~ health and co~ctiO,hal facilities)

(b) Class BEDNA ~. Lands involving'uses requiring
protection against noise interference with speech. Typically,
Class B EDNA will be the following types of property.
(i) Commercial living accommodations
(ii) Commercial dining establishments
(iii) Motor vehicle services
(iv) Retail services
(v) Banks and office buildings
(vi) Miscellaneous commercial services, property not
used for human habitation
(vii) Recreation and entertainment, property not used for
human habitation (e.g., theaters, stadiums, fairgrounds, and
amusement parks)
(viii) Community services, property not used for human
habitation (e.g., educational, religious, governmental, cultural
and recreational facilities).
(c) Class C EDNA - Lands involving economic activi-
ties of such a nature that higher noise levels than experi-
enced in other areas is normally to be antiCIpated. Persons
working in these areas are normally covered by noise control
regulations of the department of labor and industries. Uses
typical of Class A EDNA are generally not permitted within
such areas. Typically, Class C EDNA will be the following
types of property'
(i) Storage, warehouse, and distribution facilities.
(ii) Industrial property used for the production and
fabrication of durable and nondurable man-made goods
(iii) Agricultural and silvicultural property used for the
production of crops, wood products, or livestock.
(d) Where there is neither a zoning ordinance in effect
nor an adopted comprehensive plan, the legislative authority
of local government may, by ordinance or resolution,
designate specifically described EDNAs which conform to
the above use criteria and, upon departmental approval,
EDNAs so designated shall be as set forth In such local
determinatlOn.
(e) Where no specific prior designation of EDNAs has
been made, the appropnate EDNA for propertIes involved m
any enforcement activity will be determined by the investi-
gating official on the basis of the criteria of (a), (b), and (c)
of this subsection.
(2) In areas covered by a local zoning ordinance, the
legislative authority of the local government may, by
ordinance or resolution deSIgnate EDNAs to conform with
the zoning ordinance as follows.
(a) ResidentIal zones - Class A EDNA
(b) Commercial zones - Class B EDNA
(c) Industrial zones - Class C EDNA
Upon approval by the department, EDNAs so designated
shall be as set forth in such local determination. EDNA
designations shall be amended as necessary to conform to
zone changes under the zoning ordinance.
(3) In areas not covered by a local zoning ordinance but
within the coverage of an adopted comprehensive plan the
legislative authority of the local government may, by
ordinance or resolution designate EDNAs to conform with
the comprehensive plan as follows:
(a) ReSIdentIal areas - Class A EDNA
(b) Commercial areas - Class B EDNA
(c) Industrial areas- Class C EDNA
Upon approval by the department EDNAs so designated
shall be as set forth in such local determination. EDNA

changes in the comprehensive plan.
(4) The department recognizes that on certain lands,
serenity, tranquillity, or quiet are an essential part of the
quality of the environment and serve an important public
need. Special designation of such lands with appropriate
noise level standards by local government may be adopted
subject to approval by the department. The director may
make such special designation pursuant to the procedures of
the Administrative Procedure Act, chapter 34 04 RCW

WAC 173-60-040 Maximum permissible environ-
mental noise levels. (I) No person shall cause or permit
noise to intrude into the property of another person which
noise exceeds the maximum perrmssible noise levels set
forth below in this section.
(2)(a) The noise limitations established are as set forth
in the following table after any applicable adjustments
provided for herein are applied.

(b) Between the hours of 10'00 p.m. and 7'00 a.m. the
noise lImitations of the foregoing table shall be reduced by
10 dBA for receiving property within Class A EDNAs.
(c) At any hour of the day or night the applIcable noise
limitatIOns in (a) and (b) above may be exceeded for any
receiving property by no more than.
(i) 5 dBA for a total of 15 minutes in anyone-hour
period; or
(ii) 10 dBA for a total of 5 minutes in anyone-hour
period; or
(iii) 15 dBA for a total of 1.5 minutes in anyone-hour
period.

WAC 173-60-050 Exemptions. (1) The following
shall be exempt from the provisions of WAC 173-60-040
between the hours of 7:00 a.m. and 10:00 p.m..
(a) Sounds originating from residential property relating
to temporary projects for the maintenance or repair of
homes, grounds and appurtenances.

Maximum Environmental Noise Levels
(2) The following shall be exempt from the provisions
of WAC 173-60-040 (2)(b):
(a) Noise from electrical substations and existing
stationary equipment used in the conveyance of water, waste
water, and natural gas by a utility
(b) Noise from existing industrial installations which
exceed the standards contained in these regulations and
which, over the previous three years, have consistently
operated in excess of 15 hours per day as a consequence of
process necessity and/or demonstrated routine normal
operation. Changes in working hours, which would affect
exemptions under this regulation, require approval of the
department.
(3) The following shall be exempt from the provisions
of WAC 173-60-040, except insofar as such provisions relate
to the reception of noise within Class A EDNAs between the
hours of 10:00 p.m. and 7'00 a.m.
(a) Sounds originating from temporary construction sites
as a result of construction actIvity
(b) Sounds onginating from forest harvesting and
silvicultural activity
(4) The following shall be exempt from all provIsions
of WAC 173-60-040:
(a) Sounds created by motor vehicles when regulated by
chapter 173-62 WAC.
(b) Sounds originating from arrcraft in flight and sounds
that originate at airports which are directly related to flight
operations.
(c) Sounds created by surface carriers engaged In
interstate commerce by railroad.
(d) Sounds created by warmng devices not operating
continuously for more than five minutes, or bells, chimes,
and carillons.
(e) Sounds created by safety and protective deVIces
where noise suppression would defeat the intent of the
device or IS not economically feasible.
(f) Sounds created by emergency equipment and work
necessary in the interests of law enforcement or for health
safety or welfare of the community
(g) Sounds onginating from motor vehicle racing events
at existing authorized facihties.
(h) Sounds originating from officially sanctioned
parades and other public events.
(i) Sounds emitted from petroleum refinery boIlers
during startup of said boilers Provided, That the startup
operation is performed during daytime hours whenever
possible.
U) Sounds created by watercraft.
(k) Sounds created by the discharge of firearms in the
course of hunting.
(1) Sounds caused by natural phenomena and unamph-
fied human voices.
(m) Sounds created by motor vehicles, licensed or
unlicensed, when operated off public highways EXCEPT when
such sounds are received in Class A EDNAs.
(n) Sounds originating from eXIsting natural gas trans-
mission and distribution facilities. However, 10 circumstanc-
es where such sounds impact EDNA Class A environments
and complaints are received, the director or his designee may
take action to abate by application of EDNA Class C source
limits to the facility under the requirements of WAC 173-60-
050(5).

available noise abatement technology consistent with

WAC 173-60-080 Variances and implementation
schedules. (1) Variances may be granted to any person
from any partIcular reqUIrement of this chapter, if findings
are made that immediate compliance with such requirement
cannot be achieved because of special circumstances render-
ing immediate compliance unreasonable in light of economic
or physical factors, enroachment [encroachment] upon an
existing noise source, or because of nonavailabIllty of
feasible technology or control methods. Any such variance
or renewal thereof shall be granted only for the mimmum
time penod found to be necessary under the facts and
cIrcumstances.
(2) An implementation schedule for achIev10g compli-
ance with this chapter shall be incorporated into any variance
issued.

WAC 173-60-090 Enforcement policy. Noise
measurement for the purposes of enforcing the provisIOns of
WAC 173-060-040 shall be measured in dBA with a sound
level meter with the point of measurement being at any point
within the receIVmg property Such enforcement shall be
undertaken only upon receipt of a complaint made by a
person who reSIdes, owns property, or is employed in the
area affected by the noise complained of, EXCEPT for parks,
recreational areas, and wildlife sanctuanes. For enforcement
purposes pursuant to RCW 70.107050, each day, defined as
the 24-hour period beginning at 12 01 am, in which
violatIOn of the noise control regulations (chapter 173-60
WAC) occurs, shall constitute a separate violation.

WAC 173-60-100 Appeals. Any person aggrieved by
any decision of the department in relatIon to the enforcement
of the maximum permissible noise levels prOVIded for
herein, the grantIng or denial of a variance or the approval
or disapproval of a local resolutIon or ordinance for noise
abatement and control may appeal to the pollutIOn control
hearings board pursuant to chapter 43.2lB RCW under the
procedures of chapter 371-08 WAC.

WAC 173-60-110 Cooperation with local govern-
ment. (1) The department conceives the function of noise
abatement and control to be primarily the role of local
government and intends actively to encourage local govern-
ment to adopt measures for noise abatement and control
Wherever such measures are made effective and are being
actively enforced, the department does not intend to engage
directly in enforcement activities.
(2) No ordinance or resolution of any local government
which imposes noise control requirements differing from
those adopted by the department shall be effective unless and
until approved by the director If approval is denied, the
department, following submission of such local ordinance or
resolution to the department, shall deliver its statement or
order of denial, designating in detail the specific provision(s)
found to be objectionable and the precise grounds upon
which the denial is based, and shall submit to the local
government, the department's suggested modification.

WAC 173-62-010 Authority and purpose. (1) Under
RCW 70 107 030(5) of the Noise Control Act of 1974
(chapter 183. Laws of 1974), the legislature directed the
department of ecology, in exercising rule-making authority
to give first priority to the adoption of motor vehicle noise
performance standards. The purpose of this chapter is to
carry out that legIslative directive through the adoption of
nOIse emIssion standards for new motor vehicles and noise
emIssion standards for the operation of motor vehicles on
public highways.
(2) Local needs The standards established in this
chapter provide several methods of evaluatmg motor vehicle
noise levels Nothing in these rules is meant to require
enforcement agencies or local governments to adopt or use
every standard in this chapter to determine a violation.
Specific local needs shall dictate the standard(s) which may
be adopted or used.

(1) "dBA" means the sound level in decibels measured
using the "A" weighting network on a sound level meter as
specified in the American National Standard Specification
for Sound Level Meters Sl 4-1971 A decibel is a unit of
sound, based on a logarithmic scale, of the ratio of the
magnitude of a particular sound pressure to a standard
reference pressure of 20 micropascals,

17.84.050 Preliminary site plan. Prior to applymg for slte plan reVIew a developer may file wlth the
SPRC a summary SHe plan. WhICh shall comam m a rough and apprOXImate manner all of the mformanon
reqUlred m the slte plan appl1canon. The purpose of the summary SHe plan IS to enable a developer filmg
the plan to obtam the commems of the SPRC as to the apphcablllty of the mtem, standards and provISIOns
of thlS chapter to the plan.
17.84.060 Contents of application. Each application for slte plan reVIew shall comam the followmg
mformatIon m clear and mtelhgible form.
A. The mle and 10c:lt1on of the proposed development, together wlth the names, addresses and
telephone numbers of the record owner or owners of the land and of the appl1cam and. If
appl1cable the names, addresses and telephone numbers of any archHect. planner desIgner or

17.84.070 Additional information for review. The SPRC may reqUlre the appl1cant to subITllt any

17.84 080 Amendment of site plan. A SHe plan granted approval by the SPRC or bv the planmng
corrumsslOn may be amended by the same procedures prOVIded under thlS tItle for ongmal SHe plan
approval
17.84.090 Performance bond. It may be reqUlred as a condinon of approval of a SHe plan that the
applicant furnIsh a performance bond to the CIty to secure the appI1cant' s obl1ganon to complete the
provisions and condHions of the SHe plan as approved.
17.84.100 Duration of approval.
A Approval of the SHe plan shall be effectlve for e1ghteen momhs from the date of approval by the
SHe plan reVIew corrumttee or p1anmng commlSSlOn. Dunng this time, the tenns and condinons
upon WhICh approval was glVen w1l1 not change If appllCatlOn for a bullding permIt IS not made
withm the e1ghteen momh penod, the approval shall automatIcally terminate
B However, upon the application of the owner or represemanve, the SIte plan reVlew commlttee shall
extend the approval penod for one six-momh time penod unless smce the mmal approval
substannve change has been made m the regulatIons, ordmances, reqUlremems, pohcles or standards
which unpact the SHe
C Knowledge of expiration date and imtianon of a request for extenslOn of approval tlme 1S the
responsiblhty of the applicant. The CIty shall not be held responsible for notification of expIrations,

subrmtted to the planning department prior to expiration of SIte plan approval
