More than adequate parking was installed originally and current and future uses will not require additional parking spaces. The new addition to the building will be about 2,600 square feet and the new total floor area will be 5,700 square feet. The new floor area will be 2,600/5,700 or 46% of the total floor space. Per section 1772.030, paragraph 0, of the Yelm Development Guidelines, pg. 1772-3 under medical clinics, the required parking is stated as being "One-and-one-half per patient treatment room/area, plus one space per employee based on the greatest number of employees on a single shift." Based on this and using five examining rooms plus one operating room or six total, the required parking for this site will be (6 x 1 1/2) + (6 employees) or 15 spaces. Presently, the site has 20 paved parking spaces As for any possible future uses of the building, the City requires that, at that time, the parking be reevaluated and added to, if necessary (Yelm Development Guidelines, chapter 17 72.020, paragraph C) .,., .,M....... ..,._ - "'-, ~":ro-< ,""" . The existing gravel driveway has functioned adequately in the past and will remain unchanged. See site plan for'V' turnaround area. The addition to the building will require only minor changes to the existing site. The net total impervious area of the site will increase as follows (new addition area) minus (existing gravel and concrete areas removed) for a net increase in impervious area of 1,240 square feet. Setbacks Front yard - 15' from R-O-W Rear Yard - 20' Side yard - 10' Parking Chapter 17 72 1 stall per 300 sq ft. of gross floor area Parking stalls need to be stnped, per the Yelm Development Standards Loading Chapter 17 72 2 loading areas for bUildings of 5,000 sq ft. to 10,000 sq ft. The location of the present area In the back of the building IS sUitable to meet this reqUIrement. e- -, Landscaping Chapter 17 80, Type II, III, IV and V Type II landscaping IS used to provide visual separation of compatible uses Type II landscapIng IS required around the perimeter of a site and adjacent to bUildings to provide visual separation of compatible use and soften the appearance of streets, parking areas and bUilding elevation The proposed landscaping around the addItion and the current trees and landscaping on the site are sufficient to provide a softened appearance to the bUIlding and parking area The current landscaping along the pen meter on the northern and eastern property lines appears to be a "maintained field" and does not meet current code If the applicant provides Irrrgation (hose bibs) to the area and maintains It as a lawn the City will not require that scrubs and trees be planted Type III landscaping provides visual relief where clear sight IS desired ThiS landscaping Includes street trees and vegetatIon. required with frontage Improvements (deferred) and landscaping to provIde an attractive setting and overstory canopy Current landscaping along WIth deffered Improvements satisfies the requirements for Type III landscaping Type IV landscaping IS needed to provide visual relief and shade In parking areas The current landscaping on site satisfies this requirement Type V landscaping IS required for all stormwater facilities A conceptual landscaping plan IS required with application for Site Plan Approval Final landscaping and Irrrgatlon plan required as element of cIvil construction drawings Traffic The City has recently adopted a Transportation Facility Charge The charge is assessed towards new pm peak traffic generated by the new addition only (existing traffic uSing the clinic is not assessed )The Ordinance provides a default table that the applicant can use to determine new pm trips generated Under the default heading of medical cliniC, the expaslon of 2,600 sq ft would create an additional eight (8) trips dunng the pm peak penod The Transportation Facility Charge IS $75000 per tnp which equals a total fee of $6,Q0-9 00'** Note this information is based on an expansion of ?;~.9_0:~q. ft., t~.e ,_, environmental checklist indicates the expansion to be -2,900 sq. ft.. Due to the uses of the proposed addition, if the applicant feels the expansion would not generate the default number of tnps, an analYSIS prepared by a traffic engIneer can be submitted to the City for review and consideration SEPA, Environmental checklist required for all buildIngs In excess of 4,000 sq ft .. Application and Process or more than 20 parking stalls associated with the building Some answers on the submitted environmental checklist are Inadequate Questions which deal with earth and erosion, groundwater and stormwater need to Identify the Impact and proposed measure to reduce the Impact. Questions regarding transportation need to be answered with the correct Information rather than "see site plan" TYPically an answer of "none known" is not acceptable Please review the entire checklist and revise the responses as appropriate Site Plan Review, with environmental checklist. Administrative process completed in approximately 6 - 8 weeks The current fee schedule (attached) is being reviewed and will probably result In an Increase In fees The estimated date in which a new fee schedule would be Implemented is August 27, 1996 The Planning Department has received a partial application on the proposed project. To be considered a complete application, the applicant needs to submit: the adjacent property owners within 300 feet of the project In a label format (form attached), a preliminary stormwater report and conceptual drawing, a signed environmental checklist (with revIsions) and the application fee ~---:---___--r--__...,,-----_____ .. . PROPOSED ADDITION TO YELM VETERINARY CLINIC Dear Cathie Enclosed please find a copy of a site plan for the Yelm Veterinary Clinic. Presently, Dr Brown and Dr Henricksen are applying for a building permit for the expansion of their building The site was planned several years ago with the intention of expanding the building More than adequate parking was installed originally and current and future uses will not require additional parking spaces The new addition to the building will be about 2,600 square feet and the new total floor area will be 5,700 square feet The new floor area will be 2,600/5,700 or 46% of the total floor space Per section 1772030, paragraph 0, of the Yelm Development Guidelines, pg 1772-3 under medical clinics, the required parking is stated as being "One-and-one-half per patient treatment room/area, plus one space per employee based on the greatest number of employees on a single shift." Based on this and using five examining rooms plus one operating room or six total, the required parking for this site will be (6 x 1 1/2) + (6 employees) or 15 spaces Presently, the site has 20 paved parking spaces As for any possible future uses of the building, the City requires that, at that time, the parking be reevaluated and added to, if necessary (Yelm Development Guidelines, chapter 1772020, paragraph C) The addition of more floor space to the clinic is not a change in use and additional parking is not needed The question of turnarounds and off-street loading was reviewed for the site and uses were found to be adequate Although section 1772060 of Yelm's Development Guildelines does not apply (The clinic is not engaged in retailing or wholesaling merchandise ), there is a need to back up horse trailers and such, normally associated with a veterinary clinic, to the back of the building from time to time This has been standard procedure in the past and will continue after the addition is built The existing gravel driveway has functioned adequately in the past and will remain unchanged See site plan for 'Y' turnaround area, The addition to the building will require only minor changes to the existing site The net total impervious area of the site will increase as follows (new addition area) minus (existing gravel and concrete areas removed) for a net increase in impervious area of 1,240 square feet. Two underground drainage gallenes will be installed to collect new roof area runoff (see site plan) The drainage galleries will be more than adequate to handle the additional runoff CIVIL. Consulting Engineers Yelm Veterinary Clinic Expasion Storm Drainage Analysis & Report n , u n i u 'l I U SECTION 1 INTRODUCTION The Yelm Veterinary Clinic is located on the north side of Yelm Ave in the City of Yelm. The Clinic has been in operation at this site since 1980 The existing building floor area is 3100 square feet. The expansion will add approximately 3000 square feet of floor area to the building, and 2400 square feet of asphalt and concrete to existing pervious surface n U n LJ The property is located in Section 24, Township 17N, Range 1E W M. II LJ Increase in stormwater runoff resulting from the addition of paved surfaces will be mitigated by an infiltration basin sized to infiltrate 100% of the 2-yr, 24-hr design storm n After collection from the pavement, runoff will be re-dispersed and forced to sheet flow across one of two biofilter strips where it will then be infitrated into the existing ground LJ Facility sizing and design calculations are in Appendix S of this report II LJ SECTION 2 EXISTING CONDITIONS The total site is 1 41 acres of which 57 acres will be impervious and 84 acres will remain pervious. There are two access driveways and 20 parking stalls including 1 ADA accessible and a loading zone for two horse trailer and vehicles The existing vegetation consists of grass, several mature trees and landscape shrubs Landscaping is limited to beds adjacent to the building n u .n LJ n The site has a local low point in the southwest region The front part of the site slopes from the southeast toward the southwest at one percent. The existing asphalt parking area and roadway slopes to a low point at the west edge of the parking area u II LJ n I LJ There is no well defined downstream drainage courses It is evident in the existing condition that storm runoff percolates rapidly and none leaves the site During the heavy rain event this past winter, all stormwater infiltrated within a few hours. n u SECTION 3 INFIL TRA TlON RA TE / SOILS REPORT Site soils are identified by the Soil Conservation Service Soil Survey of Thurston County, Washington as a Spanaway gravelly sandy loam, a Type'S' soil This soil is characterized as very deep, somewhat excessively drained and formed on terraces n u An investigation of the site soils was performed by Skillings-Connolly, Inc. and in essence verifies the presence of the Type'S' gravelly sandy loam soil for the site. n u n , LJ Infitration tests were performed in the vicinity of the proposed basins The soils were found to be dark brown to gray brown, very gravelly, medium to coarse sand. The soil was very consistent throughout the two infitration test sites Therefore, all infiltration surfaces can safely be assumed to exhibit the characteristics described f! u Infiltration tests were performed in the proposed basin areas at existing grade do to the fact that the stormwater drainage design will utilize existing conditions for the infiltration areas Water discharged through the grass to the substratum very rapidly As well as could be n LJ SKlLLlNGS-CONNOLL Y, INC. Consulting Engineers Yelm Veterinary Clinic Expasion Storm Drainage Analysis & Report n U fI I U n determined, the sandy soil has a subsurface percolation rate in excess of 20 in I hr A conservative rate of 15 in I hr will be used for design to include a factor of safety for possible siltation of the pond bottom over time LJ fI LJ n LJ SECTION 4 WELL AND SEPTIC SYSTEM The site will be served by City of Yelm STEP system. The holding tank is maintained by the city and is pumped on a regular basis. There are no known wells or septic systems within 1 DO' of either of the proposed percolation areas rj LJ SECTION 5 FUEL TANKS There are no known underground storage tanks in the immediate area, n u n SECTION 6 SUB-BASIN DESCRIPTION Local topography and the surrounding roadways preclude any off-site contributions of runoff The on-site area can be broken into two sub-basins for treatment and for retention The South Basin will have the majority of paved surfaces The stormwater from these surfaces will sheet flow southwesterly over a vegetated filter strip to the retention basin in the southwest corner Approximately 0 34 acres of the paved parking area drains directly to the west through a filter strip then to the basin The vegetated areas are very porous and do not shed runoff LJ n u n u The North Basin will be treating and infiltrating runoff from < 1 acres and the roof runoff via directed overland flow rj u The biofiltration strips are sized per the DOE Manual based on contributing impervious area. The facilities were then checked hydraulically for compliance n n During the 2-yr, 24-hr design event the level of the water is expected to be less than 4" in the south basin If the volume should exceed the design event the level pool would be contained on-site in the grass area which is l' lower than the parking area pavement. u LJ 1'1 I U Because of the high permeability of the site soils, it is anticipated that there will be no post- development runoff The site is approximately one half mile upstream of Thompson Creek. LJ SECTION 7 ANAL YSIS OF THE 100- YR FLOOD The site is not subject to flooding during a 100-yr, 24-hr storm event, nor will development of the site contribute to flooding on downstream property !I , 1'1 LJ SECTION 8 AESTHETIC CONSIDERATIONS FOR FACILITIES The ponds will feature gentle side slopes at 5 horizontal to 1 vertical maximum and will take the shape of the existing lawn area. The pond areas will be replanted after construction as needed They will be constructed so that during the summer months the gentle slopes will facilitate use of the area as open space ill J n U n J SKlLLlNGS-CONNOLL Y, INC. LJ SECTION 9 FACILITY SIZING AND DOWNSTREAM ANAL YSIS The basin was sized and analyzed on water works software using the Santa Barbara unit hydrograph method for a 2-yr, 24-hr Thurston County storm event. As previously described, conservative infiltration rates were used for the design calculations Please see the calculations in Appendix B section of this report. n l.J n LJ A downstream analysis will not be necessary for this site because of the high probability of infiltrating 100% of the 100-yr, 24-hr event. n LJ SECTION 10 COVENANTS, DEDICATIONS, EASEMENTS The storm management facility for this site will remain privately owned and maintained A maintenance agreement should be executed to ensure future maintenance of the facilities n LJ II SECTION 11 Not Applicable PROPERTY OWNERS ARTICLES OF INCORPORA TlON u n n ~ SECTION 12 EROSION CONTROL Erosion control features and a construction sequence are on the construction plans. If properly administered, the erosion control features shown should prove to be sufficient in preventing sedimentation The site is relatively flat, possesses extremely porous soils and will remain vegetated along the perimeters while grading activity occurs I I LJ n u II u n LJ n l.J n I LJ '1 , U n J n i U n J SKlLUNGS-CONNOLL Y, INC.
