In response to the concerns as stated m your letter the followmg YMC and staff reVIew IS as follows
Concern. Property devaluatIOn due to hazards (real and perceIved) assocIated wIth such facilIty
YMC/Staff reVIew' The sIte IS zoned Industnal, Chapter 17 40 Gas and petroleum processmg or
dIstributIon IS an outnght allowed use m the Industnal DIstnct. The project applIcatIOn was sent to
the Washmgton State Department of Ecology, the Washmgton State UtilItIes and TransportatIOn
CommIssIon, OlympIc AIr PollutIOn Control Authonty, Fire DIstnct #2 and Thurston County

to use the warehouse or construct any new buildmgs as part of It' s operatIOn. Therefore no codes
or regulatIOns are applIcable to the warehouse
The area deSIgnated for the two 30,000 gallons tank IS approxImately 2,500 sq ft.

referenced project has been routed to this agency for review.
The enclosed billing reflects the application fee for this
Department. This fee is separate from any fees you have
paid to the city. Payment of this application fee will pay
for the number of base hours as per the highlighted
information on the attached fee schedule. Staff time beyond
this amount will be billed at a rate of $70.00 per hour (the
hourly rate is dependent on the fee schedule at time of review).
The application fees must be paid before comments will be sent
to the city. Any additional billings must be paid before an
approval will be sent to the city or before final approval will

Re Site Plan Approval-8185, Cenex LP Facility
Dear Mr Scheetz.
The City of Yelm has completed Its review of the above referenced project. Site plan
approval has been granted based upon the following findings of fact.
Please note: All final civil and construction drawings must be submitted to the
Public Works Department for approval. Building permits are not issued until civil
and construction drawings are approved and conditions of approval have been
satisfied. Occupancy can be obtained upon the City's final inspection and approval
of all improvements and the satisfactory completion of all, conditions of approval
state hereafter.
1 Transportation
Finding: Yelm is a small compact community most directly affected by two state highways
which bisect the community The two state highways are used by local residents for
transportation throughout the city and for access to commercial and residential areas
throughout the community In lieu of Widening existing streets, the City has elect to create
certain alternatives, Y-1, Y-2, Y-3 which Will avoid the need to Significantly widen existing
streets, and particularly Yelm Avenue New developments do in fact burden the city's
central streets, and unless the bypass alternatives are accomplished, the City would have
to require developers to pay the cost of the Internal street Widening The city plans show
and the City finds that adequate facilities will be accomplished better and In a timely
fashion by bypass faCIlities as a substitute for the Widening of existing facilities As a
result, the City finds that the regional plans In fact benefit projects in all areas on the City
and Will accomplish the goal of proViding adequate faCilities to City standards within a

reasonable time to serve the demands c~eated by the proposed project.
Condition of Approval
The applicant shall mitigate traffic impacts to the transportation system Mitigation
Includes payment of the Transportation Facility Charge (TFC) of $750 00 per pm
peak hour trips generated by the project. The project IS estimated to create one
additional pm peak hour tnp to the City Transportation System The total TFC for
the project is $750 00 The TFC is payable at building permit issuance
The City is pursing a Federal Grant for a planned improvement to Rhoton and NP Roads
The federal grant does require local match which is usually obtained in part by
contributions from property owners who benefit directly from the improvement such as your
property If, at a later date, the applicant participates in the match program, their total
match amount will be credited by the $750 00 TFC
2 Water Supply
Finding The City's Water Comprehensive Plan Identifies a portion of the City area for
service The City is pursuing additional land areas for approval and the extension of
facilities Completion of such activities IS dependent on grant and developer funding, as
well as planned bonding and eXisting public funds The status of such plans and funding
sources must be considered in any review of concurrency Developer extensions and or
dedications, latecomer agreements, overslzing agreements, and the creation of local
Improvement districts may all be considered In the event of a new funding source,
however, concurrency is not found until the funding source is in fact in pace - e g award
of a grant, a binding letter commitment for third parting funding, or the successful formation
of a local improvement district. Any necessary water rights are considered, only after
approved for munIcipal use by the Washington State Department of Ecology, or
appropriate appeals board, and the time for appeal or challenge has expired
Condition of Approval
The applicant IS required to prOVide additional fire flow on site A minimum of one
on-site fire hydrant is required Please contact Ken Garmann, Public Works
Director, to discuss location of the fire hydrant and infrastructure required Civil
drawings must be submitted to the Public Works Department for review and
approval

3 Parkinq and Access
Finding: Yelm Development Guidelines, 4G 110, requires access and parking areas to be
surfaced with asphalt, concrete or similar pavements and shall be graded and drained as
to properly dispose of all surface water Gravel surfaces are not acceptable or approved
surface material
Condition of Approval ,.
All internal access/dnveways and loading areas must be paved per City
Development Standards Civil drawings must be submitted to the Public Works
Department for review and approval
4 Landscapinq
Finding YMC Chapter 17 80, Landscaping Requirements, is intended to establish
minimum requirements and standards for landscaping and screening where needed to
promote safety, to provide screening between incompatible land uses, to safeguard pnvacy
and to protect the aesthetic assets of the city
While the applicant IS not required to provide additional landscaping based on the
purposed use, aesthetic Impacts to nearby residential uses have been voiced by property
owners in the area.
Condition of Approval
None, the applicant IS in compliance with YMC Chapter 17 80 However, the City
staff recommends the applicant plant fast growing evergreens along the southeast
fence line of the storage tanks Planting of evergreens along the fence line IS at the
applicants discretion
5 Thurston County Environmental Health
Finding: Thurston County Environmental Health Department acts as the reviewing agency
for the City of Yelm on all projects which may be subject to environmental health
regulations
Conditions of Approval
a. All fees assessed by the Thurston County EnVIronmental Health Department
shall be paid in full prior to issuance of any permits by the City of Yelm
b All requirements and/or permits reqUired by the Thurston County
Environmental Health Department shall be sattsfied, prior to the City's final
inspection of the project.
6 Uniform BUlldinq Code
Finding' The Uniform Building Code provides minimum distances between propane tanks
and buildings and/or adjacent properties
