However, I do not concur WIth your statement on pages one and two on the Transportation sectIOn. Speclfic<,llly Conclusion and Conditions of Approval. You state that the building of this home will result in 1.01 new p.m. peak hour trips to the Yelm transportation system and result in a $757.50 fee. 1 The female portIOn of thIS home bUIldmg team has worked m the Yelm area for the last mne years. Smce they WIsh to locate m Yelm, her transportatIOn no longer counts as she wIll now not be affected by Y -1, Y -2, and Y -3 bypasses. (The home to be bUIlt IS m the center of that mess a~d they will not affect her one way or another m gettmg to and from work.) 2. She WIll now be wIthm bIcycle range of her work or If she dnves, It IS on a back road. 3 She WIll now be wIthm walkmg dIstance of her mother, and bIcyclIng dIstance of her mother- m-law Plus she IS now closer to her SIblIngs (except the one m Hawall.) 4 She works five days a week. (See number SIX thereby cuttmg commute to OlympIa.) 5 The male portIOn of thIS home bmldmg team has worked m the McKenna, Alder, Tacoma, and Tumwater areas and destmatIons change contmually He WIll be accessmg Tumwater thIS SIde of Raimer (What! No Y -1, Y -2, Y -3 usage!) 6 He works extended hours four days a week. Pluses - No rush hour traffic through the RaImer/Yelm access and also a httle on the early/late side for a.m./p.m. commute, and one less day of commute m companson to hIS WIfe's five day commute. 7 He also WIll probably bIcycle to hIS mother and dad's place. It IS only 12 blocks. 8. His sIbhngs also lIve wItlun the Yelm area and are not accessed by the 'mam' street. (What! No traffic on Y-1, Y-2, Y-3 eIther) As you can see, by movmg to Yelm, they are usmg the "road" system less. I understand that thIS IS the type of person the councIl IS mterested m havmg m Yelm. One who lIves wItlun the commumty and supports the serVIces offered here, phone, VIdeos, grocenes, fast food, gas, buIlders, cable, newspaper, and banks. Thmk of the energy conservatIOn alone, less emISSIons, less natural resources used, workmg wIthm the commumty I thmk I have adequately {X)lnted out eIght reasons why there should be no transportatIOn assessment fee levied against these upnght cItizens. Also factored m should be reduced tnps to OlympIa for me and hIS parents to touch base wIth these young ones. The home bmldmg couple presently resIde wIthm the Southworth School boundarIes and theIr chIldren would still be wIthm those boundarIes m theIr new home. ThIS has not changed except that the bus nde will be very much shorter It seems to me that we have come up wIth negative fee amounts and that you owe them money rather than that they should be assessed for transportation costs. We were told that when we were annexed mto the CIty, we would not even be aware of any changes from the County to the City - Boy, dId someone ever speak wIth tongue m cheek! We are now $2,000 poorer and the process IS just now about to begin. New developments do m fact burden the CIty'S central streets, and unless the bypass alternatIves are accomplIshed, the CIty would have to reqUIre developers to pay the cost of the mternal street wIdemng. The CIty plans show and the City finds that adequate facIlittes WIll be accomplIshed better and m a timely fashIon by bypass facllIttes as a substttute for the wldemng of eXlstmg faCIlItIes. As a result, the CIty finds that the regIOnal plans m fact benefit proJects m all areas on the City and WIll accomplIsh the goal of provIdmg adequate faCIhtIes to City standards WIthm a reasonable tIme to seIVe the demands created by the proposed proJect. ConclUSIon. The final short plat will create one addItIOnal smgle fmmly lot, resultmg m 1,01 new pm peak hour tnps to the Yelm transportatIOn system. Per the Yelm Development GUIdelInes the current street frontmg the SIte does not meet City standards. ConditIons of Approval. - a. Preliminary short plat approval is granted based upon the following findings of fact. Final Short Approval can be obtained upon satisfactory completion of all conditions of approval stated hereafter Open Space Findinq Yelm Municipal Code (YMC) 16 14 040(B)(C) requires all single family residential developments dedicate a minimum of five percent (5%) of the gross area of the proposed development for open space or pay a fee in lieu of open space dedication as provided in YMC 16 14 060 The park fee-in-Iieu provision of the City Code provides for the acquisition, development, and operation of the City's park system consistent with the requirements of the comprehensive plan to assure the community as a whole that adequate park facilities will in fact be present in a timely fashion, consistent with City standards Conclusion City staff has determined that the dedication of open space at this time does not meet the intent of Ordinance 516 and is not in the best interest of the City The site's future potential for urban development at densities of four units per acre is significant. Therefore, dedication of open space shall occur at such any time further developed of lots one (1) and/or two (2) beyond one single family residence per lot. Conditions of Approva.1 a The applicant shall note on the face of the plat: Further development of lot one or two shall require the dedication of open space, per current open space standards Transportation Findinq Yelm is a small compact community most directly affected by two state highways which bisect the community The two state highways are used by local residents for transportation throughout the city and for access to commercial and residential areas throughout the community In lieu of widening existing streets, the City has elect to create certain alternatives, Y-1, Y-2, Y-3 which will avoid the need to significantly widen existing streets, and particularly Yelm Avenue New developments do in fact burden the city's central streets, and unless the @ R~cvcl('d paper bypass alternatives are accomplished, the City would have to require developers to pay the cost of the internal street widening The city plans show and the City finds that adequate facilities will be accomplished better and in a timely fashion by bypass facilities as a substitute for the widening of existing facilities As a result, the City finds that the regional plans in fact benefit projects in all areas on the City and will accomplish the goal of providing adequate facilities to City standards within a reasonable time to serve the demands created by the proposed project. Conclusion The final short plat will create one additional single family lot, resulting in 1 01 new pm peak hour trips to the Yelm transportation system Per the Yelm Development Guidelines the current street fronting the site does not meet City standards Conditions of Approval a. The applicant shall mitigate traffic impacts to the transportation System Mitigation includes payment of the Transportation Facility Charge (TFC) for 1 01 new pm peak hour trips generated per new unit.
