Environmental Review .---------. l~ ""/ .,. ...-"" \i ...,--' ~._'_." STATE OF WASHINGTON PO. Box 47775 CIl Olympia, Washington 98504-7775 0 August 11, 1997 Ms. Shelly Badger, CIty AdmIlllstrator CIty ofYelm PO Box 479 Yelm, W A 98597 Dear Ms. Badger' Thank you for the OppOrtUlllty to comment on the mItigated determInatIOn of nonslglllficance for the dIvIsIOn on 01 acres mto twelve resIdential lots (SEP A No 8196), located on the east sIde of Mill Road Just south of 104th Avenue East as proposed by John Hudd1eston/Nelghborhood Development Group We revIewed the envIronmental checklist and have the followmg comments ErosIOn control measures must be 10 place pnor to any cleanng, gradIng, or constructIOn. These control measures must be effective to prevent soil from bemg carned into surface water by stormwater runoff. Sand, SIlt, and sOIl wIll damage aquatic habItat and are conSIdered pollutants. Any dIscharge of sediment-laden runoff or other pollutants to waters of the state IS 10 vIOlatIOn of Chapter 9048, Water PollutIOn Control, and WAC 173-201A, Water Quality Standards for Surface Waters of the State ofWashmgton, and IS subject to enforcement actIOn. Proper dIsposal of constructIOn debns must be on land 10 such a manner that debns cannot enter the natural stormwater dram age system or cause 'Wat~r qualIty degradatIOn of state waters. Proper eroSIOn and sedIment control practIces must be used on the constructIOn SIte and adjacent areas to prevent upland sedIments from entering the natural stormwater dramage system. All areas dIsturbed or newly created by constructIOn activIties must be revegetated, use bIOengineering techlllques, use clean durable nprap, or some other eqUIvalent type of protectIOn agaInst erosion when other measures are not practical After completIOn of thIs proJect, there IS a likelihood that stormwater runoff wIll contam mcreased levels of grease, OIls, sedIment, and other debns It IS recommended that stormwater treatment deVIces be Installed so that any discharge will be appropnately treated to remove these substances RoutIne mspectIOn and mamtenance of all sedIment and eroSIOn control deVIces IS recommended both durmg and after development of the SIte A sedImentatIon and erOSIOn control plan for the project SIte may be reqUIred and must be developed by a licensed engmeer The plan must be implemented before and dunng constructIon The SIte must be carefully mOllltored to determIne effectIveness of the plan The plan must be upgraded as necessary dunng the constructIOn penod. Dunng constructIOn, all releases of oils, hydraulic flUIds, fuels, other petroleum products, paints, solvents, and other deletenous matenals must be contamed and removed In a manner that WIll prevent theIr dIscharge to waters and SOlIs of the state The cleanup of spIlls should take precedence over other work on the SIte For All Proposed Sewered Developments. Engmeering reports, plans and specificatIOns must be submItted to the Department of Ecology for approval. Reports must meet the reqUIrements of Chapter 173-240 Washmgton AdmmlstratIve Code (WAC) Wntten approval from Ecology IS reqUIred before begmnIng constructIOn ...,... @ Ms. Shelly Badger August 11, 1997 Page 2 Plans and specIfications for sewer lIne extensIon shall mclude, as a separate report, an analysIs of the eXlstmg collectIOn and treatment system's ability to transport and treat addItional flow and loading. If all of the followmg condItions are met, engmeenng reports, plans and specIficatIOns for sewer l1ne extenSIOns, mcludmg pump statIOns, need not be submItted to Ecology for approval. * The local government entity provldmg sewer service has already receIved Ecology approval of a general sewer plan. * The local government entity provldmg sewer servIce has already receIved Ecology approval of standard design cntena. * The local government entity has submItted to Ecology a wntten descriptIon of the project and a wntten statement that It conforms WIth the approved general sewer plan. * The proposed sewers and pump statIOns do not mvolve the mstallation of overflows or bypasses * The proposed sewers, pump or lift statIons do not dIscharge to an overloaded treatment, collection or dIsposal facIl1ty For All Developments Proposed in the Puyallup RIver Basm. There is a total maXImum daIly load (TMDL) established for biochemIcal oxygen demand (BOD) and ammoma in the Puyallup RIver Basm. All dischargers to the nver have established waste load allocatIOns for BOD and Ammollla. Any addltIOnalloadmg to the nver IS subJect to avaIlable capaCIty The TMDL prohibIts any additIOnalloadmg from this development to the nver unless speCIfically allocated.
