Erosion control measures must be in place prior to any clearing, grading, or constructIOn. These control measures m~lst be effective to 'prevent soil from being carried into surface water by stonnwater mnoff. Sand, s11t, and soil w1l1 damage aquatic hab1tat and are considered pollutants. Any discharge of sediment. laden runoff or other pollutants to waters of tho state is in violation of Chapter 90 48, Water Pollution Control, and WAC 173-201A. Water Quality Standards for Surfhce Waters of the State of Washington, and is subject to enforcement action. Proper disposal of constn~ction debris must be on land in such a manner that debns cannot enter the natural stormwOltor drainngo system or cause water quality degradation of state waters. Proper erosion and sediment control practices must be used on the construction site and adjacent areas to prevent upland sediments from entering the natural stormwater drainage system. All areas disturbed or newly created by constmction actIvities must be revcgetated, uso bioengineering techniquos, use clean durable nprap, or some other equivalent type of protection against erOSlOn when other measures are not practical. After completion of this project, there is a likelihood that stonnwater nmoff wIll contain Increased levels of grease. oils, sediment, and other debris. Th~ purpose of this checklist is to provide information to help identify impacts from your proposal, to reduce or avoid impacts from the proposal if it can be done,."and to help the City decide whether an EIS is required. An environmental impact statement (EIS) must be prepared for any proposal with probable significant adverse impacts on environmental quality.
