The site IS located at 107 Railroad Street SW, Yelm, Washmgton, In Section 19, T ownsrup 17 North,
Range 2 East, W.M. The property was once the McKenzie Street extension, vacated by the City of
Yelm under Ordinance No 464 The proponent seeks a commercial buildIng and grading permtt to
construct a 2,400 S.F (0055 AC) buildmg with 3,525 S.F (0081 AC) of new asphalt for parkmg and
loadIng areas. A new 8' Wide asphalt path will proVIde access between the new building and the three
adJacent eXlstmg buildmgs. Stormwater facilities for the proJect mclude roof drams, a blOfiltratlon swale
and an mfiltratIon pond. The parkmg lot will be graded to dram to the dramage swale for treatment,
while the roof drams will discharge directly to the pond. Onslte, 4,975 S.F of rrnpefVlOUS and 1,145
S.F of pervious surfaces contribute to the pond. In additIon to the new development, conSiderable
runoff from off site flows across the site. From off site dramage, 5,350 S.F oflmpefVlous surfaces and
18,455 S.F ofpefVlous surfaces contribute to the pond. The resultmg total contributmg area to the
pond IS 29,925 S.F With 10,325 S.F (34%) of Impervious surfaces.

The site IS currently an undeveloped gravel lot used for occasional parkmg and access to the rear of the
eXlstmg nelghbonng buildings. The site drams partially to the northwest to Railroad Street, and partially
to the southeast to an eXlstmg dramage ditch.

Northeast of the site are three commercial buildings and an undeveloped grassed lot. To the west Side,
there IS an eXlstmg house With a grassed lawn. Off site runoff sheet flows to the site from the northeast
and from the west, then flows south to an eXlstmg dramage ditch. Approxunately half of the three
buildings' roof areas and the grassed lot contribute to the new pond. From the west Side,
approXimately half of the eXlstmg house and the east Side of the yard dram to the pond.

buildings to the northeast and the house to the west. New ImpefVlous areas mclude the new 8' Wide

There IS an eXlstmg dralllage ditch to the south runrung beSide the railroad tracks. Currently, runoff
from both onslte and off site sheet flows to the ditch and flows away to the southwest. A local low
pomt for the dralllage ditch IS approXimately 100' south of the proposed pond locatIon where
mfiltratIon likely occurs as there are no signs of standing water, presumably due to the htgh
permeability of the soils.

produces acceptable flow depth and velocity The Department of Ecology, Stormwater
Management Manual for the Puget Sound BaSIn recommends that swale velocities do not
exceed 1 5 fps. Also, the flow depth should not exceed the height of the vegetatIon. In tms case

AN ORDINANCE VACATING RIGHT OF WAY BETWEEN BLOCK 16 1/2
AND 17 OF SOLBERGS FIRST ADDITION TO YELM AND
TRANSFERRING TITLE TO SUCH PROPERTY ACCORDINGLY
WHEREAS, a petition has been filed bearing the signatures of
the owners of more than two-thirds of the property abutting on the
street right-of-way described below;
WHEREAS, the Yelm City Council has held a dUly-noticed public
hearing regarding such request;
WHEREAS, the Yelm Planning Commission has recommended and the
Council finds that such vacation would be in the public interest
and therefore the request should be granted;
WHEREAS, the Council has determined that it is in the public
interest to retain an easement for public and private utilities
along and over such alley.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF YELM DOES
ORDAIN AS FOLLOWS:
Section 1.
That portion of vacated McKenzie Street right-of-way
lying between Block 16 1/2 and Block 17 of Solberg's
First Addition to Yelm, as recorded in Volume 9 of Plats,
page 31, County of Thurston, State of washington, is
hereby vacated.
Section 2. That title to said right-of-way shall vest in the
owners as of this date.
Section 3 That a copy of this Ordinance shall be recorded by
the City Clerk with the Auditor of Thurston County.
Section 4. This Ordinance shall be effective on May 11, 1993
being a date not less than five days following publication.
