Thank you for your Recommendation of Approval with Requirements dated June 10, 1998 Pursuant to our
discussion, I am responding to demonstrate compliance with the Requirements of Approval. I am taking Lori
Hoover's role in this project, so please direct any future correspondence and questions to my attention.
. Item No 1 requires that we obtain a Food Service Permit. We have obtained this permit and
an operating license will be acquired through the construction and inspection process
. Item No 2 requires compliance with our Hazardous Waste Spill and Prevention Plan on fIle
with your office These issues will be complied with during the construction and operation of
the facility
. Item No 3 requires the existing on-site welles) to be abandoned in accordance with the
Washington State Department of Ecology standards. Enclosed are water well reports for two
wells, with cover letters, showing compliance with this requirement.

The City has completed its review of the two signal modification bids submitted and has
determined the net Transportation Facility Charge (TFC) for the ARCO AM/PM project. The City
has calculated the signal modification credit to be $30,750 00 which is based on the low bid of
$28,750 00 submitted by your firm and the City's Engineer estimate of $2,000 00 for additional
construction elements required by WSDOT Also the ARCO AM/PM is eligible for an economic
benefit credit of $1 ,189 00
The net TFC due at the time of building permit issuance is $31,061 00
TFC assessed at time of Site Plan approval $63,00000
(84 new'pm peak trips @ $750 00 per trip)
Credit for Economic Benefit to the Community -1,189 00

I have enclosed a table showing Projected Annual Gross Revenues for the above-referenced facility for a
perIod of six years The numbers were prepared by an accountant for corporate ARCO to approve The
figures for Year 1 are based on a combmatIon of corporate ARCO data of 200,000 gallons of gas sales and
$45,000 m grocery sales, taking traffic counts for this site into consideration. The projections for Year 2
reflect a 7 percent growth rate, and each year thereafter, the figure was Increased by 5 percent.
The total TFC credIt allowed based on the CIty's formula is $487 05 Please reVIew this information and
decide administratively if a larger TFC credit could be allowed. If so, the set formula would need to be

The'City is in the process of reviewing the land use ~pplication for the above project. The Public
Works Department and Thurston County Environmental Health Department have concluded that
the proposed temporary on-site sewage system can not meet state, and local regulations for on-
site ,~ystems. Therefore, the project will need to conn~ct to the City STEP System Capacity is
available for this project.
The Public Works Department requires a preliminary utility plan to complete their review The
utility plan shall contain the location of the current water and sewer systems, necessary

I have reviewed the Traffic Impact Analysis (TIA) for the proposed Yelm ARCO AM/PM Mini
Mart prepared by The TRANSPO GROUP, dated October 16, 1997 In general, the TIA Qoes a
good job in evaluating the site impacts and driveway access operations on the adjacent
roadways The traffic study was prepared in accordance with the City's TIA g\-lidelines
The proposed 'mitigation measures identified in the TIA on page 21 are acceptable except for the
revisions and additions described below
1 Implement the site access configuration described as scenario 4 in the traffic study
This will include the following design elements
. A single driveway approach, on Yelm Avenue to be located at the east property line
A minimum driveway width of 36 feet to accommodate a right-in, hght-out; and left-in
access Left-turn maneuvers exiting onto Yelm Avenue will not be allowed
Construct a raised traffic island to prohibit left-turn exits Supplement the island with
"No left-tun" signs and pavement markings
. A single driveway approach on Bald Hills Road to be located at the east property
line A minimum driveway width of 36 feet to accommodate a right-in, right-out and
left-out access Left-turn maneuvers entering the site from Bald Hills Road will not
be allowed Construct a raised traffic island to prohibit left-turn entries Supplement
the island with pavement markings to delineate the driveway approach

the preliminary site plan and in accordance with the Development Guidelines
. Extend the Yelm Avenue/Bald Hills-Road westbound left-turn lane easterly to
provide a two,-way center left-turn lane for site access The left-turn lane will be
designed in accordance with WSDOT standards and must receive approval from the
WSDOT Olympic Region The cost to extend the left-turn lane including utility
relocations, engineering costs, WSDOT permit fees and necessary right-of-way will
be the responsibility of the project proponent.
. Install a new traffic signal pole located in the southeast corner of the Yelm
Avenue/Bald Hills Road intersection to coincide with the site frontage improvements
The cost of the signal modifications will be credited toward the project's Traffic

be enlarged and designed to accommodate a WB-40 design vehicl~ for right-turn -
maneuvers onto Yelm Avenue The extent of the new channelization will be based
on an analysis of the existing intersection configuration The proposed
channelization will be designed by the project proponent and approved by the City
and WSDOT
4 In compliance with the City of Yelm TFC ordinance, the project proponent must
contribute $750 per new PM peak hour trip Based on the net new 84 trips associated
with the project,- the proponent will be responsible for a TFC of $63,000 The only

eligible credit that can be applied towards the TFC i~ the cost of the traffic signal
revisions described above All costs associated with the Yelm Avenue left-turn
extension are not eligible for a credit.

and design standards ar~ satisfied It is recommended that this preliminary design plan be
prepared and submitted to the City for approval prior to final site plan approval for the project.
This will ensure that the' proposed site plan can be constructed to mitigate the traffic impacts and
all intersection improvements will meet the applicable WSDOT and City design standards
Also enclosed is a red-line of the site plan showing the conceptual channelization for Bald Hills
Road This is intenped to assi?t the project proponent in preparing the preliminary
channelization plan as described above
This concludes our review of the TIA and recommendations for traffic access and roadway
improvements to accommodate the increase in site traffic associated with this proposal If you

In response to my recent review of the City of Yelm's Concurrency Ordinance No 580, I am respectfully
requesting confirmation and clarification regarding the following matters.
This project's facility charge associated with traffic impacts is currently $63,000 (84 new trips generated)
According to the City of Yelm's Concurrency Ordinance No 580, Section 3, "Determination and Payment
of the Transportation Facility Charge," there are potentially two areas of credit opportunity f9J-' this project.

The first area allows credit where an existing facility is removed and/or replaced and for traffic improvements
that are binding and are likely to be in effect for the life of the prOJect. This particular project will be
demolishing an existing building and replacing it with the proposed ARCO AM/PM. Please confirm that the
ND.- existing use on site deserves a credit allowance, This project will also be providing a permanent and binding
traffic improvement in Yelm Avenue (center left-hand turn lan1,: The cost to construct this improvement is
approximately $20,000 Please confirm that credit will be applied' 0 the project's facil~ charge based on the .

The second area allows credit for prqjects creating a significant economic benefit to the community. which

has an average weekly daily trip generation of 782 trips. Please confirm the exact scope of work necessary
to determine percentage assignment for this project.
fAt a minimum, the applicant would like to formally request that this project be granted a waiver for timing
of payment that is usually reserved for projects generating 100 plus peak hour trips per day The applicant
nU proposes the facility charge to be payable as discussed under Section 3(e)(iii) (50 percent at time of permit
issuance, with 24 months for the remairung balance to be paid)

The City has a Transportation Facility Charge (TFC) of $75000 per pm
peak trip The Ordinance provides a default table that the applicant can
use to determine new pm trips generated To determine the projects
impact and fee use the following formula for each use proposed
New Trip Rate x number of pumps x $750 00 = TFC
The TFC is payable at issuance of a building permit.
If the applicant feels the proposed use would not generate the default
number of trips as designated in the TFC Ordinance an analysis prepared
by a Washington State Licensed Engineer can be submitted to the City
for review and consideration
SEPA.
Environmental checklist is required A modified Traffic Impact Analysis
(TIA) is required per the Yelm Comprehensive Transportation Plan. The
TIA is an element of the environmental review and must be submitted with
the environmental checklist.

Site Plan Review, Chapter 17 84, with environmental checklist is
an administrative process Minimum application requirements are
located in Section 17 84 060 A project of this size can expect
completed review in approximately 10- 12 weeks Land use
approval typically contains conditions of approval that the applicant
must complete prior to receiving a building permit.
Following land use approval the applicant IS required to submit Civil
construction drawings to the Public Works Department for review
and approval and satisfy all conditions of approval Upon civil

We have conducted a distribution analysis for the proposed Arco AM/PM convenience store in
the City of Yelm, The project site is located southeast of the Yelm Avenue/Creek StreeUBald Hill
Road (Five Corners) intersection. The project site has frontage on Yelm Avenue and Bald Hill
Road, and, presumably, will offer at least limited vehicle access to both roadways.

To estimate the distribution of traffic to and from the project, we used the Thurston Regional
Planning Council (TRPC) transportation model, We ran a "select zone analysis" model
simulation of transportation analysis zone (T AZ) 399 We have provided a printout of th~ model
results with this memorandum. The results of the model simulation were adjusted slightly to
reflect existing travel patterns on the area roadways. The adjusted distribution percentages are
shown on the attached Figure 1
