collectors and requires the project proponent to improve both roads from centerline
Improvements would consist of core road improvements from centerline, planter strip
and sidewalk,
Consistent with City of Yelm Ordinance 580, Concurrency Ordinance, a Congregate
Care/Assisting Living Facilities generates 017 new peak hour trips per unit and a day
care facilities generates 11 67 new peak hour trips per every 1,000 square feet. As
proposed the development would generate 20 new pm peak hour trips by the
assisted living facility and 19 new pm peak hour trips by the daycare for a total of 39
new pm peak hour trips
9 ParkinQ Requirements for the site require one parking stall for each two beds, plus
one per employee based on the greatest number of care employees on a single shift
and one parking stall for every 300 square feet of daycare space The project
proposes 118 beds with the daytime shift as the largest with twenty employees and
a 1632 square foot daycare The total parking requirement for the site is 84 parking
stalls ADA stalls will be provided within the required stalls and meet the
requirements of the American Disabilities Act.
The facility will have two vans to provide for resident transportation Chapter
17 72 090, Incentives for reducing the number of parking stalls, allows for a 25%
reduction in parking stall requirements when a private vanpool operation is provided
by the development. A 25% reduction would require the project to provide 63 parking
stalls
As required under Chapter 17 72 060 a loading area is proposed
10 Wastewater The project will be served with existing capacity at the Sewer
Treatment Plant. There is a 4" collector force main located on Burnett Road which
is subject to a latecomers fee of $6236 76
Currently there are no lines along Mt. View Road
11 Water Supply The project will be served with City water There is a 10' water line
located along Burnett Road which is subject to a latecomers fee of $4,32558
Currently there are no lines along Mt. View Road
12 DrainaQe/Storm water The City adopted the DOE Storm Water Manual as the City
standards for storm water treatment and control A Preliminary Drainage Report and
Design for the project was prepared in compliance with City Standards
The preliminary report indicates the use of grasscrete for the employee parking area
and fire lane Grasscrete is an alternative to paving which is allowed under the City
stormwater standards
A final report and design is required with civil plans
13 Utilities The site is served by Puget Sound Energy (electric and gas) and Yelm

16 Landscaping and VeQetation Plan As required by Chapter 1780, the applicant
included a conceptual landscape plan with the land use application
In general the conceptual landscape plan addresses the basic landscape
requirements Section 17 80 050B, requires a Type I landscaping buffer to
significantly separate conflicting uses and land use districts The adjacent property
to the south is zoned commercial (C-1) and the proposed use (type and size) in the
moderate density residential district is a significantly conflicting use Therefore, the
applicant shall be required to provide a fifteen foot buffer along the southern and
northern property lines to provide a very dense sight barrier and physical buffer
between uses
Chapter 14 16, Protection of Trees and Vegetation, requires an applicant to submit
a plan that includes the location of all existing vegetation and natural features and
whether they are to be preserved The applicant has provided this information No
existing vegetation is proposed to be incorporated into the final site design
A final landscape and irrigation plan is required prior to construction to ensure
compliance with the code
17 Environmental Review After review of the environmental checklist, a Mitigated
Determination of NonSignificance (MDNS) was issued on January 30 1998
Provided the applicant meets the applicable development standards of the Yelm
Municipal Code and complies with the recommended conditions of approval the
proposal is not likely to have a significant adverse environmental impact.
APPLICABLE STANDARDS AND POLICIES
Comprehensive
Plan
The Comprehensive Plan designation for the site is Moderate Density
Residential
Yelm Municipal
Code
Title 17, Zoning - Moderate Density Residential District (R-6), Chapter 17 15,
and Special Uses, Chapter 17 66, Yelm Development Guidelines and Title 14,
Environment.
A. PROPOSAL. The applicant has applied for Special Use approval to develop the site as a
two-story, 118 unit residential care facility and a 1,600 square foot daycare The medical offices
shown on the site plan are proposed for the use of doctors and nurses providing services to
residents only Approximately 5 acres of the site will house the structures and associated facilities
(parking, stormwater, etc,) and 5 acres will be developed as a horticultural area with pathways The
project will be constructed in three phases
B. PLANNING COMMISSION ACTION: The Planning Commission held a public hearing and
considered the application on February 17, 1998 Upon consideration of the findings as presented

at the Public Hearing and the public comment received, the Planning Commission, in a seven to one
vote recommends the Special Use Permit be approved by the City Council with the following
conditions
1 The applicant shall provide the City with daily consumption calculations to determine the
number of Equivalent Residential Unit's required to serve the facility with City water and
sewer
2 The applicant shall connect to the City water and wastewater systems All improvements
necessary for the connection are the responsibility of the applicant.
3 The applicant shall pay a water line latecomers fee of $4325 50 The latecomers fee is
payable at time of building permit issuance
4 The applicant shall pay a sewer line latecomers fee of $6236 76 The latecomers fee is
payable at time of building permit issuance
5 Civil plans shall include the location of all on-site wells and any wells within 100' of all
property lines
6 The applicant shall submit a final utility plan for approval by the Public Works Department.
7 The applicant shall mitigate traffic impacts to the transportation system Mitigation includes
payment of the Transportation Facility Charge (TFC) for 39 pm peak hour trips generated by
the project. The total TFC is $29,250 00 and payable at building permit issuance Because
the project is proposed to be built in three phases the TFC can be paid proportionate to the
building permit being issued for each phase
8 The applicant shall be responsible for all improvements to Mt. View Road as required by the
Yelm Development Guidelines Improvements shall include core road improvements, planter
strip, sidewalk, street lighting and landscaping as required for a Neighborhood Collector
Street The applicant may enter into an agreement with the City for the deferral of
improvements
9 The applicant shall construct all improvements to Burnett Road as required by the Yelm
Development Guidelines, Improvements shall include core road improvements, planter strip,
sidewalk, street lighting and landscaping as required for a Neighborhood Collector Street.
10 The applicant shall submit a final storm water report and design for approval by the Public
Works Department.
11 The applicant shall provide fire protection to the buildings as required per the Uniform Fire
Code Minimum hydrant coverage to the structures is a 150' radius The applicant shall
submit a plan for approval by the Public Works Department.
12 A final landscaping and irrigation plan shall be submitted to the Planning Department for
approval The final landscape plan shall be In compliance with Chapter 17 80 and provide
all required buffering No construction shall occur on site until such plan is approved by the
City

13 The refuse area shall be screened and landscaped per Yelm Municipal Code
14 The applicant shall provide a minimum of 63 parking stalls
C. COUNCIL ACTION. The City Council may' approve the project as forwarded by the

Consistent with City of Yelm Ordinance 580, Concurrency Ordinance, a Congregate
Care/Assisting Living Facilities generates 017 new peak hour trips per unit and a day
care facilities generates 11 67 new peak hour trips per every 1,000 square feet. As
proposed the development would generate 20 new pm p$ak hour trips by the
assisted living facility and 19 new pm peak hour trips by the daycare for a total of 39
new pm peak hour trips
9 ParkinQ. Requirements for the site require one parking stall for each two beds, plus
one per employee based on the greatest number of care employees on a single shift
and one parking stall for every 300 square feet of daycare space The project
proposes 118 beds with the daytime shift as the largest with twenty employees and
a 1632 square foot daycare The total parking requirement for the site is 84 parking
stalls ADA stalls will be provided within the required stalls and meet the
requirements of the American Disabilities Act.
The facility will have two vans to provide for resident transportation Chapter
17 72.090, Incentives for reducing the number of parking stalls, allows for a 25%
reduction in parking stall requirements when a private van pool operation is provided
by the development. A 25% reduction would require the project to provide 63 parking
stalls
As required under Chapter 17 72 060 a loading area is proposed
10 Wastewater The project will be served with existing capacity at the Sewer
Treatment Plant. There is a 4" collector force main located on Burnett Road which
is subject to a latecomers fee of $6236 76
Currently there are no lines along Mt. View Road
11 Water Supplv The project will be served with City water There is a 10' water line
located along Burnett Road which is subject to a latecomers fee of $4,325 58
Currently there are no Jines along Mt. View Road
12 DrainaQe/Storm water The City adopted the DOE Storm Water Manual as the City

significantly separate conflicting uses and land use districts The adjacent property
to the south is zoned commercial (c-1) and the proposed use (type and size) in the
moderate density residential district is a significantly conflicting use Therefore, the
applicant shall be required to provide a fifteen foot buffer along the southern and
northern property lines to provide a very dense sight barrier and physical buffer
between uses
Chapter 14 16, Protection of Trees and Vegetation, requires an applicant to submit
a plan that includes the location of all existing vegetation and natural features and
whether they are to be preserved. The applicant has provided this information No
exisitng vegetation is proposed to be incorporated into the final site design
A final landscape and irrigation plan is required prior to construction to ensure
compliance with the code
17 Environmental Review After review of the environmental checklist, a Mitigated
Determination of Nonsignificance (MDNS) was issued on January 30 1998
Provided the applicant meets the applicable development standards of the Yelm
Municipal Code and complies with the recommended conditions of approval the
proposal is not likely to have a significant adverse environmental impact.
D. STAFF RECOMMENDATION
Staff recommends that Canyon Ranch of Washington, CUP-988206- YL, be approved, based on the
findings in Section C, and subject to the conditions in Section D of this report.

Street. The applicant may enter into an agreement with the City for the deferral of
improvements
9 The applicant shall construct all improvements to Burnett Road as required by the Yelm
Development Guidelines. Improvements shall include core road improvements, planter strip,
sidewalk, street lighting and landscaping as required for a Neighborhood Collector Street.
10 The applicant shall submit a final storm water report and design for approval by the Public
Works Department.
11 The applicant shall provide fire protection to the buildings as required per the Uniform Fire
Code Minimum hydrant coverage to the structures is a 150' radius The applicant shall
submit a plan for approval by the Public Works Department.
12 A final landscaping and irrigation plan shall be submitted to the Planning Department for
approval The final landscape plan shall be in compliance with Chapter 17 80 and provide
all required buffering. No construction shall occur on site until such plan is approved by the

the folloWIng comments.
ErosIOn control measures must be In place pnor to any cleanng, gradIng, or constructIOn These control
measures must be effective to prevent sOli from being carned Into surface water by stormwater runoff Sand,
silt, and sOli wIll damage aquatic habitat and are conSidered pollutants,
Any discharge of sediment-laden runoff or other pollutants to waters of the state IS In violatIOn of Chapter 9048,
Water PollutIOn Control, and WAC 173-20IA, Water Quahty Standards for Surface Waters of the State of
Washington, and IS subject to enforcement actIOn,
Proper disposal of construction debns must be on land In such a manner that debns cannot enter the natural
stormwater drainage system or cause water quahty degradation of state waters.
Proper eroSIOn and sediment control practIces must be used on the construction site and adjacent areas to
prevent upland sediments from enterIng the natural stormwater draInage system, All areas disturbed or newly
created by constructIOn activities must be revegetated, use bioengIneenng techmques, use clean durable nprap,
or some other eqUIvalent type of protection against erosion when other measures are not practical.
After completIOn of this project, there is a likelihood that stormwater runoff will contain Increased levels of
grease, OIls, sediment, and other debns, It is recommended that stormwater treatment deVices be Installed so
that any discharge Will be appropnately treated to remove these substances,
RoutIne inspectIOn and maintenance of all sediment and eroSIOn control deVices IS recommended both dunng
and after development of the site
A sedimentatIOn and erosion control plan for the project site may be reqUIred and must be developed by a
hcensed engIneer The plan must be Implemented before and dunng constructIOn. The site must be carefully
monitored to determIne effectiveness of the plan, The plan must be upgraded as necessary dunng the
construction period.
Dunng constructIon, all releases of oils, hydrauhc flUIds, fuels, other petroleum products, paInts, solvents, and
other deleterious matenals must be contaIned and removed In a manner that wIll prevent their discharge to
waters and soIls of the state. The cleanup of spills should take precedence over other work on the site
Coverage under the General BaselIne Stormwater Water Permit IS required for construction sites greater than
five acres.

Ranch of Washington to be located on Burnett road Listed below are
some questions and/or concerns for the District.
1 Where are the hydrants located at for this facility
2 The turning radius for some of the driveways appears to be insufficient
to turn most emergency equipment in and around the facility
3 Near the back of the structure there is a fire lane listed as "Grasscrete
Fire Lane", what type of fire lane is this? How wide is it? Will it support
fire apparatus? Is there enough room at the end of the hammer to turn
an engine around?
4 The area of the dinning room and off of the recreation area are two
unknown type rooms (one side appears to be hexagon shaped) are
their exits out of these rooms?
5 Due to the size of the structure will it be sprinklered?

In regards to the grasscrete.Theyare made of standard flat concrete blocks and
they are set on top of compacted gravel and fill the 2 inch space between concrete
steps with sands, so that water can drain off into the soil. At the same time, they
will give the fire truck support for the fire lane
They were designed by the landscape architect to protect the environment to reduce
the amount of run-off water

Thank you and the city staff for all your hard work in getting this ready for the Planning Council
meeting, To answer your questions,
1 It is a two story The building elevation is coming It will look like an old mansion and be compatible
with the neighborhood.
2, The maximum number of residents is one per unit.
3 The hexagon shaped areas are part of the dining room to make it cozy It is not one big dining room
4, The clinic area is for our on-site nurses to use and we would like to provide offices to visiting doctors to
make house calls instead of having the seniors to have to drive all over town to see doctors Why not
have doctors do old fashioned house calls once a week or once every two weeks? It is not for general
public use, We are trying to make it convenient for our residents as well as reduce traffic and pollution,
5 The day care will not use the dining nook area, It's use is for visiting families to get together The
office space will be used by the daycare teacher
6 I am the owner of the adjacent property It will be part of open space use for walking trails and
gardening in the future It is part of the overall project,
For the construction of the buildings ,we will do this project in three phases
7 I will have SCM Engineering provide you the information on grasscrete,
8 The initial staff is 16 and when it is fully occupied up to 24,depending on the care level of the
residents who will come to live there, The day care will require 2 staff

(14), Road Design Standards, Platting and Subdivision Title (16), and the Shoreline Master Program

The City received a land use application for the. above referenced project on November 26, 1997 The
planning department has reviewed the application and determined it complet~, however the following
information is required before the application, can be distributed for review
1 The site plan must show the locations of all existing and proposed utility structures and lines
2 The site plan must show street frontage improvements
3 A vicinity map showing nearby property and streets (8 1/2" x 11'~)
4 A grading plan for cuts and fills over 100 cubic yards
51n addition to the conceptual layout of the storm water system the City requires a preliminary storm
water report which discusses the project site, theprojeptand the proposed storm water system
Upon receipt of thealJove items, the application will be distributed to begin the revieW process As the
review process progresses the City may require additional information or clarification on
the proposed development.

Thank you for your inquiry regarding sewer availc3bilitY, for George Hom'.s commercial project The City
does have current SeWEl~ capacity to provide 40 hook-ups for the proposed development. However,
vested (guaranteed) sewer availability can only'be achieved by the submission of a land use application
and the determination from the Planning Department that the application is complete To be vested With
sewerhook-'ups from the existing treatment plant, a land useapplicaticin must be determined complete by
the Planning Department no~ later than November 26, 1997 After November 26,1997, all complete land
use applications will be vested from additional capacity that will result from the sewer treatment 'plant
upgrade
Whilecapacity/hook"ups are vested at the time an application is determined complete. the hook-up fee is
not. The cost ofa hook-up fee i~ determined at the 'time {he G,ity receives payment for the hook-up Hook-
up fee~ will be increasing sometime in the near future All projects with vested 'hook-ups from capacity at
the existing sewer treatment plal1t wil! be notified prior to the increase in rates and provided an opportunity
to pre-p~y the hook-up priOr to the fee increase
Please remember a 'land use application must be determined complete by November 26. 1997, to be
vested with capacity from the existing treatment plant. To ensure a completed application please consult

requires new development to pay its fair share for needed improvements
due to growth. The Transportation Facility Charge (TFC) is charged
