On September 26!tt, 1997, Mr. MIChael Piro of Pacific Rim Environmental, Inc. (PRE) performed an asbestos survey
and Hmited lead-based paint survey of the 4 Plex located at 10704 Vancil Road in Yelm, WA 98597. This survey
also included two out buildings associated with this property FJeld inspection, data collection, and report generation
were based on the following Scope of WorK:
1) Perfonn a visual inspection of the subject property to identify and inventory all accessible suspect-asbestos
containing materials.
2) Bulk sampling and analysis of all identified suspect asbestos-contalning materials.
3) ~ead Check- swab and lead-based paint chip sampling of all suspect lead-based paints.
4) Provide quantity estimates of asbestos-containing materials.
5) Prepare cost estimates for the removal of asbestos-containing materials.

The survey was intended to identify any possible asbestos-containing materials which may be disturbed during
demolition, remodeling or maintenance activities and to maintain compliance with WAC 296-62-07721 It should be
noted that good faith SUlVeys are limited in scope and that those materials which required destructive means to
access or sample ~nterstitial spaces) are not included in this report.

No asbestos-containing thermal system insulation was identified in the subject property
Surfacing Materials
Approximately 4,200 square feet of "popcorn" ceiling texture was identified throughout the 4 Plex structure. The
suspect .popcom" ceiling texture was sampled four times and was found to contain 1 - 5% Chrysotile.
Suspect wall texture was also identified throughout the structure. Until further sampling is performed, this material
should be treated as an asbestos-containing material. This material was not included in the asbestos abatement
cost estimate
Miscellaneous Materials
A total of approximately 320 square feet of a suspect beige mosaic sheet vinyl flooring with a paper backing was
identified in the upstairs Bathroom and Storage Area in Unit #1, in both Bathrooms and Storage Area in Unit #2, in
the down stairs Bathroom and Storage Area of Unit #3, and in the Bathroom of Unit #4 The suspect sheet vinyl
flooring and paper backing was sampled three times and was found to contain 60 - 70% Chrysotile in the paper
backing only
A total of approximately 100 square feet of a suspect simulated rock sheet vinyl flooring with a paper backing
was identified at the entrance of each unit. The suspect sheet vinyl flooring and paper backing was sampled twice
and was found to contain 60 - 70% Chrysotile in the paper backing only

Twenty swab samples were taken of suspect paints identified inion the subject property including two outbuildings
associated with the property Four of the suspect paints showed a positive swab sample indication.
Appendix B Lead Swab Sample Summary includes: Sample Number, Sample Location, Sample Oesaiption, Color
of Outer and Inner Layers, Multiple Layers (Yes or No), Chip Collected (Yes or No), and Regulatory Umit According
to HUD Guidelines. Samples found to contain or assumed to contain more than 0.5% Lead are highlighted in bold.
If the building is to be renovated or remodeled there are procedures regarding the disturbance or removal of the
lead-based paints that can be followed Q.e. initial air monitoring, clearance sampling, etc.). These procedures can
be found in HUD-(){)()6700 Guidelines for the Evaluation and Control of L.ead-B8sed Pairt Haz;nJs in Housing. It is
not required that these regulations/procedures be utitized on this project, however beCause these are the only
available guidelines for the removal of Iead-based paints PRE feels it necessary to inform you of these guidelines.
The only rules or regulations that currently apply to lead-based paints are WAC 296-155-17603 Scope* and WAC
296-155-17607 Pennisslble Exposure Umit** Initial air monitoring must be performed on employees doing
renovation or remodeling worK in areas found to have materials containing lead. Because the WAC codes do not
specify an amount of lead that would establish a material as lead containing, it must be assumed that a material
containing any lead is regulated by these codes.
Swab sampling of the paints on these buildings was intended to identify those paints that might contain lead. Those
samples identified as positive by the swabs are chip sampled to establish the adual percentage of lead in the paint.
Even though some paints indicated a negative swab results they may have been chip sampled due to the high
percentage of coverage of the paint. Identifying paints with high lead contents aids in the separation of materials
that may affect the TCLP results of the demolition/renovation waste stream.
Low percentages of lead can still exist in those paints considered negative b'j swVab Sa-mpling. These paints with
such low levels of lead would not be considered lead-based paints by the HUD Guidelines, and it is highly un~kely
that they could negatively affect the TCLP sample of the waste stream from the associated structure. However, as
per the WAC codes, any presence of lead in paint would require air monitoring be performed prior to and during
renovation or demolition activities.

PRE inspected two 4 foot fluorescent light fixtures on the first level of the 4 Plex located in Yelm, WA. The ballast
in this light fixture did have No-PCBs written on it. Therefore, it is assumed that all ballasts within the 4 foot
fluorescent light fixtures do not contain PCBs. However, until each ballasts is inspect and identified as Non-PCB
they should be treated as PCB containing Three 8 foot fluorescent light fixtures were observed in the Maintenance
Shed (outbuilding) on the subject property These 8 foot fluorescent were assumed to house PCB containing
ballasts.

Samples were analyzed in accordance with method EPA-600/M4-82-020' "Interim Method for
the Determination of Asbestos in Bulk Samples"
Each sample was initially examined under a Nikon SMZ - 2T stereoscopic microscope at a
magnification of 10X to SOX. Fibrous material was examined for morphology and content.
Representative fibers from each sample were immersed in a fluid with a known refractive
index. The specimens were examined under polarized light using a Nikon Labophot
microscope with a McCrone Dispersion Staining objective under 100X magnification. Optical
characteristics of the fibrous material were examined to determine the mineralogy of the
fiber The observed optical characteristics include angles of extinction, sign of elongation
and refractive indices
Separate layers of inhomogeneous samples were analyzed and reported separately Unless
otherwise stated, asbestos content was quantified by calibrated visual estimation (CVES)
Samples in which asbestos was not observed were reported "none detected" Test results
pertain only to the samples submitted for analysis
This report can not be represented by the client to claim product endorsement by NVLAP or
any agency of the U S Government.
