The environmental site assessment consisted of a site survey of the property, an examination of the surrounding land uses, a physical features evaluation of the subject property, and an historical and environmental regulatory review of the subject property and of the surrounding land uses. LJ II , I U n \ I LJ n LJ The approximate n.5-acre subject property was occupied by three residential structures and various outbuildings. The remainder of the property was vegetated with nut trees and pasture. According to a review of the available historical information, the property has been used for agricultural and residential purposes since at least 1936. The surrounding properties have historically been used for agricultural, rural residential, and more recently, commercial purposes. n I J n U n u ~ LJ A vent pipe for an underground storage tank which had been used to store heating oil was observed adjacent to the eastern property residence. The underground storage tank has reportedly been empty since 1974. A recent subsurface investigation in the vicinity Of the tank indicated that the tank had apparently not released petroleum products to the subsurface soils at the property fI ~ 11' u Three pole-mounted, fluid-filled electrical transformer were located on the property Information obtained from the utility company that owns the transformers indicated that the fluids within the transformers do not contain polychlorinated biphenyl compounds, regulated toxic substances. The utility that owns the transformers are responsible for the cleanup of any releases from the transformer n U !l U n LJ Four water-supply wells are located on the property Two of these wells may utilize submersible pumps that were manufactured prior to 1979, and could contain polychlorinated biphenyl compounds The remaining two wells at the property employ submersible pumps wluch are known to have not used polychlorinated biphenyl compounds in theIr components II LJ n J 1 LJ n u r' i U Phase I Environmental Site Assessment SE Comer ofVanci1 Road and State Highway 507 SE Yelm, Washington Page 2 of 16 October 16,1997 HAl Project No. 4037 n LJ Suspect asbestos-containing materials were observed in the three residential structures and on the roof of one of the property barns. In addition, the three residences are serviced by on-site septic systems. r' U n L [ A review of the available state and Federal environmental records disclosed one site located within a one-half mile radius of the subject property that is currently or has previously been under review for environmental issues. The site does not appear to present an environmental concern to the subject property !l ~ From the data that has been assembled during the course of this investigation, it is the professional opinion of Hahn and Associates, Inc. that further investigatory work in the form of a Phase II environmental site assessment does not appear to be necessary for the -subject property at this time. However, the following recommendations are presented in order to minimize potential environmental risks in connection with the property. '1 ~) n u n \ LJ ',. n 1 During the site survey, a vent pipe for a heating oil underground storage tank was observed adjacent to and north of the Peugh residence. The underground storage tank was in use at the residence from 1969 until 1974. A subsurface investigation completed in October 1997 indicated that the tank does not appear to have leaked. Recommendation: If the underground storage tank is not intended for future use, it should be decommissioned by removal according to WDOE guidelines. LJ r' , u n I i ' U ."" 2 During the site survey four water-supply wells were observed at the property - two on the Peugh property and two on the Jablonski property. The water-supply wells located on the Jablonski property may utilize submersible pumps which were manufactured prior to 1979 and therefore may contain polychlorinated biphenyl-impregnated electrical components. Recommendation: If the wells are not intended to be used in the future, then they should be abandoned according to WDOE guidelines. If the wells are to be used as a source of drinking water, then the Jablonski wells should be sampled and analyzed for the presence of PCBs n LJ r' U n u n l) 3 Suspect asbestos-containing materials were observed in the three residential structures, and in roofing materials on the Jablonski barn at the property Recommendation: Prior to demolition or renovation, an asbestos survey should be performed on the structures at the subject property Ij LJ '1 L.J n LJ HAHN AND ASSOCIATES, INC. (HAl) to perform a Phase I Environmental Site Assessment (ESA) of the three residential parcels located at 10425 and 10509 SE State Highway 507, and 10704 SE Vancil Road, Yelm; Thurston County, Washington (Figure 1) This environmental site assessment was undertaken by Safeway in order to determine the potential environmental risks on the subject property fI LJ n U ... Information on the property under consideration was gathered through a physical inspection (site survey) of the subject property, by a review of the available historical documents, by noting the physical features of the property, by a survey of the surrounding land uses, through reviews of governmental agency files, and from the examination of other pertinent documents including photographs, and maps. The scope of work for this project followed the American Society for Testing and Materials (ASTM) guideline (EI527-97) entitled Standard Practice for Environmental Site Assessments: Phase I Environmental Site Assessment Process Jl i ! Li j n u n G n I LJ n ~ The subject property consisted of approximately 11.5 acres of land which had been historically used for agricultural and residential purposes. At the time of the site assessment, the property was occupied by three residential structures and various outbuildings including two barns, a shed and two water-supply well pumphouses. The property is located within Section 30, Township 17 North, Range 2 East of the Willamette Meridian (W.M.). (l LJ ,---, U The subject property was located in an area which was historically used for agricultural purposes, but which now is being converted to residential and commercial purposes. Residential properties were situated adjacent to and south, east and west of the property Commercial properties were located adjacent to and north of the property, across State Highway 507. The land uses adjacent to the subject property are shown in Figure 2. ,n ; i IJ '1 n U r' 2.2 Topo(p'anhy The subject property is located on the U.S. Geological Survey 7.5-Minute Quadrangle, McKenna, Washington, 1975. The entire property was characterized by level terrain. The property elevation was approximately 340 feet above mean sea level (MSL). ,---, U u n , I U According to Ms. Kathy Carlson of the City of Yelm Planning Department, the property is not located within the 100-year floodplain. !l LJ 2.3 Soils According to the U.S. Department of Agriculture, Soil Conservation Service, Soil Survey of Thurston County, Washington, 1958, the subject property is situated on soils which are referred to as Spanaway gravelly sandy loam and Nisqually loamy sand. These are described as well-drained, highly permeable, nearly-level soils located on glacial outwash plains The hazard to erosion is slight on the Spanaway and Nisqually soils. n u n ! U n u 2.4 Geolo~ According to the State of Washington Department of Natural Resources Geologic Map GM- 34, Geologic Map of Washington - Southwest Quadrant, 1987, the bedrock soils in the vicinity of the subject property are indicated to be glacial outwash deposits consisting of stratified gravel, cobbles and boulders These deposits are the result of the melting of continental glaCIers whIch covered much of northern Washington up until approximately n w . n LJ n u n LJ HAHN AND ASSOCIATES, INC, n I ~ Phase I Environmental Site Assessment SE Comer of Vancil Road and State Highway 507 SE Yelm, Washington Page 6 of 16 October 16, 1997 HAl Project No. 4037 r' ~ 12,000 years ago. Well logs for two of the wells at the property indicated that the subsurface is composed of sand, gravel and boulders to a depth of 140 feet below ground surface (bgs). .n I u n I LJ 2.5 Hydro~eoloe:y The well log obtained for two of the water supply wells at the property indicated that groundwater was encountered at approximately 42 feet bgs. It appears that this first aquifer is perched, as a second aquifer was encountered at 121 feet bgs. Subsequent water level measurements have recorded static water levels of approximately 28 and 40 feet bgs at the well.;. Based upon topography, the groundwater flow direction is inferred to be to the northeast toward Yelm Creek. However, HAl has not field-checked any of the site hydrogeological information for accuracy. The groundwater flow direction at the property may vary Well logs are included in Appendix A. n U n u II I : J .. n , .U 3.0 SITE INVESTIGATION n .W !l LJ A site survey of the subject property was conducted on September 17, 1997 by Mr Robert Schlichting, a representative of HAl. Mr Schlichting was permitted access to the site by Mr Jack Peugh, the owner of the southern portion ofthe property The approximate 11.5- acre subject property was occupied by three residential structures, two barns, a shed and two pump houses. Two of the residential structures are owned by Mr Peugh and included a single-family residence, which is currently occupied and is located in the northeastern portion of the property (Peugh residence- Photograph No.3) and a four-plex (also occupied) which is located in the western portion of the property An additional single-family residence, which is vacant, is located in the northwestern portion of the property and is owned by Ms. Stella Jablonski (Jablonski residence - Photograph No.4). One of the barns was situated adjacent to and south of the Jablonski residence, while the remaining outbuildings were located in the vicinity of the Peugh residential structures. Both pumphouses and the shed are located in the eastern portion of the property in the vicinity of the Peugh residence. The remainder of the property was vegetated with trees, shrubs and grasses (Photograph No.1) c n U .,. n .~ (' LJ n , u II U n LJ The mterior and exterior of the barns, pump houses, shed, and both single-family resIdences was visually mspected. S. Environmental Protection Agency (EPA)-regulated toxic substance and a human carcinogen. By EPA standards, ACMs are any materials that contain more than one percent asbestos. Some of the typical applications for ACMs include insulation materials, ceiling tiles, roofing materials and linoleum. However, due to the widespread use of ACMs for more than 60 years, their utilization cannot be limited to these examples. r -I :LJ n I ; U The Code of Federal Regulations (CFR) Title 40 Part 61 requires that all friable asbestos materials must be removed from any building b~fore demolition or renovation to prevent the release of asbestos fibers to the air. Friable asbestos is defined as any material with more than one percent asbestos by weight that hand pressure can crumble, pulverize or reduce to powder when dry. fI, LJ n U .j n , I U In addition, the U.S. Occupational Safety and Health Administration (OSHA) and the State of Washington Industrial Safety and Health Administration (WISHA) requires that building and facility owners perform surveys to identify ACMs in their buildings. Further, for buildings that contain ACMs, notification of the presence of ACMs and asbestos training must be provided to tenants, employees, and maintenance personnel that work in the buildings. n ~ r LJ n i U During the site survey, a visual, non-destructive inspection was done of the property for the possible presence of asbestos. Potential ACMs were observed in ceiling materials and floor molding in all three residential structures, in the exterior siding of the Jablonski residence, and in roofing materials on the Jablonski barn. c n U r ~ 3.2 Under~ound Stora~e Tanks (USTs) and Above~ound StoraQ'e Tanks (ASTs) During the site survey that was conducted by HAl, visual evidence which would indicate the presence of USTs was observed on the subject property A vent pipe and fill line cover for a heating oil UST was observed adjacent to the Peugh residence (Photograph No.6). Mr Jack Peugh, the owner of the subject property indicated that the heating oil tank was used at the property from 1969 until 197 4. Mr Peugh stated that he removed the oil from the tank in 1974 Soil was sampled from beneath both ends of the tank during a subsurface investigation to detp.rmine if the tank had leaked. LJ i: , I . I Lr The subject property did not appear on the Washington Department of Ecology Registered UST Facility list, as heating oil USTs are not regulated by the WDOE. No additional USTs were registered at the property with WDOE. o Above-ground storage tanks were not observed at the subject property n U r; LJ 3.3 Polychlorinated Biphenyls (PCBs) PCBs, an EPA-regulated hazardous substance, are commonly found in electrical equipment manufactured prior to 1980, the year PCBs above 50 parts per million (ppm) were banned from commerce for most applications. Pole-mounted and pad-mounted fluid- filled electrical transformers, and some components within fluorescent light fixtures, are typical of electrical equipment which would be suspected to contain PCBs. n I LJ 1', I , LJ Three pole-mounted, fluid-filled electrical transformers were noted on the subject property The transformers are the property of the Thurston County Public Utility Department (TCPUD). Representatives from TCPUD indicated that the transformers do not contain PCBs. TCPUD is responsible for the cleanup of any transformer liquids that leak from the transformers. The transformers did not appear to have leaked. )1. LJ c f' U PCBs may also be associated with submersible water supply well pumps manufactured prior to 1979 Four water-supply wells were located on the property Two of the wells are located on the northwestern portion of the property in the vicinity of the Jablonski residence, and two wells are located near the Peugh residence and the Peugh 4-plex. Information regarding the pumps for the Jablonski wells was unavailable. However, a well log for one of the Jablonski wells indicated a drill date of 1977, which indicates that this well could potentially employ a PCB-impregnated submersible pump. Mr Peugh indicated that both ofthe wells on his property use a Jacuzzi brand submersible pump. Information obtained from the Washington Department of Ecology indicated that Jacuzzi brand pumps have never used PCB-impregnated components in their pumps. [! LJ, ~! There was no evidence of stained soil, stressed vegetation or the improper storage or disposal of hazardous substances noted on the property. A debris pile of discarded building materials was situated to the south of the Peugh residence. The pile did not appear to contain hazardous materials n 1 u n U ,Il LJ Generally, the condition of the property was noted to be good. None of the three residential structures were connected to the sanitary sewer at the time of the site survey and were serviced by a septic system. In addition, Mr. Peugh indicated that while his residence is connected to City ofYeIm water services, he continues to utilize both wells on his property for the purpose of irrigation. /l LJ n i) n U 4.0 SITE mSTORY !1 U A combination of information obtained from public records, aerial photographs, city directories, and interviews was used to determine the prior uses of the subject property and of the surrounding properties. c n lJ Ownershzp InformatLOn According to information obtained from the Thurston County Tax Assessment Office, the southernmost 10 acres of the subject property is owned by Mr Jack Peugh and the remaining 1.5 acres is owned by Ms. Stella Jablonski. The Polk City Directories (PCD) for Olympia, Washington and Thurston County, Washington did not include coverage of the subject property :l ~i '1 U ,II I' U Aerial Photography Review Aerial photographs that were available at the Washington Department of Transportation for the period 1936 through 1997 were reviewed for the subject property. Copies of the aerial photographs for the years 1936, 1966 and 1981 are included in this report. LJ 1\ , I" L,~ .2 n u The 1936 to 1966 aerial photographs indicated that an apparent orchard occupied much of the property The Jablonski residence and associated outbuildings also appeared in the northern portion of the property at that time. All surrounding properties appeared to be used for agricultural purposes, excepting an apparent rural residential structure which appeared to the west of the subject property in the 1966 aerial photograph. The 1971 aerial photograph indicated that the Peugh residence was situated on the property in addition to two sheds. Aside from residences which appeared adjacent to and east and west of the subject property, the surrounding properties appeared to be used for agricultural purposes. n, LI ;;;;.; r u n U The four-plex, which is situated in the west-central portion of the property, appeared in the 1981 to 1996 aerial photographs, as well as an additional structure in the vicinity of the Jablonski residence. In addition, residences appeared adjacent to and south and east of the property, across Vancil Road to the west of the subject property A commercial development, likely the present Nisqually Shopping Mall, appeared to the northwest of the property in the 1981 to 1997 aerial photographs that were reviewed. !' U (l LJ Interviews n Mr Jack Peugh, owner of the subject property, was interviewed regarding past and present activities at the subject property Mr Peugh indicated that his father purchased the southernmost 10 acres ofthe subject property in 1940, at which time it had been developed as a filbert orchard. There were no structures on the Peugh property at that time. Mr Peugh stated that the present residence and two sheds were constructed in 1969 One water-supply well was installed at that time. The heating oil UST was also installed in 1969 and was used until 1974, at which time the oil was removed from the tank. Mr Peugh indicated that filberts continued to be grown on the property, but were never a serious commercial enterprise. By 1990 the central portion of the property was used to grow hay Mr Peugh acquired the southern portion of the subject property from his father in 1979 'I .\ LJ n , U n LJ Mr. Peugh indicated that he was not aware of any pending or historical litigation or administrative proceedings relevant to hazardous substances or petroleum products in, on, or from the property There have been no notices from any government agency regarding possible violation of environmental laws or possible liability relating to hazardous substances or petroleum products. He indicated that there were no environmental liens on the property or any other recognized environmental conditions associated with the property o :.-.; n U II Mr Harvey Whitman, a real-estate broker representing Ms. Stella Jablonski, the owner of the northernmost 1.5 acres of the subject property, was interviewed regarding past and present activities at the subject property Ms. Jablonski was not interviewed at the request of Safeway Inc. Mr Whitman indicated that Mr Leo Jablonski lived at the property as the owner until his death in 1991. At that time, a building contractor was residing and running his business at the property Mr Whitman indicated that the contractor continued to reside at the property until approximately 1996. Apparently, the contractor resided in a mobile home on the property, which he removed when he vacated the property Mr Whitman indicated that two wells and a septic tank are located on the property Mr Whitman was not aware of any USTs on the Jablonski portion of the property u [l I LJ n U n l-.J f\ LJ n , LJ Mr Whitman indicated that to the best of his knowledge, he was not aware of any pending or historical litigation or administrative proceedings relevant to hazardous substances or petroleum products in, on, or from the property There have been no notices from any government agency regarding possible violation of environmental laws or possible liability relatmg to hazardous substances or petroleum products. The subject property or sites located within a one mile radius of the subject property did not appear on the NPL list dated March 13, 1997 n 1 I U n I U Federal CERCLIS List (O.5-mile radius) The Comprehensive Environmental Response, Compensation and Liability Information System (CERCUS) which lists hazardous substance sites undergoing EPA investigations was reviewed for the subject property. The subject property or sites located within a one- halfmile radius of the subject property did not appear on the CERCLIS list dated March 13, 1997. n; U n i U n n u Federal RCRA TSD Facilities List (1 O-mile radius) The Resource Conservation and Recovery Act (RCRA), Treatment, Storage and Disposal (TSD) facilities list identifies sites which manage hazardous waste for the purpose of on- site treatment, interim storage, or on-site disposal. The October 1997 assessment did not reveal evidence of major environmental concerns in connection with the property. From the data that has been assembled during the course of this investigation, it is the professional opinion of Hahn and Associates, Inc. that further investigatory work in the form of a Phase IT environmental site assessment does not appear to be necessary for the subject property at this time. However, the following recommendations are presented in order to minimize potential environmental risks in connection with the property" n LJ n LJ !l 1 W !' u r LJ 1 During the site survey, a vent pipe for a heating oil underground storage tank was observed adjacent to and north of the Peugh residence. The underground storage tank was in use at the residence from 1969 until 197 4. A subsurface investigation completed in October 1997 indicated that the tank does not appear to have leaked. Recommendation: If the underground storage tank is not intended for future use, it should be decommissioned by removal according to WDOE guidelines. n u n I u fI U 2 During the site survey four water-supply wells were observed at the property, two on the Peugh property and two on the Jablonski property The water-supply wells located on the Jablonski property may utilize submersible pumps which were manufactured prior to 1979 and the pumps therefore may contain polychlorinated biphenyl-impregnated electrical components Recommendation: If the wells are not intended to be used in the future, then they should be abandoned according to WDOE guidelines. It is not intended to be an exhaustive investigation of environmental conditions or a characterization of any U contamination discovered. In performing an environmental assessment, a balance must be struck between the desire to conduct a n , U n LJ c n I L) complete inquiry into environmental matters and the limits of time, cost and technology This report sets forth HAl's evaluation of the possibility of existing contamination based on the scope of work agreed to by the client and within the client's schedule and budget. Subject to these limitations, HAl warrants that the assessment and this report satisfy the standards of care, skill and diligence ordinarily provided by a professional in the performance of similar services as of the time the services were performed. In its review, HAl focused its attention on: hau.:rdous chemicals listed on the Material Safety Data Sheets provided by the client or by the client's representative and evidence of electrical transformers that may contain polychlorinated biphenyls (PCBs). HAl also looked generally for evidence of possible contamination by other hazardous substances that are likely to have been associated with the activities historically conducted on the property, to the extent those activities are known and described in this report. In this context, the term hazardous substance includes the chemicals listed as hazardous substances in Title 40 Code of Federal n U Regulations, Parts 302 and 355 and also petroleum products.
