When the CIty receIved the bUIldmg permIt applIcatIOn for the Video Store and assocIated retail space the
TransportatIOn FacIlIty Charge (TFC) was calculated under the shoppmg center category However, the net
new tnp rate used was based on the bUIldmgs stand alone square footage rather that as a portIon of the

shoppmg center square footage As demonstrated by the supplemental traffic report and dISCUSSIOns wIth the
CIty TransportatIOn Engmeer thIS calculation was 10 error The calculatIon should be based on the aggregate
square footage of the shoppmg center rather than as a stand alone retail use
The correct TFC IS $23,2350 00 ThIS was detenmned by usmg the Shoppmg Center land use category wIth a
new tnp rate from the 50,000 - 99,999 sq f1. lme. Therefore the calculatIon IS based on 4 00 new p.m. peak
hour tnps generated per 1,000 sq ft. of gross floor area.

Trace & Associates is proposing to develop a portion of the retail space proposed at the Safeway shopping
center in Yelm, Washington. The current development would include a total 00,730 square feet ofretail space.
The City of Yelm has established a '''transportation facilities charge' as a condition of development approval to
pay for public facilities needed to serve new growth and development. "The current adopted fee is $750 per
new (primary) PM peak hour trip This memorandum documents the number of trips that would be generated by
the current proposed retail pad component based on the previous traffic impact study (Traffic Impact Analysis -
Safeway Store and Retail Center, Heffron Transportation, May 6, 1998) prepared for the site. The trip
generation estimate for the current proposal would be used III calculation of the TFC by the City ofYelm.
Trip Generation
Trip generation estimates for the entire Safeway shopping center project were obtained from the traffic impact
analysis prepared for the site and are summarized below Table 1 shows the total driveway trips for the entire
shopping center As shown, the retail center was forecast to generate 8,560 driveway trips per day and 718
driveway trips during the PM peak hour However, as discussed in the traffic study for the project, not all of these
trips would be new to study area roadways or intersections. As a result, these driveway trips were diVided into
three trip components. new, pass-by, and diverted trips.

As previously mentioned, there are three types of trips-new, pass-by, and diverted trips-which reflect the traffic
impact characteristics ofretail developments. The fraction of driveway trips that is attributed to each of the above
components depends on the size, type, and locatIOn of the proposed project as well as the location of other Similar
facilities. Based on rates provided by the City of Yelm, the maximum 25% pass-by trip rate was used for analysis
of the supennarket component. For the small amount ofretail space on the site, the pass-by rate was assumed to be
45%. This rate was provided by CIty ofYelm traffic review staff and is based on the City ofYelm's Trip
Generation Rate Default Values presented in its Concurrency Management Ordinance (15 40). The Safeway store
was also expected to attract customers from other grocery stores in the site vicinity, particularly the QFC across the
street. For this analYSIS, the City of Yelm transportation review staff detennined that 10% of Safeway' s customers
would be diverted away from other grocery stores. The project's retail element was assumed to generate no diverted
trips. The remaining 65% of Safe way's trips and 55% of the retail trips were estimated to be new to study area
roadways and intersections. From the traffic study prepared for the Safeway shopping center, the project was
estimated to generate 5,415 new trips per day and 450 new trips during the PM peak hour Table 2 summarizes the
net increase in driveway trips and the trip components for the entire project.

As shown III Table 2 above, the entire retail component (18,733 sf) of the shopping center project was forecast
to generate 76 new PM peak hour trips. The current proposal, to develop 7,730 sf of the retail space represents

estimates presented above, the current retail development portion would generate 32 new trips. Table 3
summarizes the trip generation that would be attributed to the current proposal.

The proposed 7, 730-sf retail pad development represents just over 41 % of the total retail development originally
analyzed for the Safeway shopping center III the traffic impact study This current component is forecast to
generate 32 new PM peak hour trips on the local roadway network. As a result, the City of Y elm's
Transportation Facilities Charge would be $24,000 ($750 per trip x 32 trips).

lock boxes
· It does not appear work IS In progress on your punch lIst dated June 4th

I have reviewed the revised site plan for Safeway, dated September 1,1998, for compliance with
the planning department conditions of approval as specified in the enclosed Site Plan Approval
letter dated August 12, 1998 Number 5, Design Standards, Conditions of Approval a & b have
been satisfied and approved by the Planning Department. The information requested in
Number 1, Transportation, Condition of Approval, a, has been received and approved by the
City The TFC has been credited for the projects economic benefit to the community The
revised TFC is $321,995 35 and is payable at time of building permit issuance

The Vancil Road improvements require a planting strip, which per City standards, is required to
be planted with street trees. I have attached the applicable standards for your convenience.
The landscape plan should included this information.
Also, I would like to reiterate that the site plan approval for the project site does not include
approval for the location of the building foot prints on the two commercial pads located along
Yelm Avenue

All boulevard, arterial and collector streets in the City have been planted with
trees which have created a distinct and pleasant character for those roadways
It is the goal of the City to continue patterns that have traditionally been used
and to create distinctive character where it is presently lacking Therefore, the
street trees on the current plant list (4-37) shall be employed when planting
street trees in or along the public Right-of-Way

The submitted plans have been reviewed for compliance with the 1997 Edition
of the Uniform Fire Code and Uniform Building Code for Fire Marshal related
issues Comments and issues were reviewed as per the 1997 UFC without the
use of any Thurston County Ordinances
Fire Apparatus Access Roads:
2) Readily identifiable 20 foot wide all-weather access roads capable of
supporting the imposed load of fire apparatus shall be established and
maintained to within 150 feet of all portions of the building exterior prior
to building permit issuance, and shall be maintained during construction.
The civil drawings submitted for the access roads to the structure appear
to conform to this requirement including the ten foot. setback requirement
of Section 3-2 NFPA 1141 Access roads should be completed and
inspected prior to the issuance of a vertical combustible construction
permit.

Water Flow Requirements:
3} An approved water supply capable of supplying the required fire-flow for
fire protection shall be provided The required fire flow for the above
referenced project is 3,500 gallons per minute, at 20 psi, for a 3-hour
duration, as per Table A III-A-l, Appendix III-A UFC. Section 3 1 of
Appendix II-A allows for the AHJ to modify the flow requirements. The
1997 UFC, section 5 2 Exception, allows for up to a 75% reduction in flow
requirements for a 100% full coverage NFPA-13 sprinkler system with UL
listed central station monitoring Thurston County Ordinance allows a
additional 250 gallon per minute credit to the fire flow for a full NFPA-72
fire alarm system using the sprinkler system for heat detection. The
minimum flow allowed by the UFC is 1,500 gallons per minute at 20 psi
for 2 hours. The hydrants should be flow tested prior to construction. The
above referenced fire flow is based on an aggregate floor area of 16,750
square feet without modifiers for occupancy use
Appendix III-A UFC
All fire hydrants shall be accessible to fire department apparatus by
roadways meeting the requirements of Section 902 2 2, UFC One on site
hydrants is shown within 80 feet of the building on the civil plans The
proposed two fire hydrants shown on the Yelm Ave side are not usable for
this structure due to the ability of the fire fighters to only hand lay hose
lines over the side walk and buffer zone to the building, as the fire
apparatus must use the hydrant from the street side The hydrant located
at the Vancil St. entrance appears to be usable for the structure It is
recommended that a second on-site hydrant be located on the parking lot
island to the North of the structure, fifty feet or more from the structure.
Section 903 UFC
Sprinkler System Requirements:
4) An automatic sprinkler system is called for on the submitted plan cover
sheet. Section 1003.2.8 UFC calls for automatic sprinklers in Group M
occupancies over 12,000 square feet of floor space on anyone floor. Plans
for the fire sprinkler system shall conform to NFPA-13 1996 standards and
separate level III stamped plans should be submitted for review and
approval by this Office prior to installation. The sprinkler system shall be
designed by persons or firms certified as Level III competency holders by
the State of Washington.

Underground sprinkler supply line, PI Valves, underground FDC lines,
five foot stub in riser pipes and underground one way check valve
vaults shall also have level III plans submitted for permit and review
as above, and shall be installed by a contractor or firm. that has a
current "U" license from the Washington State Fire Marshal's Office.

The civil drawings show a six inch sprinkler supply line past the double
check assembly supplying the sprinkler risers This Office normally
requires the use of DI-52 specification piping for sprinkler supply systems
past the double check valves The FDC exterior ground riser pipe may be
of thick-walled galvanized double wrapped steel with DI-52 specification
underground supply piping to the sprinkler riser
A exterior water supply control valve is required for sprinkler risers that
are not assessable from the exterior of the structure The valve may be a
listed yard type PI valve or a wall mounted OS&Y assembly placed on wall
with a minimum of combustible over hang in the area. If the yard PI valve
is used, it should be placed past the double check valve in the area of the
FDC
The Level III sprinkler designer should address the storage room issues as
to commodity types and method of storage, using a NFPA 231-C scenario if
necessary Sizing the sprinkler system in this area so as to conform to
the calculations, including the use of in rack sprinklers as required.
All concealed spaces, unless specifically exempted by Section 4-13 1
NFPA-13 shall be sprinkled.

Fire Alarm System Requirements:
5) As per Section 1003 3 1 UFC UL central station monitoring is required for
a sprinkler system over 100 heads. The submitted plans call a fire alarm
system be installed in the structure The sprinkler heads would be
sufficient for heat detection. The system shall be provided with smoke
detection in rated corridors and over the FAP, manual alarm boxes at
exits, visual! audible notification, and approved UL central station
monitoring with two dedicated lease lines on the dialer

The fire alarm system plans submitted on the building plans are not
complete To review fire alarm system plans, cut sheets on the equipment,
riser diagrams, battery calculations and point to point wiring diagrams
shall be submitted. In addition, the submitted plans do not show manual
pull stations at all exterior exits, ADA in the garden center and omits the
FAP protection required by NFPA-72
The fire alarm system shall be designed and installed in accordance with
NFPA 72 Standards Plans shall be submitted by persons having a State
of Washington electrical license or low voltage certification. Separate plans
would be reviewed by this office prior to permit issuance and installation.

6) Automatic shutdown by activation of smoke detectors shall be provided in
HVAC air handling units exceeding 2,000 cfm air flow. Visible
identification of device activation shall be provided in a suitable location
approved by our Office. The detectors shall be wired to the building FAP
system. Units RTU-1,2,3 exceed the 2,000 cfm maximum. The smoke
detection shall be wired to the F AP system.

7) All proposed roll down fire doors and rated corridor doors to be
interconnected with the fire alarm system and activated by automatic
smoke detectors, shall be carefully examined to assure proper application
of the device.

8) Portable fire extinguishers shall be provided, as required by U.F C.
Standard No 10-1 This standard requires a minimum of one portable fire
extinguisher, having a minimum rating of 2A: 10BC for every 3,000 square
feet of floor area, with a maximum travel distance of 75 feet.
Extinguishers shall be located in the normal path of egress, with the
height of the extinguisher not to exceed 4-1/2 feet from the floor

Center prepared by Heffron Transportation, dated May 6 1998 In general. the TIA does a good
job in evaluating the site impacts and driveway access operations on the adjacent roadways
The traffic study was prepared in accordance with the City's TIA guidelines and tias incorporated
our initial review comments from the scoping process

In reviewing the survey plans for the Safeway complex with Chief Steele, Thurston County Fire
District 2 would like consideration given to the following items
(r:)' Reviewing the rear of the Safeway building for access, it appears the entire 322' of back wall has
no access into the building In the event of any fire or smoke in the rear of the structure or
. specifically in the rear storage area Fire fighting, smoke ventilation and general access would be
limited to east door in to the loading dock area, west door or front main entrance over 190 feet
away TCFD 2 is requesting consideration of 2 separate access doors at the rear of the structure,
one of which being close to the FDC connection

(A(. he plans indicate future pad site developments on the northwest and northeast corners of the
site The Safeway buildings appear to have sufficient hydrants near the building, but no hydrants
near the pad sites Should an incident occur at or near one of the pad sites, a hydrant located
center of and near the Yelm Ave Frontage would be an asset for fire suppression Also note each
of the new hydrants installed at this complex, as always needs an STORZ fitting installed for Fire
Department connections to the hydrant.
. The plans did not clearly indicate a potential "Knox Box" site Will access for the Fire Department
always be available 24 hours per day? If not a consideration for a Knox box site
. The plans also did not clearly indicate a Fire Alarm Actuator panal, is there one? If so where will it
be located?
These are the area's of concern that was not clearly identified in the plans and are concerns for Fire

PROJECT DESCRIPTION The proposal is for a Safeway grocery store of 56,232 square feet with future
retail space of approximately 18,735 square feet.
ENVIRONMENTAL and OTHER DOCUMENTS SUBMITTED WITH THE APPLICATION An
Environmental Checklist, Drainage and Erosion Control Report, Phase I Environmental Site Assessment,
Good Faith Asbestos and Lead Survey and a Traffic Analysis were submitted with the application.
Additional Information or Project Studies Requested by the City: The City has not requested any
additional information or project studies at this time.
No preliminary determination of consistency with City development regulations has been made.

17.26.010 Purpose. In furtherance ofthe comprehensive plan, this zone is intended to provide for
the location of business centers to serve the needs of the community for convenience goods and
services such as food, drugs, household supplies, automobile servicing, r~creation, entertainment
and other uses related to, but lesser in scope, than downtown core area uses
17.26.020 General requirements. The following uses only are permitted as hereinafter specifically
provided and allowed by this chapter subject to the off-street parking requirements set forth in
Chapter 17 72 and the general provisions and exceptions set forth in this title
17.26.030 Permitted uses.
A. Uses permitted outright are as follows.
1 Apartments at a density of 16 units per acre as part of a mixed use development.

the Yelm development plan.
b The criteria for such finding of similarity shall include but not be limited to the following
(1) That the proposed use is appropriate in this district,
(2) That the development guidelines for permitted uses can be met by the proposed
use,
(3) That the public need is served by the proposed use
17.26.035 Prohibited uses. Uses other than those identified or described in Section 1726030
of this chapter are prohibited, including but not limited to
A. Automobile sales, major;
B Recreational vehicle storage, personal recreational equipment and accessories, unless fully
contained within an enclosed structure
17.26.040 Special uses
A. Outdoor flea market and farmer's market are special uses allowed under Chapter 17 66,
subject to the following conditions.
1 No more than four per year per location,
2. Not more than three days at a time,
3 Not to cause a public hazard relating to traffic, sanitation, etc.
B Special uses as permitted as provided for in Chapter 17 66
17.26.050 Environmental performance standards It shall be the responsibility of the operator
and/or the proprietor of any permitted use to provide such evidence and technical data as the
approval authority may require to demonstrate that the use or activity is or will be in compliance
with the environmental performance standards of Chapter 17 57 of this title Failure of the approval
authority to require such information shall not be construed as relieving the operator and/or the
proprietor from compliance with the environmental performance standards of this title
17.26.060 Site/building area. The size and shape of sites shall be as follows
A. Minimum size of any parcel to be developed in this district shall be five thousand square feet.
B Twenty-five percent (25%) of the floor area of a building with single-story gross floor area in
excess of 40,000 square feet shall be sited within 1,000 linear feet of a double arterial

same zoning district or in another commercial or industrial district, shall be as follows
A. Setbacks from side property lines ten feet;

B The minimum parking requirements specified in this section may be adjusted in the site plan
review process under the following conditions when in their opinion an adjustment will be in
accord with the purposes of this code, and will not create an adverse impact on existing or
potential uses adjoining the subject property, or in the general vicinity of the subject property
The following factors shall be considered in the determination of such impacts and such
adjustments
1 Two or more uses may share a parking area or garage if
a The total number of parking spaces provided is at least equal to the sum of the
minimum number of spaces required for each use, or
b The uses are operating during different hours and the number of parking spaces is at
least equal to the minimum number of spaces required for all uses operating at the
same time, and no greater than the maximum number of spaces permitted for all uses
operating at the same time
2:'Where adjoining parking facilities of two or more ownerships are developed and designed
as one parking facility, a reduction of up to fifteen percent of the total combined required
parking spaces may be permitted
3 The continuation of joint or shared facilities shall be assured by a sufficient legal document
such as a covenant or reciprocal easement agreement or recorded covenant on the
approved site plan or by participation in a local improvement district.
Alternative programs that may be considered by the approval authority and/or site plan
review committee under this section include, but are not limited to the following
a. Private vanpool operation,
b Transitlvanpool fare subsidy;
c Imposition and maintenance of a charge for parking,
d Provision of subscription bus services,
e Flexible work hour schedule,
f Capital improvements for transit services,
g Preferential parking for carpools/van pools,
h Participation in the ride-matching program,
Reduction of parking fees for carpools and vanpools,
Establishment of a transportation coordinator position to implement carpool, vanpool
and transit programs,
k. Bicycle parking facilities
C Off-street parking requirements for uses similar or related to, or any use not specifically listed
in the Yelm Development Guidelines, Section 4, Transportation, Table 1, shall be determined
by the approval authority and/or site plan review committee after consultation with the director
of public works on the basis of the requirement for similar uses, and on the basis of evidence
of actual demand created for similar or related uses in Yelm, and such other traffic
engineering or planning data as may be available and appropriate for the establishment of
minimum and maximum parking requirements

17.26.115 Parking area and circulation design.
A. The city public works department or approval authority shall have the authority to fix the
location, width and manner of approach of vehicular ingress or egress from a building or
parking area to a public street and to alter existing ingress and egress as may be required to
control street traffic in the interest of public safety and general welfare

Trip Distribution and Assignment
A trip distribution pattern had been developed for a previously proposed development on the project site. The
City of Yelm had approved this trip distribution pattern and stated that it was still reasonable for the proposed
Safeway project. Figure 5 shows the trip distribution pattern.
The new project trips were assigned to the roadway network based on this distribution pattern. This assignment
was used to determine the study area for the traffic impact analysis. The diverted trips and pass-by trips were
assigned separately from the primary trips since they would primarily affect operations at the site dnveways. The
pass-by trips were assigned based on the PM peak hour traffic on Yelm Avenue since pass-by trips are assumed
to come from traffic passing the site. The diverted trips were assigned assuming they would be diverted from the
QFC located directly across Yelm Avenue from the site. Figure 6 shows the total project trip assignment. The
project trips were added to the 1999-without-project traffic volumes. The resulting 1999-with-project traffic
volumes are shown on Figure 7
Level of Service
Levels of service for all study area intersections were calculated using the year 1999-with-project traffic vol-
umes. Table 5 shows the results of the analysis; levels of service for 1999-without-project conditions are shown
for comparison. The analysis determined that all study area intersection would continue to operate at LOS D or
better (overall) for with-project conditions. Analysis of the Yelm AvenueNancil Road intersection assumed that
the intersection would be realigned with the QFC driveway as proposed by the City of Yelm. Under this
condition, it was assumed that 85% of the left-turns from the site onto Yelm Avenue would occur at the Vancil
Road signal. It should be noted that even if all left-turn traffic used the Vancil Road signal to access Yelm
Avenue, the signal would still operate at LOS D The conditions that would exist if this intersection is not
realigned are presented later in the Interim Vancil Road Conditions section of this report The level of service
analysis also determined that some additional delay is expected for turns from Plaza Drive and 103rd Street
because of the Safeway project. Side street turning movements from both intersections are expected to operate
at LOS F in 1999 with or without the Safeway project. Descriptions of the turn-lane channelization at the Yelm
Avenue/Plaza Drive/Safeway Dnve mtersectlOn are presented ill the SIte access sectIon of this report.

Relocate the existing overhead feeder system to Safeway's property Typically the relocation costs are
$75 00 per foot. Easements will be required along the frontage of the property and the intenor of the site
for the installation of the overhead and underground system. Easements will be the required on the North
side of Yelm Ave. East for two guy poles and anchors. These easements can be obtained hy your
representative or Puget Sound Energy Right of Way Agent.
Purchasing of easements will be the owners monetary responsibilIty

Installation of one distribution pole at the northwest property comer with one guy pole and anchor installed
on the north side ofYelm Ave. East on the QFC property The over header distribution system would be
temlinated at the northwest and northeast property Puget Sound Energy would install the underground
feeder and distribution circuits between the two property comers. The developer will be responsible for all
trenching, back fillIng, and restoration. Typically the construction costs run $150 00 per foot for the
installation of the condUits, vaults, cables, labor, and removal of existing facilities for the project.

Other uses - per formula (see Ordinance Table)

For large projects the ordinance provides an opportunity for credits based
on an economic benefit analysis and/or installment payments (see pg 6)
If the applicant feels the proposed use would not generate the default
number of trips as designated in the TFC Ordinance an analysis prepared
by a Washington State Licensed Engineer can be submitted to the City
for review and consideration
SEPA.
EnVironmental checklist required including a Traffic Impact Analysis (TIA)
as required per the Yelm Comprehensive Transportation Plan The TIA is

Site Plan Review, Chapter 17 84, with environmental checklist is
an administrative process Minimum application requirements are
located in Section 17 84 060 and are listed on the application form
A project of this size can expect completed review in approximately
12 - 16 weeks Land use approval typically contains conditions of
approval that the applicant must complete prior to receiving a
building permit.
Following land use approval the applicant is required to submit civil
drawings to the Public Works Department for review and approval
and satisfy all conditions of approval Upon satisfactory
completion of all conditions the applicant can submit building plans
for approval
