ThIS letter presents Klemfelder's findmgs for an asbestos survey conducted on December 30, 1997 lTI
buildmgs located on the subject site This survey was Intended to proVlde mformaTIon necessary for the
IdenTIficaTIon of asbestos-contamlng matenal located In the sampled structures ThIs work was
performed In accordance WIth protocols established under the Asbestos Hazard Emergency Response
Act (ARER:\.) by an asbestos mspector accredIted under AHERA. (Inspector CertIficaTIon IS attached
to thIs report) An AHERA level survey IS reqUIred for all buildmg matenals for demolIton projects
and planned building renovanons Klemfelder's sefV1ces were performed m accordance ",nth our
authonzed scope-of-work (KJemfelder Proposal Number 60- yP 1850, dated November 20, 1997) A.n
assessment of amounts of asbestos contammg matenals was specifically excluded from the scope of
work; consequently, no quanTIty eSTImates are pro\l1ded. Sample locaton photographs were also
excluded from the scope of work. Sample locations are descnbed on the field data sheets and m the
text of the report.
Building f\1aterial Assessment
The site's bUIlding consist of a reSidence, a church, and a vacant bUIldmg formerly used as an anTIque
store. The ages of the buildmgs are uncertaIn. How.ever, most of the structures are belIeved to have
been constructed between 1960 and 1980 All of the bUIldmgs are Single-story wood frame structures
WIth either spread footIngs or concrete slab-on-grade floors. The reSidence has a concrete block
basement. The church structure IS less than approxImately 3,500 square feet In area and has an asphalt
compOSIte shingle roof The reSidence and the antIque store are less than approximately 1000 square
feet In area Wlth asphalt tar and wood shake/tar roofs, respeCTIvely Several small sheds (less than 200
square feet each of Similar construenon) and a well vault are also located on the property Arne and
subfloor msuIaton was either not present or consIsted of fiberglass.

Buildmg plans were not available at the TIme of our sIte \I1SIt. Therefore, sample locaTIons were
selected based on a \I1sual walk-through of the buIldmg to establish the different types of homogenous 1
suspect asbestos contaIning matenals. StatisTIcally random sampling locaTIons were not selected,
however, every effort was made by the sampler to choose randomly dIstributed sample locat1Ons of
suspect matenal takmg mto account: (1) matenal accessibility, (2) representatlveness of those matenals
reqUInng more than one sample, (3) safety of the sampler, and (4) lmutatons of the approved scope-of-
work. Due to budget and TIme constraInts, only one or two sample of most homogeneous suspect
matenals was collected for each of the three broad categones of asbestos-contammg matenals
surfacmg matenal, thermal system msulatIOn (TSI) and nuscellaneous matenal. (We dId not observe
TSI m any of the bUIldings we exammed.) EP A Statute 40 CFR 763 86 reqUIres that multple samples
of TSI and surfacmg matenal are necessary to confirm the absence of asbestos m a homogeneous
matenal. The number of samples requIred IS based on the amount of matenal encountered.
The purpose of the building-matenals survey was to evaluate whether buildmg matenals contamed
asbestos KJemfelder conducted a \I1sual survey of the site buildmgs, compiled a lIst of homogeneous
matenals, and collected samples of matenals suspected to contaIn asbestos. Klemfelder also evaluated
the fnabIlIty and phYSIcal condItlon of bUIlding matenals suspected to contaIn asbestos Accordmg to
the United States En\l1ronmental Protection Agency (D S EP A), a "fnable matenal" can be reduced to
dust or powder Wlth slIght pressure such as hand pressure. A "non-fnable" asbestos matenal contams
asbestos fibers whIch have been locked In by a bondmg agent, coatIng, binder, or other matenal so that
fibers are not released dunng approprIate use or handlmg.
The phYSical conditIon of bUIlding materIals collected for analYSIS was clasSified m the field. Asbestos
contaInmg buildmg matenals (ACBMs) m good condItlOn are those that have no \I1sible damage or
detenoranon. An -\CBM In good condItIOn does not present a health hazard If mamtamed m such a
conditIOn and left undIsturbed. An ACBM In faIr conditIon exhibits mInor damage (<10% area or
<25% localized) and has the potentia! of releasing asbestos fibers If dIsturbed. An ACBM m poor
condwon exhibIts sIgruficant damage (> 10% area or >25% localized) and has the potental of releasmg
asbestos fibers dunng use. The phYSIcal condItIon of the bUlldmg matenal, ItS fnabllIty charactenstcs,
and Its potental for disturbance were analyzed m the field to amve at a "Hazard Rank" number as
reqUIred under EPA Statute CFR 763 88 Accordmg to thIS statute, a hazard rank of 1 consttutes the
lowest potentIal hazard, while a hazard rank of 7 conSTItutes the highest potentlal hazard.
Other Project-Limiting Issues
The extenor roofing system was \I1sually surveyed for the type of matenals used. The AHERA
reqUired number of bulk samples were not collected from the roofing systems as the samplmg could
not be performed mthout ImpaCTIng the Integnty of the roofing, and/or slIck, pitched roofing matenals
could not be safely sampled due to abundant raInfall at the time of sample collecton. Therefore,
additIOnal samples of all roofing matenals should be collected and analyzed for the presence of
asbestos pnor to building demolItlon or renovatIOn. The roofing matenals on the antIque store and
church were fnable, and the antlque store roof was m poor conditIOn. However, our Inspector Identfied
that roofing matenals on the reSIdence were fully encapsulated Wlthm an asphalt/tar matnx and are

unlikely to be fnable under most removal condmons. Non-fnable ACBMs may be left In place dunng
demolInon If It IS certIfied by an accredited mdJ\I1dual (as defined by the regulanons) as remammg non-
fnable dunng demolItIon or disposal.
We were not granted access to the two sheds on the church property because they were locked.
AddJTIonally, we did not examme crawl space areas of any of the buildrngs (if they were present)
Therefore, these areas WIll reqUIre exammatIon and possible samplmg to estabhsh the presence of
asbestos pnor to bUIlding demolmon or renovaTIon. The well vault on the church property dJd not
contaIn suspect buildmg matenals. Similarly, the shed on the property adjacent Vancil Road dJd not
contaIn suspect bUIldmg matenals
MInor damage may have occurred to some of the matenals sampled as collectIon of bulk samples
reqUIres the removal of small quanntles of building matenals. KJemfelder may have applied a
temporary patch, If requIred, that may not have matched the ongmal finish.
The client did not pro\l1de Klemfelder Site-building documents such as architect's plans and
speclficatlons, renovation plans and speCificatIOns, shop draWings, etc Therefore, these documents
were not avatlable for Klemfelder to use m the compilatIOn of a homogeneous ffiatenals lIst. As these
documents were not aVaIlable for reVlew by Klemfelder, It IS possible that hIdden spaces may eXIst that
may contaIn ACBMs. Therefore, If suspect matenals are IdenTIfied dunng buildmg demolItIOn or
remodelmg m these spaces, then the matenals need to be sampled pnor to disturbance
Building-Material Survey Results
Samples were submItted to an accredIted (NVLAP certIficatIOn) laboratory for asbestos analysIs by
polanzed light mIcroscopy (PLM, according to U S EP A Method 600/R-93/l16) Sample locanons,
results, COndITIOn, fnabIllty, and hazard rank are presented on Table I Matenals found to contaIn
greater than I percent asbestos are hIghl1ghted on Table I The analyncallaboratory report IS attached.
In summary, analYSIS of 29 bUlldmg-matenal samples revealed asbestos 10 one linoleum sample from
the reSidence kItchen, and samples of white spray-on ceiling textunng m the church. Samples of other
surfacmg matenals located on walls and ceilings of all three buildings did not contam asbestos.
However, addItIonal samples of all surfacing matenals (other than the whIte spray-on ceIlmg textunng
m the church) are reqUIred under AHERA regulatIOns to confirm the absence of asbestos.
The U S EP A recommends "pOint counTIng" m addItIOn to PLM analysIS for all samples WIth asbestos
concentratIons between one and 10 percent. Pomt countIng IS more statIstically accurate for
determmmg lower concentratIOns of asbestos than the standard PLM method. Pomt countIng was not
reqUIred for the samples analyzed at thIS site because an exact determmatIOn of asbestos concentranon
IS not necessary The pomt counnng method may be used to further charactenze the asbestos content of
the wrote spray-on cellmg textunng 10 the church (Sample Nos. E 1-0 I-I, and E 1-02). These samples
were found to contaIn less than 5% asbestos by PLM methods. Therefore, they may not require
removal pnor to demolitIon If pomt countIng shows their actual content IS less than 1 %. If buildmg
matenals contam more than one percent asbestos, they are treated as asbestos contatnmg and reqUire
abatement pnor to disturbance. Addlt1Onally, abatement strategies are not dependent on the percent
content of asbestos.

Recommendations
Based on the results of our current samplIng, we recommend the followmg samplmg and/or analysIs
actIV1tIes pnor to building demolITIon or renovaTIon, or assume these matenals are asbestos contammg.
· Except for whIte spray-on ceIlIng textunng m the church, collect and analyze addi~onal
samples (up to 5 of each matenal) of all wall and cellmg surfacmg matenals to confirm
the absence of asbestos;
· Collect and analyze samples of suspect ACBMs m the crawl space areas of the applIcable
bUIldings and the two sheds on the church property to establIsh the presence of asbestos,
· Collect and analyze addITIonal samples of all roofing matenals to establIsh the presence of
asbestos,
· Re-analyze Samples E 1-0 1-1, and E 1-02 by the pomt count method to detenrune theIr
exact asbestos content.
Work aCTIV1TIeS m areas WIth asbestos, such as dnllmg, cuttmg, abradmg, sandmg, etc, must be
avoided unless conducted by a qualIfied contractor under controlled condItion m accordance WIth
federal, state, and local regulaTIons Typically, these asbestos-contamlng building matenals must be
abated pnor to renovatIon or demolInon of the SIte buildmg by a State ofWashmgton lIcensed asbestos
abatement contractor Add\t1onally, the contractor must manage asbestos contammg matenals m
accordance WIth Puget Sound Air PolluTIon Control Authonty (PSAPCA), US EPA, and Washmgton
OSHA regulaTIons.
Vanous regulatory agencIes have junsdlcTIon over projects dealmg WIth the abatement of ACBMs.
BUIlding matenals that contaIn greater than I % asbestos are regulated by the EP A and PSAPCA.
PSAPCA enforces the U S EP A NESHA.PS rule WIth respect to releases of asbestos to the
enV1ronment. (Note. Washmgton OSHA also regulates ACBMs WIth 1% or greater asbestos, as
applIcable to site workers.)
Buildmg O\VI1ers must nonfy lease space tenants, employees, and sub-contractors of the presence,
locatIon, health nsk, and work procedures to aVOid contact WIth asbestos m the home or work place. If
the buIldmgs WIll be occupied for a Significant amount of TIme pnor to demolITIon, an Operanons and
MaIntenance Program, Includmg two-hour asbestos awareness traIrung for maIntenance workers IS
recommended.
KleInfelder also recommends that an asbestos-project specificaTIon be prepared pnor to abatement
work. The purpose of the specificaTIon IS to solICit bids from qualIfied contractors, define the scope of
work, and establIsh appropnate work procedures

by other members of our profeSSIOn In Washmgton at the nme the work was completed. However,

Purpose of the Study
The purpose of thIS Survey was to locate, and assess, the suspect asbestos and lead contaInmg materrals
used m the buildmg located at 815 Yelm Ave Yelm, WA.
Goal
The goal IS to provIde an accurate mventory of known asbestosllead contaInIng matenals
Methodology
The survey was accomplIshed by usmg a combmatlOn of VIsual mspectlOn, and bulk samplmg of known,
assumed or suspect asbestos/lead contammg materrals ThIrty four samples were collected of suspected
asbestos/lead contaInIng materrals These samples were collected from exterror and mterror locatIOns of
the bUIldmg. Samples were collected by nustmg the area wIth amended water and carefully extractmg
the sample by cuttmg the suspect materral wIth a razor knIfe Each sample was placed m a clean plastIc
film canIsters The plastIC film canIsters were labeled wIth a unIque IdentIficatIon and a cham of custody
was completed for each sample
