KlEINFElDER 1 0 SUMMARY Mr Kenneth Baldndge of the Baldndge Development Group and Mulvanny PartnershIp requested Klelnfelder to perform a Phase I Environmental Site Assessment of the subject property located at the intersectIon of State Highway 507 (Bald Hill Road SE) and SE Vancil Road, In Yelm, Washington. The site consists of three parcels and IS currently occupied by a residence, church, a former antique-dealer bUilding and several other structures Dunng thiS Phase I Environmental Site Assessment, Klelnfelder Identified one Washington Confirmed & Suspected Contaminated (c&ScS) SIte WIthin I 0 mile of the subject property We also Identified possible hazardous matenal use, storage, and handling on the subject property, including the storage of numerous unlabeled drums and containers AdditIOnally, because of the age of constructIOn of the on-site structures, asbestos and lead paint are suspected to be present Based on the performed work, Klelnfelder recommends additional site assessment to evaluate the hazardous matenal containers Identified on-site (drums and 5-gallon buckets) and to determine If possible use of hazardous matenals on the subject property has resulted In contaminatIOn of soil and/or groundwater Klelnfelder also recommends that we be proVided with building access and suspected asbestos-containing matenals (AcM) In the on-site structures be sampled pnor to remodel1ng or demol1tlOn. KLEINFELDER Chain-of- Title Report Appendix B proVIdes a copy of the chaln-of-tltle report for the subject property The title report shows that the property has been owned by pnvate parties or the Congregation of Jehovah's Witnesses, a non-profit Washington Corporation, dunng the penod cOvered by the title report The report also shows an easement granted to Puget Power In 1994 for electnc transmIssIOn/distribution systems over a portIOn of the southeast corner of the property 5.0 INFORMA TION FROM SITE RECONNAISSANCE A~D INTERVIEWS Klelnfelder's assessment activities Included personal on-site and telephone interviews, and a property VISit ThIs section summanzes the findings from the site VISit and interviews A property VISit was conducted dunng the week of September 22, 1997, by a Klelnfelder representative, Ms Susan Hamson The purpose of the property VISit was to look for obVIOUS visual indicatIOns of hlstoncal or current operatIOns that may have resulted In possible soil and/or groundwater contaminatIOn. The site VISit Included a visual review of the property for indIcatIOns of activities such as waste storage and disposal, storm drainage, underground and above-ground storage tanks, and hazardous-matenal storage or use areas At the tIme of our site VISit, Klelnfelder had not received access pnvIleges to the SIte buIldings Observed conditions are described below We interviewed a current tenant In the reSidence located on the southeast corner of the subject property, regarding the status of empty drums stored In two locatIons near the reSidence The tenant indicated the drums were empty, but thiS could not be venfied by Klelnfelder dunng the site VISit We also interviewed Mr J W Foster, Assistant Fire Chief for the Yelm Fire Department, via telephone on October 7, 1997 Mr Foster mdlcated he was aware of the local history and did not believe any actiVitIes beSides what are currently present on the subject property have taken place there 5.1 Physical Setting AnalYSIS A reSidence, church, vacant bUilding (formerly an antique dealer), and several sheds are located on the subject property Fences are located near the western property boundary and on the east Side of the church, separating the reSidence and vacant building from the church. A septic dralnfield was noted Immediately west of the vacant bUilding, a well was noted ImmedIately south of the church, and a possible drywell was noted Immediately south of the property A storm sewer appears to run through the middle of the property It IS unknown whether the bUildings are currently prOVided With electnc, gas (natural or propane), or 011 heat. A natural gas connection was noted near the reSidence, as well as compressed propane gas cylinders, but It IS unknown whether thiS IS typical of the area. The title report In AppendiX A shows an agreement to extend City of Yelm water and sewer lines to the subject property, so It was apparently served by a welles) and septIc draInfields pnor to that time 60-1742/6017RI20 Copyright 1997 Klemfdde!- Inc. KLEINFElDER 5.2 Hazardous Substances in Connection with Identified Uses Possible hazardous substance containers were observed dunng the site VISit, most notably numerous drums and 5-gallon buckets These containers were unlabeled and It IS unknown whether there was anything inSide the contamers at the time of the site VISit The vacant antique dealer bUilding IS also a locatIon where solvents, varnIshes, and other furniture refinIshmg chemicals may have been used ThiS speculation IS strengthened by the eXistence of unlabeled liqUid-filled drums stored behind the buIlding and behind an adJacent shed 5.3 Hazardous Substance Containers and UnidentIfied Substance Containers Hazardous substance containers, some reported as empty and some containing unknown substances, were stored In at least four locatIOns on the subJect property See Section 5 2 above 5.4 Storage Tanks Site-review work performed dunng thiS assessment did not Identify underground storage tanks currently In use on the property However, It IS unknown whether there had been hlstoncal use of either above-ground or underground heatmg oIl tanks on the property associated WIth the reSidence or other buIldings 5.5 Indications of PCBs No liqUid-filled transformers were noted on the subject property Fluorescent lights With IIqUld- filled ballasts may be present In the church or In other buIldings These ballasts potentlaliy contain PCBs and should be dIsposed of properly If they are removed 5.6 Indications of Solid Waste Disposal We did not observe any indicatIOn of Improper disposal of solid waste on the property Howeve;-, abundant drums, yard debns, wood, planters, and other types of miscellaneous Junk were noted at several locatIOns on the property 5.7 Other Conditions of Concern Given the age of the some of the constructIOn on the subject property, the presenc~ of asbestos or lead pamt may be expected, however samples were not collected dunng thiS assessment to prove or dIspute thiS expectation. 5.8 Site Plan Please refer to Plate 2 of thiS report. 5.9 Local Agency Interview See SectIon 5 0 above 60-1742/6017RI20 Copynght 1997 Klcinfelde!- Inc. KLEINFElDER 6.0 FINDINGS AND CONCLUSIONS The following conclusIOns are based on Klelnfelder's knowledge of the subject property from our site observatIOns and informatIOn gathered dunng our review These conclUSIOns are subject to the limItatIOns presented at the end of thIS report, and may change If additional informatIOn becomes available. Klelnfelder has performed a Phase I Environmental SIte Assessment In conformance With the scope and limitatIOns of ASTM Practice E 1527 of the subject property Any exceptIons to, or deletIOns from, this practIce are described In SectIOn 2 3 of thIS report With respect to possible sailor groundwater contaminatIOn, this assessment revealed the follOWing eVidence of recognized environmental conditIons In connectIon With the property On-site . Possible hazardous matenal use, storage, and handling on the subject property were Identified dunng Klelnfelder's assessment ThIs Included storage of both empty drums and containers, as well as drums and containers With unknown contents However, Klelnfelder's scope-of-work speCIfically did not Include a review or evaluation of these Issues With respect to regulatory compliance or worker safety It IS also unknown whether hazardous matenals were discharged to the ground, septic systems, or elsewhere on the property . Because of the age of construction of the on-SIte structures, asbestos IS suspected to be present, though no asbestos samples were obtained dunng the site VISit (Klelnfelder was not prOVIded With budding access) . Because of the age of construction of the on-site structures, leaded paint IS suspected to be present on both the inSide and the outSide of the structures, though no paint samples were obtained dunng Klelnfelder's site VISit OfT-sIte . Our record review revealed one potential environmental concern resulting from an off-Site C&SCS site WIthin the ASTM-requlred search distance However, given the Identified off-SIte property locatIOn and dIstance relative to the subject property, thiS potential off-Site locatIOn IS not expected to cause SOlI or groundwater contaminatIon to become present on the subject property 60-I742/6017RI20 Copyright 1997 Kleinfelder Inc. Based on the performed work, Klelnfelder recommends addItIOnal site assessment to evaluate the hazardous matenal containers Identified on-site (drums and 5-gallon buckets) and to determine If possible use of hazardous matenals on the subJect property has resulted In contaminatIOn of soIl and/or groundwater Klemfelder recommends this work scope be prepared with the assIstance of the Baldndge Development Group and Mulvanny Partnership . Klemfelder recommends that we be provided with bUilding access and suspected asbestos- containIng matenals (ACM) In the on-site structures be sampled pnor to remodeling or demolition. If ACM IS Identified, It must be managed appropnately or disposed In accordance with local and State laws and regulatIOns . Because of the age of the structures on the subject property, lead paint may be present. Klelnfelder did not take paint samples for analysIs (again, no access) There are no current regulatory requirements to abate lead pamt m pnvate homes however a few precautions are recommended, and lead paint must be managed properly In commercial developments If the structures arc demolIshed, the paint on the debns can lIJ..ely be disposed In a tYPical constructlOn-debns landfill If there IS lead paint In exceedance of the Consumer Product Safety CommiSSion (CPSC) and Department of Housing and Urban Development (HUD) allowable level (600 ppm lead), then the indiVIduals contracted to do demolItIon work must be Informed, under worker nght to know laws It also should be noted that the U S Environmental ProtectIon Agency and the Department of HOUSIng and Urban Development IS requIrIng disclosure of lead-based paint information In housing sales and leases (59 Fed Reg. 54984, November 2, 1994) .
