Case No ZON-988223- YL Page 2 December 3, 1998 APPLICABLE STANDARDS AND POLICIES Comprehensive Plan The Comprehensive Plan designation for the site is Low Density Residential Yelm Municipal Code Yelm Municipal Code Title 14, Environment, Title 17, Chapter 17 96, Amendments, Rezones and Variances, Chapter 17 12, Low Density Residential (R-4) and Chapter 17 27, Heavy Commercial A. Proposal. The proposal is for a rezone of tax parcel 6430330010 from residential to commercial and an amendment to the comprehensive plan land use map The site is currently designated as low density residential in the comprehensive plan and R-4 District from the zoning code The proposed rezone and subsequent amendment to the comprehensive plan land use map is for the site to be designated as commercial and the zoning designation changed to C-2 Heavy Commercial B. Backaround The City annexed the site in January 1998 Prior to the annexation, the City completed a road improvement project which included the realignment of Morris Road Prior to the realignment the subject property was on the southeast corner of Bald Hills Road and Morris Road and adjacent to properties zoned Low Density Residential (R-4) With the realignment of Morris Road the property is now adjacent to Commercial properties Morris Road now physically separates the parcel from properties zoned residential C. Plannina Commission Action. The Planning Commission held a public hearing and considered the rezone and comprehensive plan amendment on September 21, 1998 Upon consideration of the findings as presented at the Public Hearing and the public comment received, the Planning Commission, in a unanimous vote recommends the City Council approve the Rezone, Case #ZON-988223- YL and amendment to the Comprehensive Plan Land Use Map D. City Council Action. Following the next agenda item, the public hearing regarding the Capital Facilities Plan and Comprehensive Plan Amendment the City Council may take one of the following actions on this proposal approve the rezone and comprehensive plan amendment as forwarded by the Planning Commission, approve the rezone and comprehensive plan amendment with modifications or deny the rezone and comprehensive plan amendment.
