The City has completed our first review of the proposed storm dramage/pavmg plan for
the Amtech CorporatIOn facility and we offer the followmg comments

2 Indicate total number of stalls mcluded for project.
3 Indicate locatIOn of ADA parkmg stalls, mclude a detail of the proposed
ADA stalls
4 The DOE Manual reqUires that blOfiltratlOn swales less than 2% be
constructed With underdrams to prevent pondmg, pondmg mhiblts the
short and long term establIshment of grass We recommend that the
project engmeer revise the design to mcorporate an underdram that WIll
direct seepage to the mfiltratlOn gallery or revise the vertical alIgnment to
mamtam at least a 1 % slope
5 Due to the depth of the blOfiltratlOn swale With proposed 3 1 slopes, the
top of Side slope for the blOfiltratlOn swale cannot be contamed withm the
property limits, Ie, the daylIght Ime falls approxImately ten feet north of
the north property Ime based on the topographic mformatIon shown.
Without retamment, the top of slope would also encroach mto the new
pavmg hmlts, at a 3 1 slope
6 Confirm there are no wells (onslte or off site ) wlthm 100 feet of the
proposed mfiltratlon trench.
7 Will the proposed dramage system handle future storm water reqUirements

The City of Yelm has completed our first review of the water
improvement plan for the Amtech Corporation and we offer the
following comments.
Sheet #1  Water Plan
1. Provide calculation to confirm fire flows from
the proposed hydrants.
2. Based on a 150 foot radius for building coverage there
may be a need for an additional hydrant
3 Provide g\,lard post for the second in-line hydrant.
4 Provide stationing on the water line
5. Provide water line profile & trench detail.
6 The Clow F-2500 is no longer an accepted fire hydrant.
7 Separate the potable water from the fire water and
install a water meter at the property line.
8 Is a fire sprinkler system to be installed?

On Wednesday, September 16, 1998 I accepted AMTECH's Application for Site
Plan Review submitted by Michael N Antonoff, PE (Civil Engineer, 862-6763)
I was unable to locate any documentation describing the various submittal
requirements for this particular application I spoke with Shelly who notified me
that AMTECH's submittal requirements were not as comprehensive as might be
for other Applications for Site Plan Review With this in mind, I accepted a check
for $65000 (fee), in addition to 8 blue line copies of a site plan and 5 copies of
an environmental checklist.
Mr Antonoff informed me that the mailing labels would be faxed to City Hall that
same day I informed Mr Antonoff that if the fax did not arrive I would give him a
call I also told Mr Antonoff that a delay in delivering the mailing labels may
cause the processing of the to also be delayed As of 5 00 P m on 9/16/98 no
labels had been faxed I followed up on this by leaving a message on Mr
Antonoff's voice mail
Dana and I assigned file no SPR-98-8224-YL to this project and created a file
which now resides in the SCHWAB 1000 (planning project files drawer). This is
where you will find the application, site plan, environmental checklist, a copy of
the $650 00 check, Mr Antonoff's business card, as well as a copy of this memo

This letter is to confirm the decisions reached between the City of Yelm and~ AMTECH during our
August 19, 1998, meeting
1 By September 15, 1998, AMTECH will submit an application and supporting
documentation for Site Plan Review (SPR), a wat~r plan and a SEPA checklist.
2. By September 30, 1998, the City will have completed its review of the water plan.
3 AMTECH will provide a schedule for completion of all the site improvements (water loop,
parking lot, stormwater facilities, landscaping, etc.) with the application for SPR.
4 The application for SPR and environmental checklist will be processed in accordance
with City regulations and should be complete in approximately 10 - 12 weeks from the date
of application

display or retail area, plus one stall for each vehicle owned, 'leased or

Gravel area along Stevens Street, currently being used as the parking lot,
will need to meet the minimum requirements If the area is larger than
required, the entire area will need to be paved to prevent usage of gravel
area for parking or excess area could be used to meet landscaping
requirements
All parking areas located adjacent to any private street or public street
right-of-way shall provide a minimum five-foot planted buffer strip between '
the parking area and the right-of-way
Landscaping Chapter 17 80, Type II, III, IV and V
Type II landscaping is used to provide visual separation of compatible uses
Type II landscaping is required to soften the appearance of streets, parking
areas and building elevation Along the public right-of-way on Stevens Street a
minimum five (5) foot planting strip is required between the right-of-way and the
parking lot. The Yelm Development Guidelines, 4G 110, Parking lots provides
further detail on landscaping requirements
Type III landscaping provides visual relief where clear sight is desired This
landscaping includes street trees and vegetation required with frontage
improvements and along pedestrian walks for separation of pedestrians from
streets and parking areas
Type IV landscaping is needed to provide visual relief and shade in parking
areas Parking areas shall have at least twenty-four (24) feet of landscape
development for each parking stall
Type V landscaping is required for all storm water facilities
Irrigation is required
A conceptual landscaping plan is required with application for Site Plan Review
Final landscaping and irrigation plan is required as element of civil drawings
SEPA.
Environmental checklist required for all buildings in excess of 4,000 sq ft.
or more than 20 parking stalls associated with the building

Site Plan Review, Chapter 17 84, with environmental checklist is an
administrative process Minimum application requirements are
located in Section 1784060 A project of this size can expect
completed review in approximately 12 - 14 weeks Land use
approval typically contains conditions of approval that the applicant
must complete Decisions regarding phasing of improvements will
occur during the site plan review process
Following land use approval the applicant is required to submit final
civil construction drawings to the Public Works Department for
review and approval and satisfy all conditions of approval Upon
satisfactory completion of all conditions the applicant can submit
building plans for approval

Sewer - The Amtech Inc site is currently connected to the
City Of Yelm STEP Sewer System The present tank will continue to
accommodate current sewage flows However, additional demand may
require enlarging the system to handle any increased flows.
Enlargement of the STEP collection system will include additional
connectiqn fee's based on the current Equivalent Residential Unit
(ERU) cost of $1,000 per ERU (qne ERU equals 240 gallons of
discharge per day) and inspection fees of $125 When the Sewer ERU
rate is increased, the connection fee will increase to $4,000 to
$5,000 per ERU
Water - The Amtech Inc. site is currently served by a 10"
water nlain on Railroad St N W

1) Upon OAPCA Board approval of our Notice of ConstructlOn to mcrease
emissions to 99 Tons per year and upon expiration of the 30 day appeah
penod, provided the board deCISion IS not appealed, Amtech will provide to
the CIty ofYelm plans for the fire loop These plans will be provided no later
/ than two (2) weeks after the expIration of the ,thirty day appeal period. Upon
City ofYelm approval Amtech will schedule themstallation of the fire loop

The City does not require additional environmental review The Mitigated Determination
of Non-Significance issued April 6, 1995, is the applicable determination for the Spray
Paint Booth as proposed in the Notice of Construction, dated April 17, 1996

subjected to the mitigation condition set forth below this proposal does
not have a probable significant adverse impact on the environment.
Therefore, an environmental impact statement (EIS) will not be required
under RCW 43.21C.030(2) (c). This decision was made after review of a
completed environmental checklist and other information on file with the
lead agency. This information is available to the public on request.
The condition imposed pursuant to WAC 197-11-340,-350 is:
AMTEC Corporation must secure approval and all applicable perrni ts from
the Olympic Air Pollution Control Authority. All conditions of
approval set forth by Olympic Air Pollution Control Authority shall
be met by AMTEC Corporation.
This Mitigated Determination of_ Significance is issued pursuant to
Washington Administrative Code 197-11-340(2). The City of Yelm will not
act on this proposal prior to 5:00 p.m., Thursday, April 21, 1995.

Sewer - The Amtech Inc site is currently connected to the
City of Yelm STEP Sewer System The present tank will continue
to accommodate current sewage flows However, additional demand
will require enlarging the system to handle any increased flows
Enlargement of the STEP collection system will include additional
connection fee's based on the Equivalent Residential Unit (ERU)
cost of $1,000 per ERU (one ERU equals 240 gallons of discharge
per day and inspection fees of $125
Water - The Amtech Inc site is currently served by a 6"
water main on Railroad St N W
Fire - Fire protection to the buildings must be provided.
Minimum required is hydrant coverage of 150 foot radius of all
structures Fire flow requirements will necessitate water line
improvements within the project site to insure sufficient fire
flows Current Static is 59, Residual 20, Flow = 640gpm

Drainaqe - Required as per the Cities "Development
Guidelines" A preliminary stormwater report and conceptual site
layout is required with application A final stormwater report
and engineered drawings are required with submission of civil
site plan drawings
Frontaqe - One-half street frontage improvement requirements
on Stevens St N.W. will be determined through the SEPA review
process. A "waiver of protest" agreement to participate in a
future Stevens St. N W. frontage improvement project may be
allowed. Dedication of approximately 15 feet of frontage on
Stevens St N W will be required to construct the commercial
collector street section One-half street frontage improvements
will be "Commercial Collector II as per the City of Yelm
"Development Guidelines" (see attached)

This letter IS to confirm the decision Amtech Corporation reached WIth the City ofYelm
this date with respect to the schedule of required site improvements. In attendance from
Amtech CorporatIOn, RIchard E. Clarke, PreSIdent, Robert Jones and Eleanor Hargrave.
CIty representatives were Shelly Badger, Chief Administrator, CathIe Carlson, Planmng
Department and Jerry Prock, Buildmg Department. Further to our meetmg this date, and
upon obtaining financmg, Amtech is committed to the followmg schedule for required
site improvements.
1) Upon OAPCA Board approval of our Notice of ConstructIon to mcrease
emIssions to 99 Tons per year and upon expiratIon of the 30 day appeal
penod, proVIded the board deCISIon IS not appealed, Amtech will proVIde to
the City ofYelm plans for the fire loop These plans will be provided no later
than two (2) weeks after the expiratIon of the thIrty day appeal period. Upon
City of Yelm approval Amtech will schedule the InstallatIOn of the fire loop
2) WithIn thirty (30) days of proViding the City of Yelm with plans for the fire
loop, Amtech Will proVide the City of Ye1m, engmeer's deSign for the parkmg
lot, landscaping, buffer zone and drainage system along With a schedule for
completIon.
