Thanks I received you e-mail and will be expecting the $50 00 fee shortly I've had a chance to review your lot layout and
I have a couple of questions
1 What happened to the first, three lot layout that we approved the first time?
2. We are concerned with the current lot configuration for future development. The 88' width between lots 1 and 2 in
addition to the 60' width to the east of lot 1 will provide to many access in the future You need to go back to your first
configuration or if you want to retain the 88' frontage between lots 1 and 2 you need to incorporated the 60' as part of lot 1

Exhibit "A", attached hereto and by this reference thereto incorporated herein as though

1 That said real property has been subdivided In accordance with the provisions
of Chapter 58.17, Revised Code of Washington, and City of Yelm Ordinance No. 185, and
that said subdivision was approved by the City Engineer of the City of Yelm, State of

subject to the following covenants and conditions.
A) Said described real property may not be further subdivided in any

Hi Cathie - I thought that I would try this mode of communication - phone tag is not good!
We have changed the short plat - a little - we have combined lots 2 and 3 (little red
(problem) house and our house) Therefore, the short-plat now consists of Just cutting out
lot 1 (blue house) of the 13 acres
Anyway, we would like to know if we would still need the county to sign off on the little
house's septic if it remains on the large parcel with our house? Mother-In-Law house
(actually Mom's house)?
I went down to certify the septlcs on lot 1 and our house and they wouldn't do It because
they need separate parcels! I explained and they will do It with a lot of paperwork!! To be
continued
The cost to hook the red house to septic is around 11,000 and the house isn't worth it. We
feel It would be better to see it dozed and make way for houses when we sell the entire
parcel (lot 3) in the future Any ideas?
The survey will be next week sometime!

Dear Robin and Barb
The City of Yelm has completed its review of the above referenced project. Preliminary short
plat approval is granted based upon the following findings of fact. Final Short Approval can be
obtained upon satisfactory completion of all conditions of approval stated hereafter
Open Space
Findincr Yelm Municipal Code (YMC) 16 14 040(B)(C) requires all single family residential
developments dedicate a minimum of five percent (5%) of the gross area of the proposed
development for open space or pay a fee in lieu of open space dedication as provided in YMC
1614060 The park fee-in-Iieu provision of the City Code provides for the acquisition(
development, and operation of the City's park system consistent with the requirements of the
comprehensive plan to assure the community as a whole that adequate park facilities will in fact
be present in a timely fashion, consistent with City standards.
Conclusion. City staff has determined that the dedication of open space at this time does not
meet the intent of Ordinance 516 and is not in the best interest of the City Lot 3's future
potential for urban development at densities of six units per acre is significant. Therefore,
dedication of open space shall occur at such time lot three (3) is further developed Future
open space provided on lot three (3) shall include open space requirements for lot one (1) and
two (2).

per current open space standards Open space requirements for lot one (1) and
lot two (2) shall be provided for on lot three (3).
Critical Area
Findina: The subject site encompasses Yelm Creek and associated floodplains. The proposed
short subdivision retains the critical areas in a single lot (Lot Three)
Conclusion. The proposed short plat does not include any improvements and/or jeopardize the

function of the flood plains associated with Yelm Creek.
~ondition of Approval Please incorporate an accurate depiction of the flood plain and the 200'
shoreline boundary on the final short subdivision map The flood plain information can be
obtained from Thurston County Geo Data Center
Transportation
FindinQ Yelm is a small compact community most directly affected by two state highways which
bisect the community The two state highways are used by local residents for transportation
throughout the city and for access to commercial and residential areas throughout the
community In lieu of widening existing streets, the City has elect to create certain alternatives,
Y-1, Y-2, Y-3 which will avoid the need to significantly widen existing streets, and particularly
Yelm Avenue New developments do in fact burden the city's central streets, and unless the
bypass alternatives are accomplished, the City would have to require developers to pay the cost
of the internal street widening The city plans show and the City finds that adequate facilities will
be accomplished better and in a timely fashion by bypass facilities as a substitute for the
widening of existing facilities As a result, the City finds that the regional plans in fact benefit
projects in all areas on the City and will accomplish the goal of providing adequate facilities to
City standards within a reasonable time to serve the demands created by the proposed project.
~Conclusion The final short plat will not create any additional single family lots, therefore no
impact to the transportation system would occur from this short subdivision Future development
of the lots will require mitigation relevant to new transportation impacts to the city system
Water Supply
FindinQ The City's Water Comprehensive Plan identifies a portion of the City area for service
The City is pursuing additional land areas for approval and the extension of facilities.
Completion of such activities is dependent on grant and developer funding, as well as planned
bonding and existing public funds The status of such plans and funding sources must be
considered in any review of concurrency Developer extensions and or dedications, latecomer
agreements, oversizing agreements, and the creation of local improvement districts may all be
considered In the event of a new funding source, however, concurrency is not found until the
funding source is in fact in place - e g award of a grant, a binding letter commitment for third
parting funding, or the successful formation of a local improvement district. Any necessary water
rights are considered, only after approved for municipal use by the Washington State
Department of Ecology, or appropriate appeals board, and the time for appeal or challenge has
expired
The current on-site well is serving the three existing homes and the applicant is not proposing
any additional water consumption
~clusion The project site is in the City water service area and water is available at this time
Until such time additional water is required,to serve the site the City will not require the applicant

The layout and dimensions of existing and proposed street and alley rights-of-way,
utility and access easements and lots and blocks.
The location of other significant features such as clty limits, section lines and section
comers.
Existing and proposed contours of the proposed subdivision for a distance of fifty feet
beyond the boundaries of the proposed subdivision at two-foot contours for slopes less
than five percent and five-foot contours for steeper slopes.
Existing and proposed survey and elevation monuments.
The boundaries and purpose of parcels of land intended to be dedicated or temporarily
reserved for public use, or to be reserved for common use of property owners or residents
