The trio opened the doors to
their Yelm Ave location, directly
next to Margarette's jewelry shop,
on July 8 and they haven't experi-
enced a dry day since.
"We wanted to provide wine to
the community and offer some
more reasonable prices," Stefan
says. "All in a very nice environ-
ment."
Yelm resident and fine-wine
connoisseur Paula Atti said she
comes to The Wine Cellar for
those very reasons.
"It's friendly, it's helpful, all of
those things," she said. "It's great
to have such a nice wine store in
Yelm."
In addition, Atti said, the large
selection of wines doesn't hurt.
With close to 250 varieties of
imports and exports from as far
away as Australia to as near as
California, The Wine Cellar, at
approximately 600-square-feet, is
like no other wine shop in south

"I was wanting to get into
something new," Nancy said.
While Stefan crafted the
immaculate wooden wine racks,
Margarette designed the layout
and decorated the wine barrels
with the wine accessories that
they also sell.
"The atmosphere is wonder-
ful," Nancy exclaimed, offering
customers a taste of the day's
wine.
The Wine Cellar - which also
carries wines from France, Spain,
Italy and Chile, among others -
will be holding several wine tast-
ing events each month at their
shop Stefan said that dates and
times will depend on the suppliers
and importers, but customers will
be informed well in advance.
The Wine Cellar is located on
Yelm Avenue and is open noon to
7 p.m., Monday-Friday and 10
a.m. to 6 p.m., Saturdays.
Family plans ceremony to
remember drowned Yelm boy
The family of Anthony
Almeida, a Yelm student who
died a year ago while on vacation
at Ocean Shores, invites his
friends and family to gather to
remember him.
Arthur and Edie Almeida of
Roy invite friends into their home
at 7 p.m., from Friday, Aug 18
until Friday, Aug. 25 The First
Anniversary Rosary of their son
will be held on the afternoon of
Saturday, Aug. 26. The rosary
begins at 4 30 p.m. in St.
Columban Catholic Church in
Yelm, followed by mass at 5 p.m.
The Almeidas will have a
reception in the church hall after-
ward.
Almeida and friend Adam
Schick were body surfing at the
beach at Ocean Shores on Aug.
26, 1999, when the two were
bowled over by waves and pulled
under the surface by the rip tide.
Schick escaped the rip tide, but
was unable to save his friend.
In the year since Almeida's
death, friends and fellow students
have worked to raise funds and
created scholarships and awards
in his honor.
Contributions may be made to
the memorial scholarship in his
name at Twin County Credit
Union.
Five weeks work left on new Yelm pizza parlor

A new pizza parlor in Yelm may
be open for business in about five
weeks.
The interior is completed, and
construction workers say the
building could be open as soon as
September.
During the past couple of
weeks, construction workers with

started putting finishing touches to
the building's exterior, installing
pavement drains and grease traps
and pouring sidewalks. The
restaurant awaits paving for a
parking lot, as well as furnishings
inside.
Heath said that, the City of
Yelm has been very helpful,
adding that this is one of the easi-
est cities to build in.
When finished, Mama Dots will
be the first restaurant in a possible
new chain.
The restaurant's owner and
developer, Seattle developer Clem
Heath of Heath Properties, report-
edly named the parlor after his
wife, Dorothy
Heath, an Eatonville resident,
said he decided to open a pizza
chain in Yelm on the advice of his
wife. Heath had already tried out a
prototype restaurant in Winlock,
and plans on testing several
recipes in Yelm.
Construction moved quick on
Mama Dots this spring, but
slowed in late summer. More work
awaits the arrival of the new man-
ager.
The building will have seating
for 64 people and separate in-
house dining and a separate ban-

and WHEREAS, the CITY has required as a condition of approval of the OWNER's

in Section 2 herein For purposes of thiS Instrument, "nghts of protest" shall mean only
those formal nghts to protest contained within the LID, ULlD or Latecomer Ordinance and
Agreement statutes, except, however, nothing herein shall constitute a waiver by the
OWNER or the OWNER's heirs, assigns or successors in interest, of the right t object to the
OWNER's individual assessment amount or latecomer charge or to appeal to the Superior
Court the deCISion of the Council affirming the final assessment roll or latecomer ordinance
and agreement, which rights are specifically preserved
4 The OWNER hereby grants and conveys to the City Engineer of the City of
Yelm, or his successor In interest or designee, a Special Power of Attorney to exercise any
and all rights of the OWNER, including any purchasers, mortgage holders, lien holders or
other person who may claim an interest in the property descnbed herein above, to
accomplish the follOWing At such time as a Local Improvement District, Utility Local
Improvement District, or Latecomer Ordinance and Agreement is proposed that would
cause said improvements to be made available to the OWNER's property described herein
above, to execute a Petition on behalf of the OWNER for the creation so such LID, ULlD or
Latecomer Ordinance and Agreement. This special Power of Attorney is granted in
consideration of the CITY executing thiS Instrument, and shall be a power coupled with an
interest which may not be terminated This Special Power of Attorney shall not be affected
by the disability of the OWNER
5 !f the OWNER fails to perform in good faith in accordance with this
Instrument, it is agreed that the CITY may discontinue utility service to the property
described herein, after giving 20 days notice thereof and an opportunity for hearing thereon,
or may pursue other equitable or legal remedies
6 The OWNER hereby declares that Clement and Dorothy Heath Is/are
the sole owner(s) of the property described herein and has/have full power to commit said
property to this Agreement, Waiver oT Protest and Special Power of Attorney

Water ERU's (equivalent residential units) are based on a consumption rate
of 240 gallons per day and are currently charged at a rate of $1,000/ERU
inside city limits. This fee is payable at time of building permit issuance.
Consumption will be monitored for six months to determine if additional
ERU's need to be purchased
Drainaae/Storm water. The completed project will increase impervious
surfaces on the site and adjacent streets. Impervious surfaces create
stormwater runoff When uncontrolled and untreated stormwater runoff
can create health and safety hazards. YMC requires all development to
comply with the Stormwater Manual for the control and treatment of
stormwater runoff.
Stormwater facilities require continued maintenance to ensure they remain
in proper working condition.

The applicant shall design and construct all storm water facilities in
accordance with the DOE Storm Water Manual, as adopted by the City of
Yelm. Best Management Practices (BMP's) are required during
construction of the storm water facilities. The applicant shall compile a

shall collect and dispose of all stormwater on site. A grading plan will be
required
The applicant shall submit a storm water operation and maintenance plan
to the Public Works Department for approval prior to recording the binding
site plan.
Fire Protection - Fire protection is provided by the Thurston County Fire
District #2.

The applicant shall submit fire flow calculations for existing hydrants to
meet current city standards for this project.

and property owners within 300 feet of the project site These recipients, and any others who submit a
written request to be placed on the mailing list, will also receive the following items when available or if
applicable Environmental Threshold Determination, Notice of Public Hearing and Notice of Final
Decision If the proposed project requires a City Council decision, it will be mailed to all those who
participate in the public hearing and to anyone else requesting the decision in writing Additionally, there
will be a 15-day public comment period when the environmental determination is issued Opportunities
for appeal occur within twenty one (21) days after the date the environmental determination is issued
City Council decision can be appealed through Superior Court.

SITUATE IN THE COUNTY OF THURSTON, STATE OF WASHINGTON
and WHEREAS, the CITY has required as a condition of approval of the OWNER's
site pian/subdivIsion for said property that the OWNER participate In the construction of
certain utilities and/or street improvements as they directly relate to said property and the
OWNER desires that said requirement be delayed until projects are formulated for the jOint
participation of other affected owners
NOW, THEREFORE, IT IS HEREBY AGREED BETWEEN THE PARTIES as

which Improvements are more specifically described as follows
The owner agrees to participate in site frontage improvements to Yelm Avenue East.
Improvements shall be from centerline of the right-of-way and along the property frontage
Improvements shall be constructed to an urban arterial standard The property owner shall
dedicated the necessary right-of-way for said improvements along the property frontage
The property owner shall also provide a 10' utility easement behind the public right-of-way
3 The OWNER hereby waives all rights to protest against future Local
Improvement Distnct (LID), Utility Local Improvement District (ULlD), or Latecomer
Ordinance and Agreement proceedings for the construction of said improvements described
in Section 2 herein For purposes of this Instrument, "rights of protest" shall mean only
those formal rights to protest contained within the LID, ULlD or Latecomer Ordinance and
Agreement statutes, except, however, nothing herein shall constitute a waiver by the
OWNER or the OWNER's heirs, assigns or successors in interest, of the right t object to the
OWNER's individual assessment amount or latecomer charge or to appeal to the Superior
Court the deCISion of the Council affirming the final assessment roll or latecomer ordinance
and agreement, which rights are specifically preserved
4 The OWNER hereby grants and conveys to the City Engineer of the City of
Yelm, or his successor in interest or designee, a Special Power of Attorney to exercise any
and all rights of the OWNER, including any purchasers, mortgage holders, lien holders or
other person who may claim an interest in the property described herein above, to
accomplish the following At such time as a Local Improvement District, Utility Local
Improvement District, or Latecomer Ordinance and Agreement is proposed that would
cause said improvements to be made available to the OWNER's property described herein
above, to execute a Petition on behalf of the OWNER for the creation so such LID, ULlD or
Latecomer Ordinance and Agreement. This special Power of Attorney is granted in
consideration of the CITY executing thIS Instrument, and shall be a power coupled with an
interest which may not be terminated This Special Power of Attorney shall not be affected
by the disability of the OWNER
5 If the OWNER fails to perform in good faith In accordance with this
Instrument, it is agreed that the CITY may discontinue utility service to the property
descnbed herein, after giving 20 days notice thereof and an opportunity for hearing thereon,
or may pursue other equitable or legal remedies
6 The OWNER hereby declares that Clement and Dorothy Heath Is/are
the sole owner(s) of the property described herein and has/have full power to commit said
property to this Agreement, Waiver of Protest and Special Power of Attorney
7 This Instrument constitutes a covenant running with the land and shall be
finding on all heirs, assigns, transferees, and successors in Interest

the project's impact and fee use the following formula for new areas using
the Restaurant category'
New Trip Rate x gross floor area + 1,000 x $750 00 = TFC
You are charged for new trips only, to determine the credit you
would receive for traffic generated by the existing use
(miscellaneous .retail), follow the first three steps of the above
formula and subtract that product from the number of new trips your
use generates

Site Plan Review, Chapter 17 84 is an administrative process which
takes approximately 6-8 weeks to complete Minimum application
requirements are located in Section 17 84 060 Land use approval
typically contains conditions of approval that the applicant must
complete prior to receiving a building permit.
Following land use approval the applicant is required to submit civil
construction drawings (if applicable) to the Public Works
Department for review and approval and satisfy all conditions of
approval Upon satisfactory completion of all conditions the
