Mayor Foster called the meeting to order at 6:00 pm.

Public Notice -City Council Position #3 Vacancy
Mayor Foster explained that Council Position #3 would be posted for two weeks
and then reviewed by Council at the October 11, 2016 Council meeting. The
Candidates will be expected to attend that meeting and briefly address Council.
Council will then go into an Executive Session to discuss the qualifications of the
applicants. Then Council will appoint a new member in the open meeting.

10. Mayor and Council Initiatives
Councilmember Curry attended the Yelm Adult Community Center and reported
they are doing fine and would like to invite anyone to attend anytime.
Councilmember Carmody the Intercity Transit Board had a meeting with the
Citizens Advisory Committee and a planning session. Everything is moving along
smoothly. The Community Investment Partnership (CIP) is working to improve and
streamline the way they accept proposals for grants.
Councilmember DePinto attended a presentation at the South Thurston
Economic Development Initiative meeting. Councilmember DePinto announced that
the Town of B-o-ocoda would be having their annual Haunted House the month of

October. They temporarily renamed the Town to get into the theme and encourage
everyone to attend. Councilmember DePinto was also invited to attend Yelm Court
to see how it operates and the staff that operates it.
Mayor Foster thanked Council for volunteering to be on the committees to further
the communications between Council and the departments of the City. Mayor
Foster has assigned the following Councilmember's to departments -
Public Works-Councilmember's Hendrickson and Wood
Police Department -Council member's Stillwell and Curry
Community Development Department-Councilmember's Carmody and DePinto
Finance Department -Council member's Curry, Carmody and Stillwell
In addition, Councilmember's represent on the following Committees and Boards.
Councilmember Curry has volunteered to be on the Thurston County Solid Waste
Advisory Committee (SWAC) and the Yelm Adult Community Center.
Councilmember Carmody is on the Intercity Transit Board and the Community
Investment Partnership (CIP).
Councilmember Hendrickson is on Thurston County EMS -Medic One and the
Yelm Emergency Operations Board.
Councilmember Stillwell is on Thurston County Economic Development Council.
Councilmember Wood is on TComm 911 Admin Board and the Thurston Regional
Planning Transportation Committee.
Councilmember DePinto is on the Thurston County Law and Justice Committee
and the South Thurston Economic Development Initiative (STEDI) group.
Mayor Foster reported he has been very busy in the office the last couple of weeks.
He also attended the Thurston County Chamber meeting. It was a candidate's
forum. Mayor Foster also attended the Nisqually River Council meeting that was
held at the Yelm Community Center. The meeting went well and everyone that
attended was very impressed with the new Community CenteWt

attended the Council Retreat; Thurston Thrives Directors meetir�ghe Nisqually
Watershed Festival held at the Billy Franks Jr. National Wildlife Refuge; the
Economic Development Committee Workgroup Overview; worked within
departments for budget preparations; worked with the Prothman Company to
repost the City Administrators position and other things. We have a temporary new
Building Official to replace Gary Carlson who retired. His name is Ron Kemp. There
has been continued success with the Yelm Police Departments Facebook page.
Chief Stancil stated it has reached about 50,000 people. It has been very positive.
This is Janine Schnepf last City Council meeting due to her retirement and thanked
her for her years of service with Yelm. Janine stated it has been an honor to be
City Clerk/HR Manager. This is Interim City Administrator Bill Brandon's last
meeting as well. His contract with Prothman expires at the end of September and
he will be returning to his retirement. Mayor Foster thanked Bill for going far
beyond the expectations of the initial contract and being helpful to every
department and Councilmember. Bill Brandon stated that it has been a pleasure.
When you come in to an interim position, you do not know what to expect. Yelm
exceeded his expectations. It has been wonderful working with each one of you,
the department heads and staff. Yelm is a great community with great staff and a
great place to live. Congratulations to you for having a great City. Mayor Foster
announced with great pleasure that Lori Mossman, Deputy City Clerk has accepted
the City Clerk's position as of October 1. She will be working closely with Janine for
the first week of October. Janine's last day will be October 7.
