The Yelm City Council has granted a Conditional Use Permit for the New Beginnings Foursquare
Church located at 512 "B" Yelm Avenue West. The permit is for use as a church as described in
the staff report dated February 9, 2000 The permit is granted based on the following condition of
approval
1 The applicant shall limit organized activities to week nights after 5.00 p m and weekends
due to conflicting parking requirements Monday through Friday, 800 a.m to 5 00 P m
Conditional Use Permits are a Type III, Quasi-Judicial approval An appeal of this decision can be

STAFF REPORT - SUMMARY STATEMENT AND DEPARTMENT RECOMMENDATION.
Staff recommends the City Council approve the above referenced project as forwarded by the Yelm
Planning Commission which is based on the following
Based on the findings of facts presented in the Planning Commission staff report dated February 9,
2000, and as conditioned below, the proposal meets all land use codes and development requirements

space to a Church The applicant is not proposing any physical changes to the site The Church meets
twice a week. Sunday from 800 a.m to 12:00 p m and Wednesday evenings at 7 00 P m The current
weekly average for Sunday attendance is 20 people (adults and children) and mid-week attendance
average of 7 people

The Yelm Planning Commission held a Public Hearing regarding the proposal on February 22,2000
After review of the staff report the Planning Commission recommends the City Council approve the
special use permit with the condition of approval as listed above

The City Council may take on of the following actions approve the Special Use Permit as forwarded by
the Planning Commission, approve the Special Use Permit with modifications, return the Special Use
Permit to the Planning Commission for further review, or deny the Special Use Permit.

recommendation of action to the City Council The Public Hearing is tentatively set for Tuesday, February 22,2000, at 4'00
p.m., City Council Chambers, City Hall, 105 Yelm Ave W
This notice has been provided to appropriate local and state agencies, sub-area project list subscribers, and property owners
within 300 feet of the project site These recipients, and any others who submit a written request to be placed on the mailing
list, will also receive the following items when available or if applicable Environmental Threshold Determination, Notice of
Public Hearing and Notice of Final Decision. If the proposed project requires a City Council decision, it will be mailed to all
those who participate in the public hearing and to anyone else requesting the decision in writing Opportunities for appeal
occur within twenty one (21) days from the date of this notice City Council decision can be appealed through Superior
Court.
