Tami - 11/30/2016 - 245 City of Yelm Memorandum To: Grant Beck, Community Development Director From: Tami Merriman, Associate Planner Date: August 5, 2016 Subj: 9349 Prairie Wind Street SE Grant At the final building permit within a subdivision, the Community Development Department reviews the subdivision to make sure that the development meets the conditions of approval. Open spaces, street trees, sidewalks, and utilities are inspected to make sure that everything is functioning and landscaping is alive. Any repairs or improvements must be completed prior to the issuance of the Certificate of Occupancy. In order to receive the Certificate of Occupancy, all inspections must be approved and signed off. This includes a water final, sewer final, sidewalk final, and building final. These inspections are required to make sure the water and sewer systems are functioning properly, the sidewalks are in good repair, and that the home is safe for human occupancy. In June 2016, Northwest Family Homes opened a construction utility account. Around July 6, 2016 John Rowland alerted the Site Plan Review Committee that the final home in McKenzie Meadows was near completion, and an inspection of the subdivision was needed. A punch list of repairs was created. On July 18, 2016 the developer provided a letter to requesting an assigned savings for the repairs so that the new home owners could move in. At this time, the STEP system was not approved, the sidewalk not improved, and the house final was not completed. On July 22, 2016, the occupants had the utility account changed into their name for billing and started moving into the home. At this time, there is still no final for sewer, sidewalk, or Certificate of Occupancy. It was my understanding that a construction utility account was for water only. The account could not be transferred to a new homeowner account without notification from the sewer department that the system had been approved. Page 1 of 1
