McFarland, SUF Consultmg Forester/CertIfied Arbonst Introduction I conducted a vegetatIve evaluatIOn of the proposed 16 acre Prame Park VIllage mIxed- use master planned development east of downtown Yelm, Washmgton on State Route 507 The purpose of the evaluatIOn was to determme the locatIOn, condItIon of natIve and non-natIve trees on the sIte Furthermore, I revIewed the potentIal for tree retentIOn wIthm the development sIte. INTRODUCTION PURPOSE STATEMENT John Thompson and Yelm Prame Development are solIcItmg a proposal to Enter mto an agreement wIth Sound Urban Forestry (SUF) / Kevm M. McFarland for the development of a Prame Park Tree RetentIOn Management Plan. The purpose of thIS tree retentIOn plan IS to present the mtended to offer you, contractor and the CIty of Yelm gUIdelInes and dIrectIOn as to how the proposed Prame Park Tree RetentIOn Management Plan IS to be Implemented. The plan wIll mclude the followmg goals ~ Conduct SIte/vegetatIOn mspectIOn ~ Note trees that are good candIdates for retentIOn ~ Present retentIOn areas to SIte developer and contracted engmeenng firm ~ Develop recommendatIOns describmg protectIve measures 2 1. Tree Inventory Tree Inventory and Associated Plant Inventory The sIte contaInS natIve and non-natIve trees throughout. ThIS project area IS consIdered as non-forest type I evaluated a total of 24 trees wIthIn the proposed development that InItIally were consIdered for retentIOn. Due to eIther poor health or conflIct In locatIOn wIth proposed bmldIng structures, 15 trees were not consIdered for retentIOn. Trees that are recommended for removal are eIther wIthIn the Infrastructure footpnnt/locatIOn, IdentIfied as a hazard or lOOSIng over 50% of theIr cntIcal root area due to unavOIdable constructIOn actIVIty The maJonty of the evaluated trees are located near proposed bmldIngs C,D, and E. The overall health and condItIon of the recommended retaIned trees IS good. I found no major Insect or dIsease problems assocIated wIth the recommended trees. I recommend 9 trees for retentIOn. Trees recommended for retentIOn have been field marked wIth an alumInum tag wIth the assocIated number Trees wIthout alumInum tags are to be removed. AddItIOnal field markIng for retaIned trees should be advIsed. Tree Protection Plan Recommended Protection Measures Tree protectIOn wIll be needed for the retamed trees dunng sIte development. CntIcal Root Zones. The trees to be retamed wIthm the development sIte are drawn to scale and located on the overall sIte plan, gradmg and erOSIon control plans. The cntIcal root zone (CRZ) for each tree IS mdIcated on each before mentIOned plans. Please refer to the legend mdIcatmg the symbol used for the protectIve zones The protectIve fencmg wIll be mstalled around mdIvIdual or grouped trees as mdIcated on the plans. A fence detail IS attached. The fencmg detail and narratIve shall be mcluded wIth the gradmg and erOSIOn control plans. ProtectIve Tree BarrIer/Fencmg and Tree Mamtenance Measures. A protectIve cham lInk fence shall be mstalled as mdIcated on the SIte plan, gradmg and erOSIOn control plans. Fencmg shall be mstalled pnor to any gradmg for SIte development. Please reference the ConstructIOn Notes describmg Tree ProtectIOn Standards for tree protectIOn and mamtenance measures as attached. The ConstructIOn Notes shall be mcluded wIth the gradmg, cleanng, and erOSIOn control plans. Phasmg It IS recommended that all trees not sUitable for retentIOn wIthm the development SIte be removed dunng the cleanng for the SIte development. DIrectIOnal Fellmg. DIrectIOnal fellIng shall be used to lImIt damage to trees recommended for retentIOn. After tree fellIng, pnor to cleanng and gradmg, the protectIOn fence shall be mstalled. Fences shall be constructed of chain link and at least four feet high, unless other type of fencing is authorized by the Urban Forester. Generally, the fence should be installed at least 1 foot from the base of the tree for every 1 inch in trunk diameter. No person may conduct any activity within the protected area of any tree designated to remain. including. but not limited to. parking equipment. placing solvents. storing building material and soil deposits. dumping concrete washout and locating bum holes. B Attachments to Trees. During construction. no person shall attach any object to any tree designated for protection. C. Protective Barrier Before development. land clearing. filling or any land alteration for which a Tree Removal Permit is required. the applicant: Shall erect and maintain readily visible protective tree fencing along the outer edge and completely surrounding the protected area of all protected trees or groups of trees. Fences shall be constructed of chain .link and at least four feet high. unless other type of fencing is authorized by the Urban Forester 2. May be required to cover with mulch to a. depth of at least six (6) inches or with plywood or similar material the areas adjoining the critical root zone of a tree in order to protect roots from damage caused by heavy equipment. 3. Shall prohibit excavation or compaction of eanh or other potentially damaging activities wi,thin the barriers. 4 May be required to minimize root damage by excavating a two (2) foot deep trench to cleanly sever the roots of trees to be retained. 5 Shall maintain the protective barriers in place until the Urban Forester authorizes their removal or a final certificate of occupancy is issued. whichever occurs first. 6. Shall ensure that any landscaping done in the protected zone subsequent to the removal of the barriers shall be accomplished with light machinery or hand labor. D Grade. The grade shall not be elevated or reduced within the critical root zone of trees to be preserved without the Urban Forester's authorization. The Urban Forester may allow coverage of up to one half of the area of the tree s critical root zone with light soils (no clay) to the minimum depth necessary to carry out grading or landscaping plans. if it will not imperil the survival of the tree. Aeration devices may be required to ensure the tree s survival. 2. If the gr;ide adjacent to a preserved tree is raised such that it could slough or erode into the tree's critical root zone. it shall be permanently stabilized to prevent suffocation of the roots. 3. The applicant shall not install an impervious surface within the critical root zone of any tree to be retained without the authorization of the Urban Forester The Urban Forester may require specific construction methods. and/or use of aeration devices to ensure the tree s survival and to minimize the potential for root induced damage to the impervious surface. 4 To the greatest extent practical. utility trenches shall be located outside of the critical root zone of trees to be retained. The Urban Forester may require that utilities be tunneled under the roots of trees to be retained if the Urban Forester determines that trenching would significantly reduce the chances of the trees survival. 5 Trees and other vegetation to be retained shall be protected from erosion and sedimentation. E. Directional felling. Directional felling of trees shall be used to avoid damage to trees designated for retention. F Additional Requirements.
