The Civil Review has been completed and returned to your office for additions and changes to be
mcorporated mto the plan set. The buildmg reView is complete and a pefilllt will be issued at the
time the Civil Plans are signed by our PublIc VVorks Supermtendent and the Landscape and
IrngatIon Plans are signed by the Plannmg Department.
Plannmg Dept. requests 2 blue lmes and a mylar of landscape and rrngatIon for file and signmg.
All plan reView fees, buildmg perilllts and lillpact fees will be due at the tlille of pefilllt issuance I
will be able to supply a fee break down upon your request pnor to pefilllt issuance. Check No
986-4063247 for $ 2393 75 will be returned to you at pefilllt issuance.
Attached is a letter from the Thurston County Fire Marshall's Office regardmg therr plan reView
of the Fuel Station and it will be attached to your reView set.
Grab bar noted on elevation B, detail 2 on A-2 on the side wall needs to extend 54 mches from
the back wall. Code allows a 12 mch gap between the wall and the start of the grab bar, so your
deSignation of a 42 mch bar can remam the same, Just adjust the distance off the wall.

The Site Plan Review Committee has considered your application for the above referenced project and
finds that as conditioned below, the proposed project is consistent with the Yelm Comprehensive Plan
and all applicable City policy's and development standards
Pursuant to Chapter 1549, Integrated Project Review Process, a project which is subject to Site Plan
Approval is a Type II Permit and can be appealed to the City Council An appeal must be filed within 14
days of the date of this notice
The affected property owners may request a change in property tax valuation from the Thurston County
Tax Assessor's Office
The project is approved subject to the following conditions of approval.
Environmental
A Mitigated Determination of NonSignificance was issued on April 20, 2000 Prior to issuance of building
permits all final mitigation measures identified in the Mitigated Determination of NonSignificance shall be
met.
Transportation
Finding Yelm is a small compact community most directly affected by two state highways which bisect
the community The two state highways are used by local residents for transportation throughout
the city and for access to commercial and residential areas throughout the community In lieu of
widening existing streets, the City has elect to create certain alternatives, Y-1, Y-2, Y-3 which will
avoid the need to significantly widen existing streets, and particularly Yelm Avenue New
developments do in fact burden the city's central streets, and unless the bypass alternatives are
accomplished, the City would have to require developers to pay the cost of the internal street
widening The city plans show and the City finds that adequate facilities will be accomplished
better and in a timely fashion by bypass facilities as a substitute for the widening of existing
facilities As a result, the City finds that the regional plans in fact benefit projects in all areas on
the City and will accomplish the goal of providing adequate facilities to City standards within a
reasonable time to serve the demands created by the proposed project.
The following condition is based on the Traffic Impact Analysis, prepared by Heffron
Transportation, dated February 29, 2000
Condition of Approval
As required in the Mitigated Determination of NonSignificance the applicant shall mitigate traffic
impacts to the transportation system Mitigation includes payment of the Transportation Facility
Charge (TFC) for 33 new pm peak hour trips generated by the project. The total TFC is
$24,750 00 The TFC is payable at building permit issuance
Water
Finding The City's Water Comprehensive Plan identifies a portion of the City area for service The City
is pursuing additional land areas for approval and the extension of facilities Completion of such
activities is dependent on grand and developer funding, as well as planned bonding and existing
public funds The status of such plans and funding sources must be considered in any review of
concurrency Developer extensions and or dedications, latecomer agreements, oversizing
agreements, and the creation of local improvement districts may all be considered In the event
of a new funding source, however, concurrency is not found until the funding source is in fact in
pace - e g award of a grant, a binding letter commitment for third parting funding, or the
successful formation of a local improvement district. Any necessary water rights are considered,
only after approved for municipal use by the Washington State Department of Ecology, or
appropriate appeals board, and the time for appeal or challenge has expired

center in Yelm, Washington. The current development would include a total of7,730 square feet of retail space.
The City of Yelm has established a '''transportation facilities charge' as a condition of development approval to
pay for public facilities needed to serve new growth and development. "The current adopted fee is $750 per
new (primary) PM peak hour trip. This memorandum documents the number of trips that would be generated by
the current proposed retail pad component based on the previous traffic impact study (Traffic Impact Analysis -
Safeway Store and Retail Center, Heffron Transportation, May 6, 1998) prepared for the site. The trip
generation estimate for the current proposal would be used in calculation of the TFC by the City of Yelm.
Trip Generation
Trip generation estimates for the entire Safeway shopping center project were obtained from the traffic impact
analysis prepared for the site and are summarized below Table 1 shows the total driveway trips for the entire
shopping center As shown, the retail center was forecast to generate 8,560 driveway trips per day and 718
driveway trips during the PM peak hour However, as discussed in the traffic study for the project, not all of these
trips would be new to study area roadways or intersections. As a result, these driveway trips were divided into
three trip components. new, pass-by, and diverted trips.

As previously mentioned, there are three types oftnps-new, pass-by, and diverted trips-which reflect the traffic
Impact characteristics ofretail developments. The fraction of driveway trips that is attributed to each of the above
components depends on the size, type, and location of the proposed project as well as the location of other similar
facilities. Based on rates provided by the City of Yelm, the maximum 25% pass-by trip rate was used for analysis
of the supermarket component. For the small amount of retaIl space on the site, the pass-by rate was assumed to be
45%. This rate was provided by City ofYelm traffic review staff and is based on the City ofYelm's Trip
Generation Rate Default Values presented in its Concurrency Management Ordinance (15 40). The Safeway store
was also expected to attract customers from other grocery stores in the site vicinity, particularly the QFC across the
street. For thIS analysis, the City ofYelm transportation review staff determined that 10% of Safe way's customers
would be diverted away from other grocery stores. The project's retail element was assumed to generate no diverted
trips. The remaining 65% of Safe way's trips and 55% of the retail trips were estimated to be new to study area
roadways and intersections. From the traffic study prepared for the Safeway shopping center, the project was
estimated to generate 5,415 new trips per day and 450 new trips during the PM peak hour Table 2 summarizes the
net increase in driveway trips and the trip components for the entire project.

to generate 76 new PM peak hour tnps. The current proposal, to develop 7,730 sf of the retail space represents
just over 41 % of the total retail space analyzed m the original traffic study Based on the trip generation
estimates presented above, the current retail development portIOn would generate 32 new trips. Table 3
summarizes the trip generation that would be attributed to the current proposal.

ENVIRONMENTAL and OTHER DOCUMENTS SUBMITTED WITH THE APPLICATION: An environmental
checklist was submitted with the project application.
Additional Information or Project Studies Requested by the City: The City has requested a Traffic Impact
Analysis.
No preliminary determination of consistency with City development regulations has been made. At
minimum, this project will be subject to the following plans and regulations: City of Yelm
Comprehensive Plan, Zoning Title (17), Critical Areas Ordinance (14.08), Storm water Drainage Design and
Erosion Control Manual (DOE), Uniform Building Code, State Environmental Policy Act (SEPA) Title (14),
Road Design Standards, Platting and Subdivision Title (16), and the Shoreline Master Program,

THE i5-DAY PUBLIC COMMENT PERIOD ENDS AT 5:00 PM ON APRIL 20,2000.
This notice has been provided to appropriate local and state agencies, and property owners within 300 feet of
the project site. These recipients, and any others who submit a written request to be placed on the mailing list,
will also receive the following items when available or if applicable. Environmental Threshold Determination.
Notice Qf Public Hearing and Notice of Final Decision. If the proposed project requires a City Council decision,
it will b~ mailed to all those who participate in the public hearing and to anyone else requesting the decision in
writing. Additionally, there will be a 14-day public comment period when the environmental determination is
issued. Opportunities for appeal occur within twenty one (21) days after the date the environmental
determination is issued. City Council decision can be appealed through Superior Court.
