I have the bid from Rod's Tractor service to do the labor Their quote for the labor is $2800 00 The
quote from Gordons Garden Center to supply the plant & tree material is $4596 00 We are working
with Ken Huff to do the irrigation, but we do not have a quote yet My question to you is the following
since some of the areas are narrow, It is being suggested that a drip irrigation system will be more
water concious than a traditional system with sprinkler heads. We would rather not water the parking
lot. What is your view?

MESSAGE:
i am awaiting the receipt of the bid from Rods Tractor service and Gordons Nursery to complete the
landscape cost tally We have a specific quetion regarding the trees specified on the plan drawn by
SCA The plan calls for 7 Ginko Siloba trees to be planted along the drive into the center There are
currently 3 or 4 trees there that are well established and have a 2.5" to 3" caliper Gordons thinks they
are flowereing crab apple or something similar to that. Is there any good reason to tear them out and
replace them with the ginko bilobas?
We would prefer to acquire additional trees to match the existing trees if that is acceptable to you It
seems horrifically wasteful to uproot what is there just to replace them with some other specie
Gordons thinks that matching should be very do-able
Please let me know at your earliest convenience as it will make a considerable difference on the
estimate to do this work,

The Site Plan Review Committee has considered your application for the above referenced project and
finds that as conditioned below, the proposed project is consistent with the Yelm Comprehensive Plan
and all applicable City policy's and development standards
Pursuant to Chapter 15 49, Integrated Project Review Process, a project which is subject to Site Plan
Approval is a Type II Permit and can be appealed to the City Council An appeal must be filed within 14
days of the date of this notice
The affected property owners may request a change in property tax valuation from the Thurston County
Tax Assessor's Office
The proiect is approved subiect to the following conditions of approval.
Environmental
A Mitigated Determination of NonSignificance was issued on April 20, 2000 Prior to issuance of building
permits all final mitigation measures identified in the Mitigated Determination of NonSignificance shall be
met.
Transportation
Finding Yelm is a small compact community most directly affected by two state highways which bisect
the community The two state highways are used by local residents for transportation throughout
the city and for access to commercial and residential areas throughout the community In lieu of
widening existing streets, the City has elect to create certain alternatives, Y-1, Y-2, Y-3 which will
avoid the need to significantly widen existing streets, and particularly Yelm Avenue New
developments do in fact burden the city's central streets, and unless the bypass alternatives are
accomplished, the City would have to require developers to pay the cost of the internal street
widening The city plans show and the City finds that adequate facilities will be accomplished
better and in a timely fashion by bypass facilities as a substitute for the widening of existing
facilities As a result, the City finds that the regional plans in fact benefit projects in all areas on
the City and will accomplish the goal of providing adequate facilities to City standards within a
reasonable time to serve the demands created by the proposed project.
The following condition is based on the Traffic Impact Analysis, prepared by Heffron
Transportation, dated February 29, 2000
Condition of Approval
As required in the Mitigated Determination of NonSignificance the applicant shall mitigate traffic
impacts to the transportation system The project proposes 6 service stalls, which is 8 4 new
p m peak hour trips The proponent will be responsible for a TFC of $6,300 00 which is payable
at time of building permit
Water
Finding The City's Water Comprehensive Plan identifies a portion of the City area for service The City
is pursuing additional land areas for approval and the extension of facilities Completion of such
activities is dependent on grand and developer funding, as well as planned bonding and existing
public funds The status of such plans and funding sources must be considered in any review of
concurrency Developer extensions and or dedications, latecomer agreements, oversizing
agreements, and the creation of local improvement districts may all be considered In the event
of a new funding source, however, concurrency is not found until the funding source is in fact in
pace - e g award of a grant, a binding letter commitment for third parting funding, or the
successful formation of a local improvement district. Any necessary water rights are considered,
only after approved for municipal use by the Washington State Department of Ecology, or
appropriate appeals board, and the time for appeal or challenge has expired

Guidelines require all development to deal with the following design issues Site planning,
pedestrian access, vehicular access and parking, building design and site design and
landscaping

Dear Tim
The proposed Jiffy Lube site will be located on lease pad B in the existing Nisqually Plaza
Shopping Center in Yelm, WA. Leas~ pad B is 0 34 acres in size and is entirely 90vered with an
existing asphalt parking lot. It appears that stormwater runoff from the parking .lot and
surrounding area is collected by a catch basin and conveyed to a 12" underground drywell
facility for infiltration The stormwater is not currently being treated because the existing system
was constructed under previous drainage manual guidelines
We propose providing a new and independent drainage system that will store and infiltrate all
stormwater runoff produced by this new development rather than disturbing the existing system
The proposed Jiffy Lube site will consist of two storm drainage subbasins Sub-basin A include$
o 06 acres of roof area and 0 12 acres of existing asphalt parking area A preslopedtr~nch
drain will capture all of the stormwater runoff from the existing parking lot area and, along with all
roof runoff, be conv~yed to a 6' wide x 40' long x 3' deep underground infiltration gallery for
infiltration back to groundwater

Sub-basin B includes 0 17 acres of existing asphalt parking lot area east and north of Jiffy Lube
Stormwater wili be collected by the existing catch basin and conveyed to a 6' wide x 40' long x 3'

deep infiltration gallery for storage and infiltration
No treatment will be provided in either basin because there will not be an increase in impervious
surface area and the quality of runoff will improve by replacing asphalt with new building area
This was previously discussed with Ken Garmann and he agreed this was an acceptable
approach

I have reviewed the original files for the Nlsqually Plaza Development. The project was
processed as a binding site plan, Chapter 16 32 of the Yelm Municipal Code and was
approved by the Planning Commission on February 22, 1993 The duration of approval for a
binding site plan is five (5) years, therefore the land use approval for the site has expired
To proceed with a project on the site, the property owner or project representative will need to
obtain a new land use approval This can be done administratively through the Site Plan
Review process I have enclosed a presubmission form and suggest you return it to me as
soon as possible Upon my receipt of the presubmission form, you will be notified of the
meeting date and time (usually within 7 to 10 days)
