Environmental A Mitigated Determination of NonSignificance was issued on April 20, 2000 Prior to issuance of building permits all final mitigation measures identified in the Mitigated Determination of NonSignificance shall be met. Transportation Finding Yelm is a small compact community most directly affected by two state highways which bisect the community The two state highways are used by local residents for transportation throughout the city and for access to commercial and residential areas throughout the community In lieu of widening existing streets, the City has elect to create certain alternatives, Y-1, Y-2, Y-3 which will avoid the need to significantly widen existing streets, and particularly Yelm Avenue New developments do in fact burden the city's central streets, and unless the bypass alternatives are accomplished, the City would have to require developers to pay the cost of the internal street widening The city plans show and the City finds that adequate facilities will be accomplished better and in a timely fashion by bypass facilities as a substitute for the widening of existing facilities As a result, the City finds that the regional plans in fact benefit projects in all areas on the City and will accomplish the goal of providing adequate facilities to City standards within a reasonable time to serve the demands created by the proposed project. The following condition is based on the Traffic Impact Analysis, prepared by Heffron Transportation, dated February 29, 2000 Condition of Approval As required in the Mitigated Determination of NonSignificance the applicant shall mitigate traffic impacts to the transportation system The project proposes 6 service stalls, which is 8 4 new p m peak hour trips The proponent will be responsible for a TFC of $6,300 00 which is payable at time of building permit Water Finding The City's Water Comprehensive Plan identifies a portion of the City area for service The City is pursuing additional land areas for approval and the extension of facilities Completion of such activities is dependent on grand and developer funding, as well as planned bonding and existing public funds The status of such plans and funding sources must be considered in any review of concurrency Developer extensions and or dedications, latecomer agreements, oversizing agreements, and the creation of local improvement districts may all be considered In the event of a new funding source, however, concurrency is not found until the funding source is in fact in pace - e g award of a grant, a binding letter commitment for third parting funding, or the successful formation of a local improvement district. Any necessary water rights are considered, only after approved for municipal use by the Washington State Department of Ecology, or appropriate appeals board, and the time for appeal or challenge has expired Condition of Approval The applicant shall connect each new building to the City water system The cost of connection is established by City resolution and is payable at bUild~'n p.ermit. Leas~ pad B is 0 34 acres in size and is entirely 90vered with an existing asphalt parking lot. It appears that stormwater runoff from the parking .lot and surrounding area is collected by a catch basin and conveyed to a 12" underground drywell facility for infiltration The stormwater is not currently being treated because the existing system was constructed under previous drainage manual guidelines We propose providing a new and independent drainage system that will store and infiltrate all stormwater runoff produced by this new development rather than disturbing the existing system The proposed Jiffy Lube site will consist of two storm drainage subbasins Sub-basin A include$ o 06 acres of roof area and 0 12 acres of existing asphalt parking area A preslopedtr~nch drain will capture all of the stormwater runoff from the existing parking lot area and, along with all roof runoff, be conv~yed to a 6' wide x 40' long x 3' deep underground infiltration gallery for infiltration back to groundwater J Sub-basin B includes 0 17 acres of existing asphalt parking lot area east and north of Jiffy Lube Stormwater wili be collected by the existing catch basin and conveyed to a 6' wide x 40' long x 3' , deep infiltration gallery for storage and infiltration No treatment will be provided in either basin because there will not be an increase in impervious surface area and the quality of runoff will improve by replacing asphalt with new building area This was previously discussed with Ken Garmann and he agreed this was an acceptable approach C I V I L T RAN 5 P 0 R TA T ION PLANNING 5 U R V E Y I N IG Tim Peterson May 12, 2000 Page 2 Please call me at (360) 493-6002 if you have any questions Thank you Sincerely, SeA Engineering ;\~ Q riA.J~ Thomas A.
