Conceptual Storm Drainage Design - Letter Report

Dear Mr Peterson
We have prepared this letter to present our proposal for the conceptual storm drainage, grading,
and utility design associated with the subject project. This addresses the City's preliminary plat
"checklist" requirement for a description of proposed improvements.
Please consider this letter an abbreviated version of our future Storm Drainage Report for the final
design of civil site improvements associated with the final plat. The information is presented in
the format of the current WSDOE Stormwater Management Manual. Our stormwater calculations
and design comply with the WSDOE Manual. A "Preliminary Drainage and Utility Plan" is
enclosed for your reference
PRELIMINARY DRAINAGE REPORT
PART I - PROJECT DESCRIPTION
Section 1 - Proposed Proiect Description
The proponents, Group 2000 LLC, are applying for preliminary plat approval for the
development of a 20-lot single-family subdivision on the property at the southwest
corner of 10ih Loop S E. and Mill Road S E
The site is comprised of approximately 492 acres The two tax parcels are 21725-
140400 and -140501 This project is located in the Northeast Quarter of Section 25,
Township 17N, Range 1 E, W M The site is currently undeveloped Current comp plan
zoning is R-4

The proposal includes the construction of frontage improvements (curb, gutter,
sidewalk, street trees, and street lights) along Mill Road S E to neighborhood collector
standards, construction of full street improvements for the new onsite cul-de-sac
roadway, constructed to "local access residential" standards, extension of water and
STEP main lines from 10ih into the site, installation of stormwater collection,
conveyance, treatment, storage, and underground infiltration trench facilities, minor
grading associated with construction of the onsite road, and the installation of three
street lights
There would be a single vehicular access to 10ih Loop to serve lots 5-20, lots 1-4 would
have direct access to 10ih Loop S E There are no frontage improvements proposed
for 10ih Loop S E , curb and gutter exist on both sides of said street and a sidewalk is
situated on the north side of the street.
Water for fire protection and domestic services would be brought to the site from the
existing 8" water main in 107th A fire hydrant is proposed for the end of the cul-de-sac,
an existing hydrant is located on the north side of 10ih, just northeast of the
intersection of the new onsite road with 10ih
The City's STEP sewer system will be extended into the site by means of a 2" main
installation with STEP services for each lot. Lots 1-4 will be served by the City's existing
STEP and water mains in 10ih
Proposed Storm water System
Please refer to the attached Preliminary Drainage and Utility Plan for the following
discussion
Runoff generated on the proposed onsite roadway will be collected, stored, treated, and
released as follows
All onsite runoff from driveways and the new roadway will be collected in the
site's public road stormwater drainage system, conveyed via underground piping
and discharged to the site storm drainage treatment and infiltration trench
facilities adjacent to the roadways
The treatment element of the facility will consist of an underground pre-settling
vault (preliminarily sized as 28' long x 8' wide x 3' deep concrete vault) followed
by a water-quality infiltration trench The intent is to remove the suspended
solids from the runoff in the pre-settling basin (pre-treatment) prior to the runoff
reaching the water-quality infiltration trench The pre-settling basin will be sized
during final design per the WSDOE SWM Manual, during final design, the use of
round aluminized CMP piping may be used for the pre-settling vault.
The runoff will be further treated in the water quality infiltration trench by
filtration through an 18" depth of loamy fine sand underlying the washed
drainrock. The target infiltration rate of the fine sand layer is two
inches per hour The treatment facilities will serve up to six
month/24-hour storm event. Higher storm events will bypass the pre-

settling vault and water quality infiltration trench to prevent accumulation
of silts from being flushed into the water quality infiltration trench
Runoff bypassing the pre-settling vault and water quality infiltration trench
will be directed to the "1 OO-year" infiltration trench on the west side of the
roadway This trench will be approximately 200' long x 5' wide x 5' deep
and designed to store and dispose of the 1 DO-year storm event.
The roadway stormwater treatment and infiltration facilities discussed
above were selected due to the presence of the well-draining Spanaway
series soils During final design, soil test pits will be excavated and
inspected by a soils professional to ensure that no impervious surface or
high groundwater evidence is found within three feet of the bottom of the
infiltration surfaces The 1 DO-year infiltration trench has been
preliminarily sized based on 15" per hour infiltration rate
Runoff from all roofs will be directed to individual onsite infiltration trenches or drywells,
designed during the final plat phase of the project to WSDOE Manual standards

Section 2 - ExistinQ Conditions
The irregular-shaped site is bordered by 10ih Loop S E. to the north and Mill Road S E
to the east. Single-family zoning surrounds the balance of the site perimeter Site
topography is of low relief, with low points (elevation 360) near the central portion of the
site The high point of the site (elevation 366) is located along the east portion of the
site, adjacent to Mill Road The site is currently vegetated with tall grasses and
scattered trees There is an existing home onsite that is to be removed
There is an existing storm drainage system in place associated with 10ih Loop S E
The development of this project will maintain 10ih Loop runoff within the existing storm
system
There are no manmade drainage facilities onsite

Section 3 - Infiltration Rates/Soils Report
The Soil Conservation Soil Survey of Thurston County maps the onsite soils as 41-A
Spanaway Gravelly Sandy Loam This soil is defined by SCS as follows
"In a typical profile, the surface layer is black gravelly, sandy loam 14"
thick. The subsoil, to a depth of 18", is dark grayish-brown, very gravelly
sandy loam The substratum, to a depth of more than 60", is light brown-
gray, very gravelly sand Permeability is moderately rapid The
available water capacity is low Surface runoff is slow and there is little
erosion hazard The affective rooting depth is more than four feet."
These soils have historically provided for the excellent application of stormwater
infiltration facilities, as proposed in this project. During final design, soil test pits will be
excavated in the vicinity of the infiltration facilities to confirm that adequate clearance Will
exist between the bottom of the infiltration surfaces and impervious/mottling
Section 4 - Wells and Septic Systems
Any and all domestic wells onsite will be abandoned in accordance with Thurston
County Environmental Health Services and DOE criteria. The site will be served by City
of Yelm Public Water
All onsite sewage disposal systems shall be abandoned in accordance with Thurston
County Environmental Services Department criteria. The site will be served by the City's
public STEP system
Section 5 - Fuel Tanks
Any underground fuel tanks located on the site must be removed or abandoned In
accordance with WSDOE regulations
Section 6 - Sub-Basin Description
There is no significant offsite runoff tributary to this site The runoff within 10th Loop is
currently collected within an existing public storm system Runoff generated from Mill
Road S E. currently drains to a roadside ditch where the drainage appears to infiltrate
Adjacent properties, east, south, and west of the site, do not contribute significant
amounts of sheetflow to the site based on the well-draining characteristics of the
Spanaway series soils
Section 7 - Analysis of 1 DO-Year FI~od
The FEMA Flood Insurance Rate Map for the area confirms that the site is located in a
"C" flood zone

Section 8 - Aesthetic Considerations of Facilities
The stormwater treatment and infiltration systems will be underground All other
elements of the storm drainage system will be underground as well in the form of catch
basins and piping
Section 9 - Downstream Analvsis
All runoff from storms up to the 1 DO-year frequency shall be collected onsite, stored, and
discharged via infiltration Thus, no discharge of runoff is anticipated to offsite
properties or adjacent right-of-ways.
Section 10 - Covenants. Dedications. and Easements
All drainage facilities, including underground piping, catch basins, stormwater treatment
basins, and the infiltration pond, will require routine maintenance These facilities (other
than the onsite individual roof drain drywells/infiltration trenches) will be maintained by
the City of Yelm Appropriate easements will be provided to the City to allow access to
the infiltration and treatment facilities that are located outside the proposed street right-
of-way
During final design, a detailed list of maintenance procedures and inspection checklists
shall be prepared and submitted to the City for review
Section 11 - Conclusion
Every effort will be made during final design to comply with the current WSDOE
Stormwater Management Manual requirements for stormwater collection, conveyance,
treatment, storage, and discharge The preliminary design presented in this letter and
on the "Preliminary Drainage and Utility Plan" complies with the intent of the WSDOE
Manual and the City of Yelm Development Guidelines By complying with state-of-the
art design criteria, stormwater systems for this project will minimize the impact of this
development on downstream properties and the underlying aquifer with respect to
erosion control, flood impacts, and water quality

PART II - EROSION CONTROL
Section 1
Project design shall include site grading and erosion control measures to contain silt and
soil within the project boundaries during construction until permanent erosion control is
in place in the form of landscaping, hydroseeding, and roadway paving
Erosion/sediment control shall be achieved by a combination of structural and vegetative
cover measures and construction practices tailored to fit the site
Best management practices (BMPs) will be employed to allow proper clearing and
grading of the site and scheduling of construction activities Before any construction
begins onsite, appropriate erosion control facilities shall first be installed The planned
construction sequence may be as follows
1 Obtain City of Yelm Grading and/or Site Development Permit.
2. Install rock construction entrance at the permanent access location off 10ih Loop
S E Use quarry spalls or rip rap in accordance with the "temporary rock
construction entrance" detail included in the final civil plans
3 Designate an area for washing of equipment and concrete trucks to control runoff
and to eliminate entry into the storm drainage systems and wetland buffers
4 Install filter fabric fencing around lower portions of the site, as needed to inhibit silt-
laden runoff from contaminating offsite areas and ditches
5 Construct temporary sedimentation traps or sediment ponds, as necessary
6 Clear developed areas of vegetation (grubbing and rough grading)
7 Install stormwater system, construct stormwater treatment/control facility, and fine
grade site Protect underground stormwater conveyance, storage, and treatment
facilities from silt-laden runoff, using BMPs depicted on the final civil engineering
plans
8 During November 1 st through March 31 st, all disturbed areas greater than 5000
square feet that are subject to erosion shall be stabilized by mulch, hydroseeding,
sodding, or plastic covering
9 Complete construction of storm drainage facilities and other underground
improvements
10 Complete road improvements
11 Place landscaping and hydroseed all disturbed areas Complete perimeter and
internal landscaping and buffer requirements so as to minimize long-term erosion
potential.
12. Maintain all erosion control facilities until the entire site is stabilized and silt-laden
runoff ceases

Section 2 - Trappina Sediment
The onsite soils belong to the Spanaway series and have potential for erosion Filter
fabric fencing shall be installed as needed around the perimeter of the site to control
erosion, the final civil plans will depict the location and will provide details for fencing A
stabilized construction entrance will be installed with permanent access to the roadway
to prevent vehicles from tracking soil away from the disturbed areas, if sediment is
tracked offsite, sediment shall, on a daily basis, be swept or shoveled from the public
roadway surface prior to washing down said pavement.
Section 3 - Permanent Erosion Control and Site Restoration
All disturbed areas will be paved, surfaced with gravel, hydroseeded, covered with
landscaping, or developed as building site
Section 4 - Inspection Sequence
In addition to normal City inspections for grading and erosion control, the project
engineer must be notified by the contractor to observe the facilities related to stormwater
treatment, storage, and conveyance during construction At a minimum, the following
items should be observed at the time specified
1 The following erosion control measures shall be installed by the contractor and
inspected by the City before start of clearing and grading
a) Construction entrance
b) Filter fabric fences
2. The contractor must notify the project engineer to observe construction of the project
drainage facilities to ensure the following are in working order'
a) Catch basin and pipe conveyance system
b) Stormwater infiltration trenches
c) Pre-settling basins
It is the responsibility of the contractor to inform the project engineer of the timing of the
above construction phases A final site visit will be performed to verify grades, drainage
construction, and all of the necessary information to complete a project engineer's
Project Observation Report. The owner is responsible for advising the contractor of his
responsibility to notify the engineer regarding construction progress

Section 5 - Control of Pollutants Other Than Sediments
Washout from concrete trucks shall not be dumped into the storm drainage system or
onto soil or pavement, which carries stormwater runoff Washout can be dumped into a
designated area to be later backfilled or hardened and broken up for disposal into a
landfill or concrete recycling facility The owner shall designate a wash-down area for
equipment and concrete trucks
