exempt from environmental review
Additional Information or Project Studies Requested by the City. The City has not requested any
additional information at this time
No preliminary determination of consistency with City development regulations has been made. At
minimum, this project will be subject to the following plans and regulations City of Yelm
Comprehensive Plan, Zoning Title (17), Critical Areas Ordinance (1408), Storm Water Drainage Design and
Erosion Control Manual (DOE), Uniform Building Code, State Environmental Policy Act (SEPA) Title (14),
Road Design Standards, Platting and Subdivision Title (16), and the Shoreline Master Program

requirements for the City of Yelm, Until a complete application is made, the planning and/or public works
department can only attempt to inform the applicant of general requirements as they appear in the form
presented by the applicant at the time of pre-submission,

Zoning and
Setbacks
Parking
Commercial (C-1), Chapter 17 26
Minimum Lot/Pad Size - 5,000 sq ft,
Setbacks Front yard - 15' from R-O-W
Rear Yard - 20'
Side yard - 10'
Chapter 17 72 - 1 stall per 300 sq ft of gross floor area No loading area is
required
Landscaping Chapter 17 80, Type II, III and IV are required The existing landscaping will
likely meet the requirements, however the new parking area may need additional
landscaping
Refuse
All refuse areas are required to be fenced or enclosed and screened with
landscaping
IF A conceptual landscaping plan is required with application for Site Plan Review
Final landscaping and irrigation plan is required as element of civil drawings
Traffic
The City has adopted a Transportation Facility Charge (TFC) of $750 00 per
pm peak trip The Ordinance provides a default table that the applicant can
use to determine new pm trips generated or if the type of use is not on the
default table the Trip Generation Manual, fJh Edition, Institute of
Transportation Engineers shall be used to determine new pm peaks hour
trips To determine the projects impact and fee use the following formula
Credit
1 01 trips per single family x $750 00 = $757 50
New Trips
3 68 new trips per 1000 sq ft, x $750 00 = TFC
TFC - $757 50 credit = net TFC

If the applicant feels the proposed use would not generate the default
number of trips as designated in the TFC Ordinance an analysis prepared by
a Washington State Licensed Engineer can be submitted to the City for
review and consideration
SEPA.
An Environmental checklist is not required
Signage
The building qualifies for either a monument sign or a free standing sign
The allowable monument sign area is 40 square feet and no taller than five
feet. The allowable free standing sign area is 20 sq ft, and no taller than 8 ft.
Signage on the building is allowed as either a wall signs, an awnings or a
marquees One sq ft, of signage for each lineal foot of store frontage (main
point of entry )
Application
and Process Site Plan Review, Chapter 17 84 is an administrative process Minimum
application requirements are located in Section 17 84 060 and are listed on
the application form Project review can be completed review approximately
35 to 40 days Land use approval typically contains conditions of approval
that the applicant must complete prior to occupancy

The PublIc Works Department has the followmg comments relative to the
proposed sIte development located on 104 Berry Valley Road.
WATER:
The proposed sIte IS currently connected to the CIty'S water system. Water
ERU's (eqUIvalent resIdential units) are based on a consumptIOn rate of
240 gallons per day and are charged at a rate of $1 ,OOO/ERU (fee subject
to change) mSIde CIty lImIts. If significant changes m use or re-modeling
occur water consumptIOn will be momtored for SIX months to determine If
addItional ERU's need to be purchased.
SEWER:
The proposed sIte IS currently connected to the CIty'S sewer system. Sewer
ERU's (equivalent resIdential unItS) are based on dIscharge of 240 gallons
per day ERU's are charged at the current rate of $4,850/ERU (fee subject
to change) AddItionally, there IS an mspectIOn fee in the amount of
$145 00 / ERU These fees are due at bUIldmg permIt issuance. If
sIgmficant changes m use or re-modelmg occur water consumptIOn rates
wIll be momtored for SIX months to determme If addItional ERU's need to
be purchased.
FIRE:
Fire protectIOn to the buildmgs must be provIded per the Umform Fire
Code. There wIll be reqUIrements for mstallatIOn of fire hydrants. To be
determmed upon further reVIew of plans.
STORM WATER:
If the proposed improvement IS over 5,000 square feet of ImpervIOUS
surface there are stormwater treatment requirements per the D O.E.
Stormwater Manual.
STREET FRONTAGE:
STREET LIGHTING:
As reqUIred per the CIty'S "Development GUIdehnes"
ADA REQUIREMENTS:
To be determined upon further reVIew of plans.
OTHER:
