Initial Review of Final Civil Engineering Construction Documents

Dear Cathie
John Knowles & Associates (JKA) has completed our initial review of the Longmire Meadows final plat
civil engineering documents thus far provided by Tami. We have reviewed the following documents.
>- Civil engineering plan sheets 1 - 21 of 21, by Hatton Godat Pantier(HGP), dated April 19, 2001
>- Drainage and Erosion Control Report, by HGP, dated March 27, 2001
>- Kevin O'Neil letter to Tim Peterson, dated April 20, 2001
>- Preliminary plat approval letter to TEBO Ventures III, from Cathie Carlson, dated March 1,2001
>- MONS, dated December 18,2000
We have reviewed the design for general compliance with City of Yelm Development Guidelines, DOE
Stormwater Management Manual, and general standards of civil engineering practice. Our comments
are described below
Preliminary Plat Approval- SUB-OO-8265- YL - Notice of Final Oecision (Conditions of Approval) -
6) The stormwater facility must be landscaped in accordance with Chapter 17 84 of the YMC
The civil plans reference some wetland plantings for the stormwater wetpond; however, this
does not suffice for the overall landscaping of the sizable stormwater facility tract located in
the center of the project.
8&9) The project engineer included a stormwater maintenance agreement(with O&M plan) within
the body of the Drainage Report; please have your department or Public Works review this
document.
13) The applicant is required to submit a fire hydrant plan to the City for review and approval, civil
plan sheet 13 indicates existing hydrants are located near the four corners of the project. The
hydrant located at the intersection of Van Trump and Longmire Streets will be relocated to the
new planter strip Otherwise, no new fire hydrants are proposed
14) In lieu of providing onsite open space, the applicant must pay a $6,356 35 fee prior to final
plat approval

15& 16) A final landscape and irrigation plan is required for review and approval. The civil plans have
indicated which trees are to be retained and. call for "tree protection fencing" around said
trees. Please refer to civil plan sheet 2
17) The MONS requires the applicant to "enter into an agreement with the Yelm School District to
mitigate project impacts to the school district."
18) Civil plans indicate that "Puget Sound Energy shall design, install, operate, and maintain the
street lighting system for this project." Therefore, the civil plans do not include street lighting
drawings, details, or specifications. Has PSE submitted a street lighting plan for Public
Works'review?
21) The applicant must submit a demolition plan for any structures on the project site, it is not
apparent whether the civil plans are intended to act as demolition plans
Drainage Report-
a) The DOE Manual requires vehicular access from public streets to the wetponds (initial
sediment storage facilities) This requirement needs to be addressed from an access and
maintenance standpoint. In addition, appropriate turnaround must be provided within the
pond site for maintenance vehicles.
b) The downstream analysis needs to be expanded to address the impacts of emergency
stormwater overflows relative to route, potential adverse impacts to offsite property owners,
etc.
c) The Drainage Report refers to future onsite drywells or infiltration trenches to handle roof
drainage for individual lots. The revised civil document should include calculations and details
for use by builders in controlling roof runoff via drywells and/or infiltration trenches
d) Please refer to the Drainage Report red lines for additional comments
Civil Plans -
Our comments are depicted in red on the enclosed plan markups The following are comments that
we ask you to review with your department and Public Works.
i) During the preliminary plat review, we noted that proposed storm drain pipes are aligned on
the property lines between lots 1/2, 10/11, and 16/17 Our concern was with the impact of
fence post placement on these relatively shallow storm lines and then subsequent access
challenges negotiating the fences and the side yards of the homes At the very least, we
suggest the storm lines be offset from the property line so that they would not be directly
under fence posts

ii) The disturbance to the existing street paving will be significant. We suggest that the project
engineer review the limits of "half-street improvements" with the Public Works Department.
There may be the need to construct the new roadway beyond just centerline of right-of-way
due to significant trenching and pavement restoration requirements for the water and STEP
services and main lines

Staff recommends the City Council approve the above referenced project as forwarded by the
Yelm Planning Commission which is based on the following
Based on the analysis and findings presented in the Planning Commission staff report dated
January 31, 2001, the public testimony received at the Public Hearing, February 20, 2001, and as
conditioned below, the Planning Commission has determined the proposal meets all land use
codes and development requirements of the City of Yelm and is consistent with the Yelm
Comprehensive Plan
Conditions of Approval
Sewer
1 Sewer ERU's are charged at the current rate of $4,850/ERU plus an inspection fee of
$145 OO/ERU payable at building permit issuance The applicant shall be credited for the one
existing connection
2 The S T E.P System shall be designed to City standards The applicant shall submit final civil
plans to the Public Works Department for review and approval
Water
3 An 8" PVC waterline extension will be required along Solberg Van Trump will require an
upgrade from the existing 4" AC line to an 8" PVC line
4 Water ERU's (equivalent residential units) are based on a consumption rate of 240 gallons
per day and are charged a current rate of $1,OOO/ERU (fee subject to change) inside city
limits One ERU would be charged to each residential building lot. The applicant shall be
credited for the one existing connection These fees are payable at building permit
issuance
5 The Water Line improvements and connections shall be designed to City standards The
applicant shall submit final civil plans to the Public Works Department for review and

DOE Storm Water Manual, as adopted by the City of Yelm Best Management Practices

9 The stormwater system shall be held in common by the Homeowners The Homeowners
Agreement shall include provisions for the assessment of fees against individual lots for the

improvements are allowed within the easements, who's responsible for removal,
replacement and/or repairs of any improvements within the easement.
Transportation
10 Frontage improvements are required for this project. Frontage improvements shall be
consistent with the City of Yelm's Development Guidelines Frontage improvements for
Longmire, Van Trump and Solberg shall be consistent with the section "Local Access
Commercial" Frontage improvements for Coates shall be consistent with the section
"Neighborhood Collector" Stevens Street has been vacated by a Yelm City Council action
11 The proponent shall mitigate transportation impacts based on the new residential p m peak
hour trips generated by the project. The Transportation Facility Charge (TFC) shall be based
on 1 01 new peak hour trips per residential unit. The proponent will be responsible for a TFC
of $757 50 which is payable at time of building permit.

12 The applicant shall submit fire flow calculations for existing hydrants All hydrants must meet

The Yelm Planning Commission will hold a public hearing to receive comments on a preliminary

Commission will make a recommendation of action the City Council. The City Council will act
upon the Planning Commission's recommendation at their February 28, 2001, regularly scheduled
meeting

and must be received by the close of the public hearing on February 20, 2001 Such written

review of a completed environmental checklist and other information on file
with the lead agency This information is available to the public on request.

This Mitigated Determination of Non Significance is based on the project as proposed and impacts and
mitigation reflected in the following.
· Environmental Checklist (dated November 13, 2000, prepared by TEBO Ventures III)
· Preliminary Storm Drainage and Erosion Control Report ( dated November 10, 2000, prepared by
HATTON GODAT PANTIER)
And the following conditions.
1 The proponent shall mitigate transportation impacts based on the new residential p m. peak hour
trips generated by the project. The Transportation Facility Charge (TFC) shall be based on 1 01
new peak hour trips per residential unit. The proponent will be responsible for a TFC of $757 50
which is payable at time of building permit.
2. The developer shall enter into an agreement with the Yelm School District to mitigate project
impacts to the school district.

You probably dIdn't thInk you'd hear from me hahaha.
Anyway the only thIng that I was wondenng about was the
wIdth of some of the lots I thought 50' was a minimum.
I am concerned that wIth the smallness of the lots that
cheap small homes will go up which I belIeve wIll put a
stop to anyone interested In upgradIng our area (the
downward spiral as appossed to the upward spIral).
I would love to be wrong and see some cute homes from
1400 to 2000 square feet go up.
We have some choices to make as to what our town WIll
look lIke and sometimes waiting for the right thIng IS better
than Just getting somethIng up.
I hope there has to be lots of trees along the streets!'!!'

3 Public Notice Notice of the Public Hearing was published in the Nisqually Valley News
on February 2, 2001, and posted in public areas on February 1, 2001 The notice was
mailed to adjacent property owners and the applicant on February 1, 2001
4 Existing Land Use. Zoninq and Densitv There is currently one house on the southwest of
the site that is proposed to be removed Older homes have the potential of containing
materials which contain asbestos The Olympic Air Pollution Control Authority (OAPCA)
administers demolition permits and the removal of asbestos contaminated materials (see
Exhibit IV) The City of Yelm also requires a demolition permit.

The site is zoned Moderate Density Residential (R-6), Chapter 17 14 In the R-6 District
the minimum density required is three (3) units per acre with a maximum density of six (6)
units per acre As proposed the density of the project is six (6) units per acre
5 Lots Size and Setbacks. The R-6 District does not have a minimum or maximum lot size
but it does have standard 'yard setbacks Most of the lots are 48' wide by 100' long It
appears all lots can meet minimum setback requirements Lots that contain the
stormwater easements will likely be limited to two story homes
6 Adiacent Land Uses and Zoning Properties surrounding the project site are zoned R-6
and Institutional District ( Middle School) The north side of Coates Road is in
unincorporated Thurston County and zoned RR 1/5 The Middle School is located to the
north side of the site and the remaining surrounding area is developed at low density
residential
7 Open Space. Chapter 16 14 requires a minimum of five percent of the gross area be
dedicated as open space or pay a fee in-lieu-of providing the open space on site Five
percent of the site is equal to 8255 square feet or $6356 35 as a fee in-lieu-of open
space The applicant has not proposed anyon-site open space
8 Schools New residential units create a demand for additional school services and
facilities The Yelm School District requests that the developer enter into an agreement
with the school district for the payment of mitigation fees based on the project's impact.
This request became mitigation of the Environmental Determination
The applicant and the School District have completed and recorded the agreement.
9 Transportation and Site Access. The property fronts Coates, Solberg, Longmire and Van
Trump Streets All lots with the exception of lot 23 are accessed from the adjacent public
right-of-way Lot 23 will be accessed through a easement for ingress/egress which is
also a utility easement.
Existing right-of-way on Van Trump St. is adequate for improvements to a local access
street. Solberg, Longmire and Coates Streets will require and additional right-of-way on
each street to accommodate the city's street standard
An unopened section of Stevens Street right-of-way bisects the property, running
southeast and northwest. On January 10, 2001, the City Council, after consideration of
the Planning Commission's recommendation, approved the vacation of said right-of-way
The completed project will increase traffic and impact the City's transportation system
Chapter 15 40, Concurrency Management, requires all development to mitigate impacts
to the City's transportation system A single family home generates 1 01 P m peak hour
trips per unit. The Transportation Facility Charge per unit is $757 50 and payable at time
of building permit.
10 Parking. Chapter 17 72, Off-Street Parking and Loading, requires a minimum parking
ratio of two spaces per unit. The developer is proposing at a minimum to provide parking
accommodations for at least two vehicles on each residential lot.

11 Wastewater The project site is in the sewer service area and has a single connection to
the city's S T E P system The existing lines are as follows Van Trump - 4", Longmire-
2", Coates 2", Solberg 8"
12 Water Supplv The project site is in the water service area and has a single connection
to the city's water system There is an existing 6" AC watermain located along Longmire,
Coates - 8" PVC, Van Trump - 4" AC New development must provide minimum water
pressure which in part is achieved through proper line sizing The existing line on Van
Trump is not adequate to provide minimum fire flow pressure
13 Drainage/Stormwater The completed project, including street improvements, will
increase impervious surfaces on the site and adjacent streets Impervious surfaces
create storm water runoff When uncontrolled and untreated storm water runoff can
create health and safety hazards YMC requires all development to comply with the
Stormwater Manual for the control and treatment of stormwater runoff
The applicant has submitted a Preliminary Stormwater Report that estimates the
impervious surface, infiltration rates of the runoff, and a conceptual design for treatment
and storage of the stormwater
Runoff from the streets is tight-lined into the center of the plat where treatment and
infiltration occur The applicant has proposed 15' utility easements split between two
property lines for each easement.
Following preliminary plat approval the City Stormwater Manual requires the developer to
submit a final plan consistent with the final impervious calculations for the site
Stormwater facilities require continued maintenance to ensure they remain in proper
working condition
14 Fire Protection Fire protection is provided by the Thurston County Fire District tf2.. As
development occurs there will be additional demands for fire service
15 Police Protection Police protection is provided by the City of Yelm As development
occurs there will be additional demands for police service
16 Street Lightinq. Adequate street lighting will be required for this project. Street lighting
design must meet the City of Yelm's Development Guidelines
17 Landscapinq. Landscaping and screening are necessary to promote safety, to provide
screening between compatible land uses, to safeguard privacy and to protect the
aesthetic assets of the City Chapter 17 80, Landscaping, requires the applicant to
provide on-site landscaping for all development proposals
The site is adjacent to properties that are compatibly zoned When all adjacent properties
are zoned residential the code requires that the perimeter of the site be landscaped with a
Type II landscaping In residential subdivisions the City also allows fencing to meet the
landscaping requirements for the perimeter of the site An adjacent property owner has

requested that the applicant install a 6' wood fence along their common property line (see
Exhibit IV) Stormwater areas must also be landscaped
The applicant has not submitted a preliminary landscaping plan or a tree and vegetation
plan However significant trees have been identified on the preliminary drawings
Chapter 17 80 requires that at time of civil plan review and approval the applicant provide
a final landscape and irrigation plan for approval
18 Environmental Review: After review of the environmental checklist and supporting
documents, a Mitigated Determination of NonSignificance (MONS) was issued on
December 18, 2000 The comment period expired on January 2,2001 The MONS is
attached as Exhibit III
19 Public Comment. Comments were received from the Yelm School District requesting
SEPA Mitigation, the OAPCA, and adjacent property owners John Graver and Virgil &
Darlene Baker All letters are attached as exhibits
20 Findinqs and Conclusion. Chapter 16 12.170 requires written findings prior to a decision
on a preliminary plat. Based on the project as proposed by the applicant and the
conditions of approval below, the staff finds that the subdivision
A. Adequately provides for the public health, safety and general welfare and for such
open spaces, drainage ways, streets, potable water supplies, sanitary wastes,
parks and recreation, schools, sidewalks,
B That the public use and interest will be served by the platting of such subdivision
and dedications,
C The subdivision is in conformance with The Yelm-Thurston County Joint
Comprehensive Plan, the City Zoning Ordinance and the City's Development
Guidelines
D Staff Recommendation
Based on the Analysis and Findings in Section C and the Conditions of Approval below, staff
recommends that the Planning Commission forward SUB-00-8265-YL to the City Council for approval

wIdth of some of the lots I thought 50' was a minImum.
I am concerned that wIth the smallness of the lots that
cheap small homes wIll go up WhIch I believe wIll put a
stop to anyone Interested In upgradIng our area (the
downward spIral as appossed to the upward spIral)
I would love to be wrong and see some cute homes from
1400 to 2000 square feet go up.
We have some choIces to make as to what our town wIll
look like and sometImes waItIng for the nght thIng IS better
than just gettIng somethIng up.
I hope there has to be lots of trees along the streets!!!!!

I spoke to Bob over the weekend I faxed the Yelm School District information.
There is not much to add to the letter that I sent Friday
I did think a little more about the easement issue. If a split easement was fenced, it
could be chain link or cedar If a fence had to be totally removed, the maximum length of the
fence would be 80 feet. That is if it went from the front of the house to the rear boundary That
is about 10 or 11 posts The chain link fence could be disassembled with very common utility
maintenance worker repair tools. A pair of pliers releases the fence/post connectors at two

trucks to bring crushed rock and concrete or asphalt and a paving machine. There should be
no question about which type of easement will be quicker, easier and less expensive to access

You mentioned OAPCA's comments could you provide a copy of them. I have spoken
to some testing labs and to Gary Carlson thiS A.M. about the requirements for a demolition
permit there do not appear to be any surprises.
I am attempting to make arrangements with Lakeside Industries to take a look at
Longmire Street. It would be helpful to make sure I understand the paving section before I go
to the site with Tony Hamel. I can discuss preliminarily discuss the whole area with him at that
time I did take a look at the paving on Longmire and except for the one area where an
underground utility repair was made and not patched I did not notice any significant disrepair I

Thank you for faxing the proposed Staff Report.
I have a minor comment on the Open Space, Findings 7 and Condition of Approval 15
The two parcels of property we are purchasing are 50,000 and 100,000 square feet. The
vacated parcells 15,000 square feet. The total subdivIsion is 165,000 square feet. Five % of
the total parcels square footage is 8250 square feet. The 77 dollars per square foot fee
charged for open space not dedicated is $6352.50 The Yelm Code Chapter 1412 on OPEN
SPACE AND PARKS that I have to review is dated 12/95 and may have been amended but it
indicates that the fee IS due prior to final plat approval The Report did not indicate the time that
payment of the IS required It would be helpful to us in the finanCing process to have the time
that payment is required in the final planning documents like the traffic, sewer and water fees
time of payment are designated
Finding 8 Schools, I believe that we have an Agreement with the School District. I will
check with Bob when he comes back into town this weekend
I have some IIngenng confusion on Transportation and Site Access Finding 9 and
Conditions of Approval 11 It would be helpful to have a few items clarified before they end up
in the final planning documents and cause problems at the engineering and Final Plat stage At
the Presubmission Meeting the designations for road sections Indicated were Neighborhood
Collector for Coates and Local Access Commercial for Longmire, Van Trump and Solberg. We
also talked then and some after the meeting about Just uSing one standard The right of way
requirements were different. The NeighborhoOd Collector was 56 feet and Local Acce:ss
Commercial was 58 feet. The designation in the Report are Coates again Neighborhood
Collector but LongmIre, Van Trump and Solberg are Local Access Residential I believe that
there was a change In City of Yelm standards after that meeting. We purchased a new disk
from the City of Yelm for our engineer The right of way requirement for Local Access
Residential is 56 feet. It would be helpful to us for engineering and construction clarity to have
one street section However, It IS not a significant point. The sections are the City of Yelm pick.
We just want to make sure the road sections noted between the Presubmlssion meeting and
the Report are what the City of Yelm wants. Our main concern 15 the rIght of way width of the
selected road sections so that accurate right of way dedications are made so that we do not
have to redesign lots and easements. The Neighborhood Collector Drawing 4-5 and the Local
Access Residential Drawing 4-7 on the new disk we purchased are both 56 feet. It appears that

we need to dedicate an additional 3 feet to meet the total of 56 feet required on Coates,
Solberg and Longmire Streets. The rel'ort indieates 4 feet. A second concern is the Local
Access Residential Drawing 4-7 It 1$ very confusing. My interpretation is different than our
engineers so I know we need some clarity There IS only sidewalk on one side. The structures
on the two sides of the road are different. This could have been Intended. However, one side
requires 30 5 feet for structures and does not fit the right of way footage to centerline, 28 feet,
but the drawing indicates that it does The other side requires 25 5 feet and exceeds the right
of way to centerline, 28 feet, but does not Indicate excess an excess of right of way The
drawing does not indicate an offset centerline However, the total reqUIrement for structures on
both ~iriR~ of the strRRt is 58 faRt which fits the total right of way of 56 feet. The curb Is also 1 5
feet but the Cement Concrete Curb Drawing 4-13 shows 2 feet. I assume 5 feet could be in
the planter strip If the two sides are different which are we to be building? Copies of Drawings
4-5,4-7 and 4-13 are enclosed to make sure I am not looking at out of date material.
Our engineer would like clarification on whiCh hydrants have to be tested and conform,
Condition Of Approval 13
We do not agree with or accept the requirement that the stormwater pipe easements
between lots 1 and 2, lots 9 and 10, and lots 16 and 17 fully contained on an individual lot.
Before designing the preliminary plat of Longmire Meadows, we reviewed the topography of our
site and the Yelm code for stormwater management. We were unaware of any Yelm code
regulation that would require that a stormwater easement be fully contained upon one lot. Our
engineer designed the stormwater system and easements in Nisqually Estates That Plat
recently received final Yelm approval after construction. We are unaware of any other
jurisdiction that imposes this type of requirement. We were severally constrained in the lot
design by site topography and by the fact that we are working with existing roads and that the
exact location of the stormwater flows and easements are tightly defined by gravity We and
engineer would appreciate a reference to any Yelm code requirement that stormwater
easements be contained upon one lot. We do not want to lose lots because of this requirement.
The lots that were designed were viewed with the intention of having the same
approximate building pad That pad would be 36 feet after taking out the 12 feet that is normal
and the 20 feet for a corner lOt. The idea was to have the same house plans fit on all lots and
to have all lots similar in size and look. We feel that this allows the best look at build out and
because it looks better the greatest economic advantage We understand and appreciate that
the Yelm Code gives a great deal of flexibility in designing the lot size and dimension.
However, flexibility should not allow the unnecessary imposition of easements especially when
the flexibility does not equate with a good look or good economics. If a 15 foot easement is
required on one lot your statement in Finding 5 is accurate that two story houses would likely be
necessary We could be required to redesign much of what we have done to come up with a
good looking workable plan because we do not want that limitation. We also regularly
discourage the parking of boats, recreational vehicles and commercial vehicles in side yards of
houses. We feel that it detracts from the neighborhood and the resale values This easement
requirement encourages this type of use of side yards. This requires us to rethink that position.
We also often limit fencing to the midpoint of a house rearward. This means no fencing from
the right of way at least 40 back. However, if vehicles are going to be parked on the side of
houses we would require that the vehicles be fenced These vehicles would also normally be
required to be on hard stands Without the fencing and the hardstands the neighborhood look
suffers dramatically
(looked to the Finding 13 and the Condition of Approval 6 for some guidance in
understanding the justification and reasoning for the proposed requirement. The only statement
is that future maintenance and repair could be constrained without the requirement. There is no

factual basis related for that statement. We do not understand the basis for the statement.
Normal maintenance will be from the catch basin at the street, be very infrequent and will not
require entry onto the easement. This is not a sewerline which requires regular maintenance
and entry to a manhole on an easement or a waterline which might reCluires some occasional
maintenance and possible entry onto an easement. I also checked with the manufacturers for
information about the serviceable life of the products currently reCjUlred for storm water by Yelm
The serviceable life is 100 years. My belief is that serviceable life is much longer This means
that repair of a properly installed stormwater line itself will only occur at some very remote time.
It is also my understanding that the pipe from the catch basins at the right of way and the ponds
are the maintenance responsibility of the Homeowners Association not the City of Yelm
We did have a conversation prIOr to the Report about fencing being an impediment to
and increase the cost to repair the stormwater line. If that is still the concern, that should be
addressed but not by an easement required to be on one lot entirely The easement itself
can/and will contain the proper language to require the homeowner to remove the fence and to
restore it at his expense, If In fact a fence has been installed, repair requires entry onto the
easement and removal of the fence is reasonably necessary The fencing will likely if installed
be for less than 60 feet of a 100 foot deep lot. The cost to take the fence down in todays dollars
and to put It back up commercially should be less than $8 00 per foot. Concrete or asphalt hard
pads will be unlikely in between narrow lot house setbacks. In an emergency, which I would not
expect with a stormline, fences are easy to remove and the easement gives that right. I have
never experienced a problem to entry to an easement between lots
A problem is much more likely on the type of easement you suggest be required. After
the homeowner moves in there is all of the extra space at the side of the house. The boat, RN
or commercial vehicle is purchased. The hardstand is poured. The sideyard fence goes up
The screening fence across the front of the property goes up Now there are real impediments
to entry There are also greater expenses to repair Removal and disposal of concrete and
asphalt and restoration is not a homeowner job The cost without all of the fencing is probably
close to $10,000 00
We believe that the potential of repair to a stormwater line is remote and IS certainly
remote in time It is also the Homeowner's Association's responsibility The solution to that
repair occurrence, jf a fence is even in place, is through the easement language, stormwater
maintenance agreement language and allocation of cost between the homeowner and the
Homeowner's Association This is the Homeowner's Association problem to deal with beyond
that.
The solution suggested causes far greater problems. There is the potential for loss of
building lots There is the cost of redesign. There is the change in the look of the plat. The
flexibility of the lots is reduced. The potential is much greater for the storage of vehicles and
clutter in sideyards Access to the easement will decrease. The cost of repair, jf access is ever
necessary, will increase

I spoke to Bob over the weekend I faxed the Yelm School District information
There is not much to add to the letter that I sent Friday
I did think a little more about the easement issue If a split easement was fenced, it
could be chain link or cedar If a fence had to be totally removed, the maximum length of the
fenc~ would be 80 feet. That is if it went from the front of the house to the rear boundary That
is about 10 or 11 posts The chain link fence could be disassembled with very common utility
maintenance worker repair tools A pair of pliers releases the fence/post connectors at two
points on each post. A cutoff saw with a metal cutting blade could do the same job The fence

Re Longmire Meadows
Dear Cathy,
After our short discussion about the concern of school children or other children
congregating in the storm facilities area of the Longmire Meadows Plat, I pulled the drawing out
to take a better look at it. I also started to think about my own experience because I have never
previously encountered this type of concern
In Puyallup, I created 15 lots in 1993 on seven acres next to a grade school The
configuration is very similar to Longmire Meadows The Wildwood Grade School actually abuts
the two acre plus heavily forested open space, storm facilities and naturally occurring pond
area The school is roughly in the same position as the 1/4 of the block we are not aeveloping
into Longmire Meadows I still own the open space pond area. In ten years of ownership
before and after development there has not been one complaint to me The school has never
chosen to fence it's boundary There is no access by street.
In Ferndale, I completed a 50 lot Plat, Shields Estates Approximately, 15 homes back
up to the natural wetland, storm retention and open space The City required a ten foot paved
bike path over 800 feet long around the area It is open to all of Whatcom County and is now
on the bike trail system The path is blocked to vehicle access, except maintenance vehicles
which have to remove bullards to gain access There have been no complaints
I live on Stadium Way in Tacoma Our neighborhood backyards abut a one mile long
walking path on the bluff overlooking the water The walking access comes from very large
open space parks at both ends of the trail and from the Stadium High School which is on the
path There is no vehicle access at all because of terrain The Tacoma police have taken care
of any problem they perceive there are by foot. My only visitors from the path are the welcome
deer, raccoons and squirrels who eat in our yards The rare thefts are not from the path and
usually are daylight entry and from vehicles even trucks, backing up to houses
I looked at the Longmire Plat to see if lots could be reconfigured into the storm retention
and infiltration areas The Kevin O'Neil, the engineer has designed this preliminary area to
cover the required storm treatment and infiltration required by the City of Yelm codes We are
taking all of the existing and new storm water from the four abutting streets Gravity dictates
how this can be done Th~ storm water plans may change at the final design but right now this
is the estimate of the area, volume and placement of the facilities
I also looked at the access points to the open space pond area The 15 foot easements
on Coats, Solberg and Van Trump are for construction and maintenance of the storm pipes
The storm materials that are used today should not need replacement in several life times The
major maintenance will occur from the catch basis at the streets These easements are not
intended as access for foot or maintenance vehicles and will be part of the home owners
landscaped yard
The access to the storm/open space area is from Longmire Street. The access will be
over the joint storm access and driveway to lot 23 If the police want access at that point, it is
available Children would have to walk by two houses on lots 22 and 23 to get to this area All
other access will have to be between houses in the plat or outside of the plat. There are not
many children bold enough to access between houses The houses outside of the plat back
yards will be fenced by us according to Yelm code As the houses are constructed some
owners will fence the back yard This will limit access in and out between houses Before the
time the house backyard fences are built the children are readily visible to 11 houses If the
home owners fence the back yards the children would not be as visible However, they will not
want to be in an area that has one way access off Longmire Street and no second way out of
because of fences, while the police or home owners have access down the driveway they
walked in on
The access at the end of the driveway to lot 23 could be fenced but that is really
unnecessary, in my opinion
If the idea is to open up an area from Solberg to the storm open space area, I do not
believe this is a good idea The area will eventually be covered by trees or brush It will allow
easy access from the school but not create a balancing observation point from the street. It
would be more like it is now Homeowners and developers usually resist this type of lane
because it becomes a dumping ground for organic and inorganic material and causes traffic
between houses from children in the plat and those outside who find It an easier route to where
they are going We will lose building a building lot or lots without decreasing our storm needs
Even if lots could be placed behind lots 1 and 2, I think there could be some fire access related
issues turnarounds, hydrants etc
The middle area of the property is not visible from the street now We have been on the
property several times and we have not seen any evidence of children or illegal activities there
ie cigarette butts, cans, bottles or trash We do not see why the potential problems would
increase with 23 home to observe where only one exists at the present.
We are certainly willing to listen to all concerns and try to address them as they are
presented We do not think we have a problem but if there is we do not want the solution to
create more of a problem

Anyway the only thing that I was wondering about was the
width of some of the lots I thought 50' was a mInimum.
I am concerned that with the smallness of the lots that
cheap small homes will go up which I believe will put a
stop to anyone interested in upgrading our area (the
downward spiral as appossed to the upward spiral).
I would love to be wrong and see some cute homes from
1400 to 2000 square feet go up.
We have some choices to make as to what our town will
look hke and sometimes waiting for the right thing is better
than Just getting something up.
I hope there has to be lots of trees along the streets!!!!!

John Knowles & Associates has completed our initial review of the Longmire Meadows project
documents thus far provided by Stephanie Connors. We have reviewed the following documents
~ Preliminary civil engineering drawings (Sheets 1-3 of 3)
~ Preliminary Drainage and Erosion Control Report
We have reviewed the design for general compliance with City of Yelm Development Guidelines,
DOE Stormwater Management Manual, and general standards of civil engineering practice.
Based on the level of completion (preliminary) of the submitted documents relative to the City of
Yelm Development Guideline requirements, we consider the design documents to be preliminary;
Le., the submitted plans should not be considered final construction documents at this time
Our comments are described below.
In general, the above-referenced documents indicate that the project can be designed during the
final plat process to comply with the City of Yelm Development Guidelines and the DOE
Stormwater Management Manual.
The project engineer should note the following during preparation of the final design documents
~ Precipitation depth values fot six-month through 1 DO-year 24-hour storm events can be taken
from the DOE Stormwater Management Manual Hyetographs.
~ The DOE Manual requires vehicular access from a public street to the bottom of the infiltration
pond For this project, an appropriate turnaround area must be provided at the pond site
Vehicular access will also be required from the public street to both wetpond inlet points.
~ Final design documents will need to address safety and security for the pond facilities
considering their proposed 3 1 side slopes and depth of the wetponds' permanent pool.
~ Final design should address the need for gravel filter windows within the wetponds to create
two-cell type treatment systems per the DOE Manual requirements.

Project Location. 3 76:t acres located on the southeast corner of Coates and Solberg and the north side
of VanTrump between Solberg and Longmire
Zoning
Moderate Density Residential (R-6), Chapter 1712. Minimum 3 units per acre and
maximum 6 units per acre
Minimum Lot Size - none
Setbacks Front yard - 15' for the house, 20' for the driveway
Rear Yard - 25'
Side yard - minimum 5', total both sides 12'
Traffic: The City has adopted a Transportation Facility Charge (TFC) of $750 00 per new pm peak hour
trip generated by new development. The Ordinance provides a default table that the applicant
can use to determine new pm trips generated by the proposed use A single family unit
generates 1 02 trips during the pm peak hour
The TFC for each unit ($757 50) is payable at issuance of building permit.
Per Unit TFC

If the applicant feels the proposed use would not generate the default number of trips as

adopts an ordinance The City can require the abutting property owners compensate the

done either prior to plat application or concurrently

An environmental checklist is required as a component of the land use application
Under SEPA the school district does require school mitigation The developer is
responsible for entering into an agreement with the School District. In the past the school
has require a mitigation fee of $650 00 per unit.
A Tree and Vegetation Plan is required
Development of the site as a residential subdivision requires Preliminary and Final Plat
Approval, including Environmental Review Plat approval requires a public hearing before
the Planning Commission with a final decision by the City Council The environmental
determination and preliminary plat are reviewed concurrently and can be completed in 16
to 18 weeks
Preliminary subdivision approval typically contain conditions of approval that the applicant
must complete prior to receiving final subdivision approval or permits for construction
Following land use approval the applicant is required to submit civil construction drawings
to the Public Works Department for review and approval and satisfy all conditions of
preliminary subdivision approval Upon satisfactory completion the applicant submits the
final documentation for final plat approval The time elapse from preliminary approval to
final approval can vary significantly depending upon the cond~~9.-~proval and the

WATER:
The proposed SIte would need to connect to the CIty'S water system. Water
ERU's (eqUIvalent residential umts) are based on a consumptIOn rate of
240 gallons per day and are charged at a rate of $l,OOOIERU (fee subject
to change) mSlde CIty limIts. EXIsting water lines are available as follows.
Longmire - 6" AC, Coates - 8" PVC, Van Trump - 4" AC. An 8" PVC
waterline extension will be required along Solberg. Van Trump will
require an upgrade from the eXIsting 4" AC lIne to an 8" PVC lIne.
SEWER:
The proposed SIte will be reqUIred to connect to the CIty'S sewer system.
ConnectIOn pomts to the system are avaIlable as follows. Van Trump - 4",
LongmIre - 2", Coates - 2", Solberg - 8" Sewer ERU's (eqUIvalent
reSIdential umts) are based on discharge of240 gallons per day Each ERU
