Regarding Plan Review - Espresso Stand @ 514 West Yelm Avenue
Dear Mr & Mrs Hartsell
I have completed my review of the information that was submitted for a proposed espresso stand, Mo' Joes,
which is to be located at 514 West Yelm Avenue in Yelm, Washington The plans are accepted with the follOWing
conditions
1 Prior to calling for a pre-opening inspection, all planning, building, plumbing, electrical and fire code
requirements must be completed
2 It is my understanding that your commissary agreement may be voided if the commissary building is leased or
sold The new lessee or buyer has the option of canceling your agreement to use the facility Should this
happen, you will need to establish a new commissary within 200 feet of your espresso stand
3 All floor, wall, and ceiling surfaces must be smooth, durable, nonabsorbent, and cleanable All exposed wood
in food preparation and storage area must be properly segled. The junction between the wall and floor must
be properly coved All openings around utilities passing through walls, floors, and ceilings must be sealed
4 All lights In food preparation, service, and storage areas must have proper shields or guards
5 Vacuum breakers or back flow prevention devices are required on all faucets haVing threaded hose bibs
6 All hand wash sinks must be provided With soap and paper towels (and dispensers) Hot and cold water,
under pressure, must be available at all times at the hand wash sinks and the three compartment sinks
7 The rest room(s) must be mechanically ventilated to the outSide Rest room doors must be self-clOSing and
cannot be propped open The ladies' rest room should have a covered waste receptacle
8 All refrigeration units must have visible working thermometers
9 Food probe thermometers must be obtained and used to check food temperatures
10 When milk IS heated for the first time, it must reach at least 1400F If any left over milk is re-heated, it must
reach at least 1650F If the consumer wants a cooler drink, fresh cold milk may be added after the 1400F or
1650F has been reached or exceeded

11 Pitchers, spoons, and in use utensils must be rotated or removed from use on a routine basis to ensure that
residual milk product is removed Temperature abuse of the residual milk will be reduced when the dishware
is washed, rinsed, and sanitized
12 All workers in the Food Service Establishment must have valid Food and Beverage Service Worker's Permits
prior to starting work. These cards must be posted on-site
13 A pre-opening inspection must be scheduled and conducted prior to opening for business After the pre-
opening, you will be billed for the plan review, pre-opening inspection, and the Operating Permit. Fees must
be paid as specified in the billing
14 Any expansion of menu, addition, or change of equipment or remodel of the establishment requires review by
this Department.
15 This letter and the establishment file reflect items discussed during plan review You will be responsible for
meeting all requirements of Article II, Rules and Regulations of the Thurston County Board of Health
Governing Food Service If you do not have a copy of this information, please contact our office
16 Our records indicate that your establishment is in the following billing category with the corresponding square
footage for each category or categories If our records are incorrect, please let us know

Comprehensive Plan, Zoning Title (17), Critical Areas Ordinance (14 08), Storm Water Drainage Design and
Erosion Control Manual (DOE), Uniform Building Code, State Environmental Policy Act (SEPA) Title (14),
Road Design Standards, Platting and Subdivision Title (16), and the Shoreline Master Program.
