The Community Development Department received the preliminary site plan review application
for the above referenced project, and finds that the application is incomplete. The application
shows a future building addition of 1,369 sq. ft. This is more than a 25% increase in building
size and requires an administrative site plan review. This requires public notice and a fee of
$750.00.
Please provide the following:
El Map and mailing labels for property owners within 300 feet of the site
El Preliminary stormwater report. (The statement of "proposed rain garden /retention
pond" is not adequate to show how the rain garden will meet the treatment and release
requirements of the SWMMWW for the amount of impervious surface proposed.)
El Payment of an additional $500.00.
did a preliminary review of the site plan, and found several items that do not meet City of
Yelm standards and will require changes that will affect the overall site plan. We can continue
review with this site plan, or you may elect to address these items and resubmit.
The site plan shows a 5 foot dedication for sidewalk; however shows site improvements
within the dedication area. If the 5 foot is required for right -of -way, which includes an
11 foot travel lane, a 5 foot shoulder, 7 foot planter strip and 5 foot sidewalk, on site
improvements cannot be located in this area. This would also make the proposed ADA
parking stall out of compliance.
Centerline of
right of way should
be shown on
the
plans
to clearly show that all on site improvements
are located outside
of the right of
way.
It is probable that a
1 gallon STEP
tank
will not be adequate to serve this size of
commercial
building. The tank
must be at least 5
feet
from building foundation and property
line with an

additional 2 feet from any utility easement. STEP tank sizing is governed by the Criteria for
Sewage Works Design published by the Washington State Department of Ecology.
A 15 foot landscape area is required between the commercial and residential uses. As we
discussed on the phone, if you proposed substantial landscaping we could look at landscape
averaging or a letter from the adjoining residential properties that the fence and 8 foot
landscape strip is adequate.
In regards to
the request
for deferral
of
frontage improvements,, that must be reviewed during
the land use
process and
determined
by
the Public Works Department.
There is no way that we can defer the asphalt prior to opening, as the asphalt and stormwater
are required to protect ground water.
