1. Mayor Foster called the meeting to order at 6:04 pm.
2. Roll Call Present: EJ Curry, Molly Carmody, Jennifer Littlefield, Tad Stillwell,
Tracey Wood, Joe DePinto and Russ Hendrickson.
Correction to the 3/28/17 minutes to show that Councilmember Littlefield was
excused from the meeting.
3. Agenda Approval
17-142 MOTION BY RUSS HENDRICKSON TO APPROVE THE AGENDA AS PRESENTED.
SECONDED BY TRACEY WOOD. MOTION CARRIED.
4. Special Presentations
Police Officer Lifesaving Efforts Recognized - Sgt. Wood and Officer Taylor were
recognized by EMS Director Kurt Hardin and Mayor Foster for performing
lifesaving efforts at the scene of an accident.
Proclamation Declaring May as Bicycle Commuter Month - Mayor Foster read the
proclamation and presented it to Duncan Green from Intercity Transit. Mr. Green
then shared some fun facts about the Bicycle Commuter Challenge.
FFA Ag Issues Forum Presentation - Mike Mensonides and 5 students gave a 10
minute presentation on the Hirst Decision.

a. Minutes - Regular meeting March 28, 2017 & Study Session April 4, 2017
b. Payables - Checks #68711 - #68813 Totaling $474,246.93

8. New Business -
a. Resolution 576 - Endorsing the Thurston Community Economic Alliance Strategic
Plan - Information presented by Community Development Director Grant Beck.

a. Adopt Resolution No. 577 Nunc Pro Tunc - New number assigned to Resolution
No. 568 which was adopted on March 28, 2017.

10. Department Updates -
Michael Grayum updated the Council on the following:
• Emergency Management Meeting
• Public Safety 2 of the 3 vehicles have been delivered.
• Highlights from the Unified Development Code Open House
• Will be meeting with the Food Truck Association
• Chat with the Chief at Mr. Doug's on April 12th from 1-2:30
• Encouraged Council to register for the Small City Connector Meeting on
4/19/17 in Tenino.
• Arbor Day Celebration April 28th, 2017 at Yelm High School.
11. Mayor and Council Initiatives
Councilmember Carmody attended the Community Investment Partnership and
has a meeting scheduled with Councilmember Stillwell, City Administrator, Judge
Meyer and the Prosecutor and Public Defender to discuss incarceration costs.
Councilmember Littlefield attended the Emergency Management meeting last
week.
Councilmember Stillwell thanked Council for endorsing the Economic Development
Strategic Plan.
Councilmember Wood attended the Emergency Management meeting.
Councilmember DePinto thanked City Administrator, Michael Grayum and Chief
Stancil for taking care of the squatter issue for one of our property owners.
Councilmember Hendrickson attended the Emergency Management meeting.
Mayor Foster attended the Change of Command of I CORPS at JBLM, National Day
of Service for Mayors, Emergency Management exercise, Thurston Regional
Planning meeting and Yelm Chamber meeting.
Chief Stancil - reported on the Emergency Management meeting and the possible
upcoming training in Emmetsburg Maryland in 2018 on Recovery.
