All regular Yelm City Council meetings are audio recorded. A $5.00 per CD (prepaid) fee is required. For information
about obtaining a copy of the proceedings, please call 360.458.8402.
Public comments are welcome. However, in order to proceed with scheduled agenda items the allowable time per
speaker is limited to 3 minutes and the number of speakers limited to five. Comments during the public comment
portion of the meeting should not be associated with measures or topics appearing elsewhere on the agenda and
should not address topics for which public hearings have been conducted or are anticipated.

1. Mayor Foster called the meeting to order at 6:00 pm.
2. Roll Call Present: EJ Curry, Molly Carmody, Jennifer Littlefield, Tad Stillwell,
Tracey Wood, Joe DePinto and Russ Hendrickson.

17 -147 MOTION BY RUSS HENDRICKSON TO APPROVE THE AGENDA AS
PRESENTED. SECONDED BY TRACEY WOOD. MOTION CARRIED.
4. Special Presentations
Student of the Month - Alex Choate
Even though Alex Choate was not present, Mayor Foster read Alex's bio and the
plaque will be taken back to City Hall for Alex to pick up at her convenience.
Proclamation Declaring May as Mental Health Awareness Month - Mayor
Foster read the proclamation. Marilyn Roberts -Hardy (NAMI) thanked the Mayor
and Council for the proclamation, provided them with information on the program,
and gave them t- shirts.
5. Public Comment -
Nolan Lyle spoke about the Eagle Scout program and all the opportunities it has
given him.

THE CONSTRUCTION CONTRACT TO ACTIVE CONSTRUCTION INC. IN THE
AMOUNT OF $318,318.00 FOR THE FIRST STREET (SR 507) SIDEWALK
IMPROVEMENTS (MOSMAN AVE SE TO WASHINGTON AVE SE). MOTION
SECONDED BY RUSS HENDRICKSON. MOTION CARRIED.

10. Department Updates-
Michael Grayum updated the Council on the following:
• Arbor Day Celebration on April 28 @ 2 pm at the Yelm High School. We
will celebrate our "tree city status" and join students in honoring beloved
Yelm High School teacher Ed Bergh.
• Home & Garden Show will be April 29 -30 at the Yelm High School.
• City -Wide Cleanup May 17 -19 from 9:00am- 4:00pm and Saturday May
20th from 8:00am until the dumpsters are full.
• Budget update of the actual for 2016 and the results of the 2017 first
quarter (Q1).
11. Mayor and Council Initiatives
Councilmember Curry attended the Thurston County Solid Waste Advisory
Committee (SWAC) meeting, Yelm Public Safety Committee meeting, the Yelm
Adult Community Center meeting, Yelm Finance Committee meeting, SE Thurston
County Fire Authority meeting and Norwegian Days at the Thurston County
Fairgrounds.
Councilmember Carmody attended the Yelm Community & Economic
Development Committee meeting, Yelm Finance Committee meeting and talked
with a representative of Washington State Department of Transportation about
closing Yelm Avenue for about 6 hours during the heaviest part of the Seattle to
Portland (STP) bike ride. She would like this issue to be added to a future Study
Session for discussion. Councilmember Carmody will be meeting with Thurston
County Prosecutor this Friday to discuss the new Law Enforcement Assistant
Diversion Program.
Councilmember Littlefield attended the Thurston Thrives Steering Committee
meeting, Yelm Community & Economic Development Committee and attended a
presentation from the Behavioral Health Organization.
Councilmember Stillwell attended the Thurston County EDC Board meeting,
Yelm Finance Committee meeting and the Yelm Public Safety Committee meeting.
Councilmember Wood attended the Thurston Regional Planning Transportation
Council (TRPC).

Councilmember DePinto attended the South Thurston Economic Development
Initiative Group, Yelm Public Safety Committee meeting and the Yelm Finance
Committee meeting.
Councilmember Hendrickson attended the Thurston County EMS -Medic One
meeting and awarded a Brown and Field Scholarship to an Olympia Fire Fighter.
Mayor Foster attended the Thurston County Chamber Green Business
Celebration, Yelm Finance Committee meeting, Thurston Regional Planning
meeting, Nisqually River Council, The Phoenix Rising Open House, Regional CTE
Programs and Economic Development Committee meeting, Lacey City Council
meeting and accepted the tree that was given to Yelm, Worked with Prairie Days
Committee, Thurston County Conversation District meeting, Small City Connectors
meeting in Tenino, Truly Motivated Transitional Living Fundraiser, Thurston
Regional Planning Commission meeting, Port of Olympia meeting and walked the
recently cleared area along Rhoton Road to see if there was an impact to Yelm
Creek.
