05-09-2017YELM CITY COUNCIL REGULAR MEETING TUESDAY, MAY 9, 2017 MINUTES PUBLIC SAFETY BUILDING 206 MCKENZIE AVE. YELM, WA 1. Mayor Foster called the meeting to order at 6:00 pm. 2. Roll Call Present: EJ Curry, Molly Carmody, Jennifer Littlefield, Tracey Wood, Joe DePinto and Russ Hendrickson. 17-152 MOTION BY TRACEY WOOD TO EXCUSE COUNCILMEMBER TAD STILLWELL FROM THE- MEETING. SECONDED BY RUSS HENDRICKSON. MOTION CARRIED. 3. Agenda Approval 17-153 MOTION BY MOLLY CARMODY APPROVING THE AGENDA AS PRESENTED. SECONDED BY E3 CURRY. MOTION CARRIED. 4. Special Presentations Student of the Month - Nolan Lyle Mayor Foster read Nolan's bio and presented him with a plaque. 5. Public Comment- no comments 6. Consent Agenda a. Minutes - Regular meeting 4-25-17 & Study Session meeting 5-2-17. b. Payables - Checks #68909 - #69026 Totaling $803,731.99. 17-154 MOTION BY TRACEY WOOD TO APPROVE THE CONSENT AGENDA. SECONDED BY RUSS HENDRICKSON. MOTION CARRIED. 7. Public Hearing - none scheduled 8. New Business - none scheduled 9. Old Business - none scheduled 10. Department Updates - Michael Grayum updated the Council on the following: • First Street Sidewalk Improvement project starts Monday and will last approximately 7 weeks. • Public Works and Police departments did a great job responding to the storm on Thursday, May 4, 2017. • Emergency Management department is partnering with Centralia Power to do an exercise in the event of a Dam breach on May 16th at Saint Martin's in Lacey. • The City is collaborating with the Yelm School District and Fire department to install a fuel transfer generator switch for the fuel pumps, so they will work in a power outage. • Recognized Community Development Permit Coordinator Karen Bennett for her hard work for the Arbor Day Celebration. 5-9-17 • The Parks Advisory Committee did a great job supporting the booth at the Home & Garden Show. They informed the public about the upcoming Planning Commission and Parks Advisory Committee Open House to discuss the Parks Plan update on May 22, 2017, from 5:00 to 7:00 pm at the Community Center. There will be a Public Hearing on June 19, 2017. • Town Hall meeting June 15, 2017 at 2 pm at the Yelm Community Center to discuss how to attract and support local businesses to Yelm. The Business community will receive invites. • There will be a comprehensive IT Assessment done by an outside company to see what the needs are now and for the future. • Council had asked about suspending the base fees on utility accounts for citizens that leave town for an extended length of time. Public Works Director Chad Bedlington explained the rate structure and the Yelm Municipal Code that addresses that issue. Councilmember Carmody would like to add this to a future Study Session for discussion. 11. Mayor and Council Initiatives Councilmember Curry continues to work with Thurston County Commissioners for funding of a new roof for the Yelm Senior Center. Councilmember Carmody attended the Intercity Transit Board meeting and will attend the Yelm Community & Economic Development Committee meeting tomorrow. Councilmember Littlefield thanked the Public Works for fixing the ADA traction devices on the sidewalk at 105th and Clark Road. Councilmember Wood attended the TComm 911 Admin. Board meeting. Councilmember Wood thanked Michael for all the work he has done for the City since he has come onboard as the City Administrator. Councilmember Hendrickson attended the Thurston County EMS-Medic One meeting. Mayor Foster attended the League of Women Voters' special event, the planting of the tree for Mr. Bergh at the Yelm High School for Arbor Day, gave kudos to the Parks Advisory Committee members who worked the Home & Garden Show, City Offices were shut down a little bit early in preparation for the storm on May 4, attended the Thurston Regional Planning Council meeting, Thurston County Mayor's Forum and the Yelm Chamber hosted their monthly forum at the Community Center. 12.
