CITY COUNCIL MINUTES
FEBRUARY 11, 1998
1. Mayor Wolf opened the meeting at 7:30 pm. All present joined in the flag salute.
Present: Don Miller, Martha Parsons, Velma Curry, Glen Cunningham, and Adam
Rivas. Guests: Myranda Yun, Nisqually Valley News. Staff: Shelly Badger, Ken
Garmann, Brian Asmus, and Agnes Bennick.
2. Agenda Approval
98-17 MOTION BY ADAM RIVAS, SECONDED BY MARTHA PARSONS APPROVING
THE AGENDA WITH THE ADDITION OF ITEM 9. d. A TEN MINUTE
EXECUTIVE SESSION TO DISCUSS A POSSIBLE REAL ESTATE ACQUISITION.

3. Minutes Approval.

APPROVING THE MINUTES OF JANUARY 28,1998 AS PRESENTED.
CARRIED.
Shelly Badger requested and was granted additional time during the report section to
discuss a process for approving change orders for the Reuse Project.

APPROVING THE FINAL JANUARY PAYROLL, CHECKS 1195-1280,TOTALING

6. Public Comment/Questions. None
7. Intercity Transit Interlocal Agreement Renewal for administration of the Commute
Trip Reduction Plan. Shelly Badger explained that the agreement is between cities in
Thurston Co. and IT. The state provides funding to counties to distribute to
jurisdictions. Yelm's portion is $2,000, which is to be used for Commute Trip
Reducti~n Program services and monitoring. Any jurisdictions having a business with
over 100 employees located in the community is required to participate. Yelm reports
quarterly to IT and employees are given annual surveys to complete. The program is
mandatory but the goals are not.
This is a renewal of the standard contract with some test changes for clarification of
IT's role. The contract has been reviewed by the city attorney and approval was
recommended.

APPROVING RENEWAL OF THE INTERLOCAL AGREEMENT WITH
INTERCITY TRANSIT FOR COMMUTE TRIP REDUCTION PLAN
ADMINISTRATION. CARRIED.
8; ,Old Business:
a) Ordinance 617 - Zoning Code Amendments - Shelly Badger explained that this
Ordinance incorporates change's requested by,City Council followi~g work sessions
(January 14 and 28) and a public hearing at the 1/28/98 Council meeting. Mayor Wolf
pointed out that there was an infill amendment missing. Btaff was requested to add text
to Section 4., 17.24.020 A. 2. indicating that all other residential uses are:allowed
provided the development occurs on ex~sting lots of record, 1 acres ,or les's.
Removed from the ordinance was the road standard requiring roads to be built up while
additional research requested by- Council is being completed. For the present time local
homes can put in R road at 30 ft. wide with no sidewalks etc. The information requested
is ,expected to be available for the February 25 meeting.

ADDITION OF TEXT TO SECTION 4, 17.24.020 A. CARRIED.
, b) Ordinance 618 Road Standard Amendments. Shelly Badger explained that these are the
road standards that Council approved and directed staff to prepare in ordinance form.

9. Repons:
a) Li,brary - Kristin Blalack provided a written report for January. Kristin also gave an
overview of library patron use of computers for Internet access.
b) Mayor - Mayor Wolf read a memo from Ken Garmann explaining that today the
Transportation Policy Board voted to recommend approval for Yelm to combine the Y - '
, 2 and Y -3 under the 1993 STP funding award. This will allow the City to use .
remaining funding to move forward with the Y-3 study. '
Ken Garmann also announced the recording of a 7.63 acre parcel purchased from
Harry Lewis. The Rhoton Road property will be used for a public works facility.
Shelly Badger requested Council action approving a process for approval of change
orders for the Water Reuse Project. She thanked Council for allowing her to attend the
Water Reuse Conference and is planning to have Yelm serve as a presenter at the next
conference.

Mayor Wolf requested that Council review information from Cathie Carlson op. the
flood insurance ~ap.
Meetings attended included: a ceremony honoring Ralph Munroe, Arnold Drogseth's .
. Birthday party, Mayors' Forum, and Chamber ?fCommerce.
Other items included a photo session and appreciation to Tom Gorman and Yelm
Telephone Co. for donating a utility payment drop box, and to all the staff members .
. involved; An overview of City participation in the YCS Job Shadow program; Ken
Garman agreeing to represent South County for the Water Resources Plan Review; and
. Library Board candidate interviews.
Mayor Wolf closed the regular meeting at 8: 15 and Council went into an executive
session expected to last approximately ten minutes, for discussion of a possible
acquisition of real estate. Mayor Wolf reopened the meting at 8:28 pm.
c) . Council Report - Councilmember Miller reported on the recent youth center meeting at
the UCBO, and requested additional time prior to meetings to review ordinances.
Councilmember P~rsons Reported on the Park Board meeting and Historic Preservation
Commission plans for a kiosk to provide information on the Yelm Irrigation District.
Councilmember Cunningham provided some kiosk detail and the posed the possibility
of having an operational flume at the site.
