7. Old Business:
a. Water Reuse Project Update - Shelly Badger .presented an overview of a written'
report on the project. The project remains on budget and is approximately 45%
completed. Three change orders have been approved and the project completion
date is late May '99. Reclaimed water lines are being laid at this time.

New Business:
. Resolution #376 - Internet Use Policy - Shelly Badger explained that this ordinance
is patterned after samples from Municipal Research and provides some guidelines
for Internet use by city employees. Councilmember Miller asked if the attorney has
reviewed the resolution? Badger responded that it had not been as it came from
MRSC.

APPROVING RESOLUTION 376 ESTABLISHING AN INTERNET POLICY
FOR CITY EMPLOYEES AND EQUIPMENT. CARRIED.
9. Reports:
a. City Council Liaison Reports
1) City Hall- Councilmember Curry reported that all City Minutes and Ordinances
thru 1997 are now stored with the Washington State Archives Records Management
Division in Olympia, allowing a recreation of the City's legislative history in the
event of a fire or other disaster. A written report was provided.
.2) Court - Councilmember Curry reported that she attended court two weeks ago and a
written report for September 1998 was provided. .
3) Public Works - Councilniember Miller indicated that a written report was provided.
Ktm Garmann provided information concerning gateway requirements. In addition
to height, setback, speed limit and ADA compliance requirements DOT provided a
list of 11 items that must be met.
Shelly Badger added that she had contacted our insurance carrier concerning the
gateways and found that for a liability situation the City would be covered. What
was unclear was the issue of property damage; the pool provided coverage limit is
$25,000. The reinsurance company would cover any additional amount. However,
coverage would depend on how the reinsurer classified the gateway. If for example
it was classified as a bridge, it would not be covered by the reinsurer and coverage
would be limited to the pool's $25,000.
Mayor Wolf added that she had received comments from the public questioning the
survey and asking that additional study be done before any decision was made.
Ken Garmann requested approval to participate in a $300,000 grant application for
West Yelm A venue between 18t Street and Rice, or another area needing
improvement. The application is due the 15th of December. Council consensus
was to move forward with the grant application.
Garmann announced a joint Council Study Session with the City of Roy on
November 9, at 7:00, at the Roy Community Center. . The presentation will
concern the Burlington Northern Santa Fe Rail Line. This is expected to be an
action item at the 11/10/98 Council 'meeting. He offered to drive a van from City
. Hall to Roy. Those wanting to ride should ready to leave city hall at 6:30. Mayor
Wolf indicated that she isn't able to attend on the 9th.
Shelly Badger pointed out that in addition to the Council meeting on 11/10/98, the
Y-3 open house is scheduled for that date, and a budget meeting scheduled for that
same time, if budget work hasn't been completed by that time
a. Sewer Fee Complaint - Shelly Badger explained that sewer rates are based on
. metered water usage. Because some business use a great deal of irrigation water,
the City recommends that these commercial users install an additional "irrigation"
meter to separate this use from water that actually passes thru the sewer system. .
The City did recommend that the business making the complaint install an irrigation
meter, they chose to not do so and are now requesting a billing adjustment based on
the prior "winter" water use history. There is a $300 (pretapped lin~) - $600
(untapped) fee involved with installing an irrigation meter.
Council consensus was that as the business was advised to the availability and
purpose of an irrigation meter that no rate adjustment be made. .
4) Park/Park Use Request - Councilmember Parsons reported that the last meeting was.
general information exchange.
5) Police- Councilmember Cunningham indicated that awritte.n report was provided.
Glenn Dunnam reported on the Domestic Violence Session he had attended and
information on types of domestic violence that aren't as easily recognized. Each
state has different ways of dealing with this situation and Washington State is very
active in applying punishment, but not well setup to provide treatment to offenders.
6) Planning - Councilmember Cunningham reported that the commission is revisiting
mobile/manufactured home guidelines.
7) Water Reuse - Councilmember Rivas had nothing to add to the earlier report.
b. Mayor :- Mayor Wolf reported on meetings attended including South County
Communities, Chamber After Hours, Nisqually River Council, Economic
Development Council, Law and Justice, Budget, Health Assessment, and meetings
with the CAO.
Mayor Wolf pointed out that a staff report on Senior Utility Rates for Tuesday's
budget meeting were at each place. .
c. Council- Councilmember Cunningham reported on attending a WSDOT meeting
of various traffic committees. The focus was to give DOT a better view of the
committees' priorities.
Councimember Miller reported on attending part 2 of a water meeting. He felt that
the group wasn't effectively identifying or presenting a perceived problem.
Chief Dunnam announced that Todd Stancil and Brian Asmus had coached a th
grade football team and came home with a championship for the second year in a
row. Council was appreciative of the officers' efforts in working with community
youth.
