1. Mayor Pro-Tern Martha Parsons called the meeting to order at 7:30 pm. All present
joined in the flag salute.

7:39 pm. Guests: Myranda Yun, Nisqually Valley News. Staff: Shelly Badger, Ken
Garmann, Brian Asmus and Agnes Bennick.

APPROVING THE OCTOBER 27, 28 AND NOVEMBER 3 BUDGET WORK
'SESSION AND CITY COUNCIL MINUTES. CARRIED.

MOTION BY ADAM RIV AS, SECONDED BY VELMA CURRY APPROVING
PAYMENT OF CHECKS 9736-9810 (VOID 9738) TOTALING $771,157.12.

Public Comment/Questions. None
Amendments to YMC Chapter 14, Environment and Ordinance No. 642.
Councilmember Miller arrived.
Shelly Badger explained that this change adds by reference SEP A rules found in the
Washington Administrative Code (WAC) and recently adopted by the Department of
Ecology. The Yelm Planning Commission held a public pearing on the proposed
change on October 19, and recommends City Council adoption of the changes.

ADOPTING ORDINANCE 642, THE NEW SEPA RULES. CARRIED.
8. Public Hearing - Revenue Sources. Mayor Pro-Tern Parsons opened the public
hearing at 7:39 pm. She announced the time, place, date, and reason for the public
hearing and called for a staff report.
Agnes Bennick reported that the City is required to hold a public hearing each year on
the next year's revenue sources. Other requirements include filirg a certification of

the next year's property tax, including new construction and state assessment amounts
with the Assessor by November 15. And as required by Referendum 47, adoption of
an ordinance stating the dollar and percentage amount of any property tax incr~ase,
. not including new construction or state assessment amo,u~ts.
State assessment figures are released by the state to the Assessor's Office and then to
the individual jurisdictions, and new construction and increased valuation figures are
provided by the A~sessor's Office. At this time, the Assessor) Office has been
unable to provide figures and hopes to have them by the end of next week. They
i:p.dicated that they will not expect filing of certifications by November 15th this year.
Best estimate figures and methodology were provided to Council and the possibility
of continuing the public hearing to the next meeting was suggested.
Mayor Pro-Tern Parsons called for public comment. There was none.
MOTION BY ADAM RIVAS, SECONDED BY VELMA CURRY THAT THE
REVENUE SOURCE PUBLIC HEARING BE CONTINUED TO THE NOVEMBER
24TH MEETING. CARRIED.

had been provided in packets. There were no questions.

THE PARK USE REQUEST FOR CHRISTMAS IN THE PARK. CARRIED.
