Mayor Wolf opened the .public hearing at 7:35 pm, She announced. the time, place, date, and reason for the public hearing and called for a staff report. CARRIED. 8. Public Hearing - 1999 Budget. Mayor Wolf opened the public hearing at 7:40 pm. She announced the time, place, date, and reason for the public hearing and called for a staff report. Shelly Badger provided a written report covering the highlights of the 1999 Budget. . Public Hearing - ANX998226- YL Canal & Rhoton Rd. Mayor Wolf opened the public hearing at 7:53 pm. She announced the time, place, date, and reason for the public hearing and called for a staff report. Shelly Badger explained that this public hearing was to ask permission of Council to continue with the annexation process. After discussion between Mike Iverson, Rhoton Rd.; staff and council the public 1 hearing was closed at 8:02 pm. 98J198 'MOTION BY MARTHA PARSONS, SECONDED BY VELMA CURRY GRANTING THE PETITIONER TO PROCEED WITH ANNEXATION PROCESS FOR ANX998226- YL CANAL & RHOTON RD. CARRIED. 10. Request for Proposal- Selection, Financing Institution for WW Reuse ULID. Shelly Badger presented Council with a written staff report. 98-199 MOTION BY ADAM RIVAS, SECONDED BY MARTHA PARSONS AUTHORIZING STAFF (SANDY MACKIE AND SHELLY BADGER) TO MOVE FORWARD AND BEGIN NEGOTIATIONS FOR FINANCING THE UTILITY LOCAL IMPROVEMENT DISTRICT FOR THE W ASTEW A TER REUSE PROJECT WITH MARTIN NELSON & COMPANY, INC. IF NEGOTIATIONS ARE NOT SUCCESSFUL THEN STAFF WOULD MOVE TO THE SECOND QUALIFIED FUNDING COMPANY OF DAIN RAUSCHER INVESTMENT SERVICES. CARRIED. ' 11. Old Business: a. Corrosion Control Update. A written report was provided. Tom Skillings gave a brief oversight of printed material. Shelly Badger stated that sodium hydroxide, the recommended option, will also be used for the reclaimed water. 98-200 ' MOTION BY GLEN CUNNINGHAM, SECONDED BY VELMA CURRY TO FOLLOW THROUGH WITH THE RECOMMENDATIONS OF SKILLINGS- CONNOLLY, TO ADOPT OPTION 4, THE SODIUM HYDROXIDE TREATMENT.SYSTEM TO PROVIDE CORROSION CONTROL AND PH ADJUSTMENT TO ITS GROUNDW ATERBuPPLY SYSTEM. CARRIED. 12. New Business: a. Pacific Peaks Girl Scouts - 1999 Cookie Sale. Mayor Wolf read the enclosed letter. . 98-201 MOTION BY VELMA CURRY, SECONDED BY MARTHA PARSONS GIVING PERMISSION TO PACIFIC PEAKS GIRL SCOUTS TO CONDUCT THEIR 1999 COOKIE SALE DOOR TO DOOR AND AT LOCAL BUSINESSES. CARRIED. Yelm City Council Mso/cc.98/11-24 Page 2 b. Resolution 379 - Shortline Rail Road. Ken Garmann explained that the Resolution would be to create a Rail Advisory Committee which would advise the city on the use, operation and development of the acquired property; and to provide guidance to the Director of Public Works on how to proceed. 98-202 MOTION BY GLEN CUNNINGHAM, SECONDED BY DON MILLER TO ADOPT RESOLUTION 379-CREATING A RAIL ADVISORY COMMITTEE. CARRIED. 13. Reports: a. City Council Liaison Reports 1)' City Hall ~ Councilmember Curry announced all was well. 2) Court - Councilmember Curry stated there was a written report for October. 3) Public Works - Councilmember Miller stated there was a written report. Ken Garmann explained that Y elm Ave E; Rail and Y2/Y3 grants were approved. Shelly Badger presented Council with a complaint regarding a basketball hoop, explaining that council should be aware of the complaint and that staff is doing research. 4) Park/Park ,Use Requests - Councilmember Parsons stated there were none this time, and that Christmas in the Park was proceeding along. '5) Police - Councilmember Cunningham stated that a written report was provided. Commander Asmus asked permission of the council to surplus a 1991 Chevy Caprice and a Ford F250 4X2 pick-up. 98-203 MOTION BY VELMA CURRY, SECONDED BY DON MILLER TO SURPLUS A 1991 CHEVY CAPRICE TO FLEET LEASE DISPOSAL, INC FOR $800.00 AND TO DECLARE THE FORD F250 4X2 PICK-UP AS A JUNK VEHICLE. CARRIED. , 6) Planning - Councilmember Cunningham stated there was no report. , 7) Water Reuse - Shelly Badger announced that work on the out-fall permit has been started with the Department of Ecology and that she had met with 4 -reclaimed water users. b. Mayor - A WC meeting that all of council attended, administrative meetings with Shelly Badger, Budget, Sheriffs meeting, TCI taping, Purple Pipe party at Skillings- Connolly and Mayors forum.' MayorW olf extended a Thank You to all of council for attending meetings in her absence. She also presented an invitation to CAPCOM on Saturday, December 5th. Announcement of the Chamber Party, RSVP to Shelly Badger. c. Council- Councilmember Miller stated he attended the Y2/Y3 meeting here at City Hall 11/24/98'. Councilmember Parsons stated that she attended the IT Budget mtg. 14. Executive Session - Mayor Wolf announced that Council would go into an Executive Session expected to last no longer than 20 minutes to discuss collective bargaining matters.
