CITY COUNCIL MINUTES
WEDNESDAY, MARCH 26, 1997
, 1. Mayor Wolf called the meeting to order at 7:30 pm. All present joined in the flag salute.
Members Present: Martha :Parsons, Velma Curry, and Adam Rivas. . Am~s Lawton and
Don Miller were excused. 'Staff: Shelly Badger, Ken Garmann, Brian Asmus, and
. Agnes Bennick.
Guests: Bill Newcomer, Mary Dean, Community Youth Services and Dan Fisher,
Nisqilally Valley News.

4.. Resolution No. 359 -: Special Market Conditions
Staff exphiined that purchasing used equipment made it difficult to call and obtain quotes
on like items. Numerous places were contacted by staff and the best buy for a used
dump truck determined based on size, year, and mechanical and body condition. Staff
requested approval of Resolution 359 allowing the purchase of a used dump.truck subject
to special market conditions.

PAYMENT OF THE MARCH PRELIMINARY PAYROLL CARRIED.
7. Public Comment/Questions
Bill Newcomer identified himself as the owner of property oil Edwards St. destroyed by
fire in 1996. He stated that he felt like he was being harassed by the City to complete
cleanup of the remaiping building debris within a specified time period. He explained the
difficulties encountered in trying to make his schedule mesh with the City's deadline.

Mayor Wolf explained that staff had worked with the fire department to arrange a
controlled bum reducing the amount of cleanup required by the owner. She also
explained that City staff was following the requirements as approved in ordinance by City
Council, and that complaints had been received concerning the condition of the property.
When asked how much time would be needed to have the bum debris completely
removed, Mr. Newcomer responded six weeks..
97-56 MOTION BY VELMA CURRY, SECONDED BY ADAM RIVAS GRANTING
MR. NEWCOMER SIX WEEKS FROM FRIDAY (MAY 9) TO COMPLETE
CLEANUP OF THE PROPERTY. CARRIED.
8. New Business:
a. Mayor Wolf read the Youth Services Day Proclamation and requested Council's
approval of the proclamation.
97-57 MOTION BY MARTHA PARSONS, SECONDED BY VELMA CURRY
APPROVING THE YOUTH SERVICES DAY PROCLAMATION. CARRIED.
The signed proclamation was approved by council and presented to Mary Dean of
Community Youth Services. Council was thanked for their support.
b. Ordinance No. 598 - Yelm Historic Preservation Commission member.

APPROVING ORDINANCE NO. 598 INCREASING MEMBER ON THE YELM
HISTORIC PRESERVATION COMMISSION FROM 7 TO 8 MEMBERS.

10. Reports:
a. . Council Liaison Reports
1) City Hall - Councilmember Parsons updated Council on current activity.
2) Court - A written report on court activity for February was presented.
3) Public Works - Ken Garmann updated water, streets and other projects. He also
presented a department work plan for 1997.
4) Police - Brian Asmus reported on recent DARE graduations. He also requested
approval to use proceeds from the sale of his vehicle, approved in CC Motion 97-21,
1/22/97 to purchase another vehicle. be used instead to purchase of a computer, for
$1,649, with the balance going towards a replacement engine purchase for a vehicle for
reserve officers.
97-58b MOTION BY ADAM RIVAS, SECONDED BY VELMA CURRY APPROVING
THE PURCHASE OF A COMPUTER AND VEHICLE ENGINE WITH FUNDS
RECEIVED FROM THE SALE OF A VEHICLE DECLARED SURPLUS IN CC
MOTION 97-20. CARRIED.
Agnes Bennick also requested approval to purchase a computer with funds remaining
from funds approved and remaining following the purchase of a copy machine.

5) Water Reuse - Councilmember Rivas explained the need to have Mayor Wolf .
sign agreements as they arrive and requested Council to grant authorization.

b. Mayor's Report - Events/Meetings included: Flying the Irish flag during the
weekend preceding St. Patrick's Day, meeting with the CAO, DARE graduation,
. HeartWalk organizational meeting, Legislative Hearings, and Nisqually River Land Trust
Auction.
c. Council Report - Councilmember Curry reported on attending the Senior Center
Board Meeting.
