Mayor Wolf called the meeting to order at 7:35 pm. All
present joined in the flag salute.
Council present: Don Miller, Martha Parsons, Amos
Lawton, Velma Curry, and Adam Rivas. Guests: Ruth
Jacobson and Dean Hooper, Friends of the Yelm Library;
Vern Wagar, S. Chamberlain; Dan Fisher, Nisqually Valley
News; and Sara Moore, The Olympian.
Staff: Shelly Badger, Tim Peterson, Brian Asmus, and
Agnes Bennick.

a. City Hall Roof Repair - Shelly Badger explained that
examination of the roof indicate that covering
replacement and the addition of venting is needed.
Initial contact with roofing contractors indicates the
job can be completed for $5,572. This includes a 25 year
material and 5 year workmanship guarantee. The amount is
under the ceiling for a formal bid requirement, but needs
Council approval as the repair was not budgeted.

FROM SEPTEMBER 1 THROUGH DECEMBER 31, 1996. CARRIED.
ABSTAINED: AMOS LAWTON.

b. Library - Dean Hooper, Friends of the Library Board,
explained that a new options had come to their attention,
and that Timberland Regional Library may fund up to $11
per foot for library space. He discussed looking into
the possibility of using the existing Post Office
building and possible financial costs. Mr. Hooper also
indicated that another potential site is being explored.
The Friends of the Yelm Library were requesting that the
City send a request to Timberland Regional Library and
request that they be included in the budget. This would
have to be done by 8/31/96. Council's consensus was that
a letter should be sent.
9.
Reports
a. Planning - Shelly Badger stated that the Prairie
Plaza site plan amendment had been approved with the fast
food pad eliminated and a tire and lube store added as
well as the new post office. The project will also be
required to contribute towards the Five Corners
improvement project.
Shelly indicated that meetings with the business and
property owners of Stephie's Stuff had resulted in an
agreement to work on a plan to clean-up the area, to
provide a 3' landscape buffer and to move the existing
Vancil Rd. exit farther south.
b. Council Liaison
1) City Hall - Councilmember Parsons reported on staffs
positive adjustment to recent changes; project end for
CYS employee, David Morley; plans for planting to improve
the parking lot appearance; and thank you from staff for
support of certification efforts.
2) Court - Councilmember Lawton indicated that nothing
was new. Shelly Badger added that she had met with Hanni
Lilly, court administrator, earlier in the day and that
they estimated that the backlog of cases would be caught

up in mid-September. All new cases have been kept up
while to date while the backlog was being entered.
3) Public Works - Councilmember Miller reported that
water leaks continue to be repaired. The problem in some
instances is that a sand cushion/buffer was not installed
under the lines and rocks working up through the soil
rupture the lines.
Other items: Chip sealing is scheduled for September 10.
The park rest rooms are checked and cleaned daily. There
have been some problems in the park with graffiti. Brian
Asmus mentioned a new paint on the market for removal of
graffiti.
4) Police - Officer Asmus reported that Officer Matt
Rompa will complete the Academy the end of September and
that he is doing very well. He reported ~hat a recent
shooting outside the City is probably drug/gang related
and officers have a heightened awareness that retaliatory
action is possible.
5) 'Water Reuse - Work continues to gear up for the
Legislative Session.
c. Regional Jail Update - Shelly Badger reported that
the Financial Management Committee has been working all
summer on costs and cost distribution. A site has not
been selected for the proposed 300 bed} minimum security
jail. Some repairs also need to be planned for the
existing facility. Figures are being gathered and the
committee is close to having a report to give to the
overall committee comprised of elected officials and
citizens.
d. Thurston Co. Marketing Update Shelly Badger
indicated that work on the site disk project is
continuing. Copies of information on the Yelm web site
and an August Growth and Planning Update were
distributed.

e. Parks
MOTION BY VELMA CURRY, SECONDED BY AMOS LAWTON APPROVING
USE OF THE PARK FOR A PICNIC, ON 9/15/96, BY THE UNITED
METHODIST CHURCH YOUTH GROUP. CARRIED.
f. Mayor - Mayor Wolf reminded everyone of the Foreign
Trade Zone discussion meeting tomorrow morning from 8-9
am.

The Nisqually River committees were glad to hear that the
~entralia Power Canal had been repaired and that
treatment plant effluent was back to the canal instead of
the river. The City had no problem in maintaining the
higher level of treatment required.
EDChas mentioned a employer that may be interested in a
Yelm location. No additional information is available at
this time.
The Trees USA program is being looked into by the Chamber
of Commerce. Participation requirements are not great
when the cost of watering, pruning etc. are considered.
The Ci ty picnic is on Saturday, 9/7.
