However, the "condition" is that the property owner — Sheila Russell, must agree that the "City of Yelm will not be responsible for the ramp in the event it needs to be removed." If the homeowner agrees, the City will conditionally permit the project. I, Sheila Russell, agree to the following: I understand that Dickey's, Inc. will install the ramp on a conditional permit. In the event the City needs to remove the ramp, neither Dickey's, Inc. nor the City of Yelm are responsible for the ramp in the event it needs to be removed. 7 Sheila Russell, Homeowner 402 Mosman Ave SW, Yelm WA Date "We Care, and It Shows!" Ramp Tim As you can see below, Chad would allow the ramp to Rice St. with the understanding that the owner is aware that the City will not be responsible for the ramp in the event it needs to be removed. If this is agreeable, I can have Karen issue the permit Monday at no cost with a note stating the owner is aware the City is not responsible for the ramp in the event it needs to be removed. Ramp John, There is a low probability of any future improvements on Rice St SW, so if you can condition the permit I would be willing to allow them to move forward with their proposed design. Since I am characterizing this as a temporary structure, I think we can allow it in this case with the property owner having full understanding that the City will not be responsible for the ramp in the event it needs to be removed. Ramp Chad How would you like to handle this? If you were to approve the Rice St. location I could do a no cost permit with a note that the City would not be responsible for the ramp should it need to be removed for construction in the Right -of -Way. Ramp Hi John, Not the assessment or outcome I was hoping for. It is apparent I should have applied for the permit earlier. The deck and ramp do not require a permit as they are not 30" off the ground. However, due to the concrete landing at the street, I was directed to contact Toby of your planning office to ensure we could do the project. I thought he spoke for the City of Yelm. I will have to check with the owner — Sheila (mother) about bus stop options; right now the bus stops on Rice. Additionally, there is a cap on grant monies available. In ramping to Mosman, we have fences to take down which Sheila had planned as a quiet area for a raised bed garden for her son Jeren. The ramp would be much higher on the West side of their home as Mosman is probably 2+ feet higher than their deck on the Rice side of their home. The ramp at this location would cut off wheel chair access /egress to /from Jeren's bedroom to both Mosman and Rice. I don't want to remove a second egress option for Jeren. Finally, I don't remember a "sidewalk" on Mosman. What are you expecting regarding a "sidewalk" on Mosman? I will notify the grant provider (Eldercare) and Shiela that the project is on hold pending new design and quite possibly off the table due to the scope of the project. She won't be happy as Jeren starts school in two weeks and her deck is in the process of being removed. I will be gone after tomorrow and will not have an opportunity to look at options until mid- September. Ramp Hi Tim I spoke with the Public Works Director Chad Bedlington about the ramp as drawn being so far into the Right -of -Way on Rice St. We would like you to look at the option of building the ramp to Mosman Ave. with the ramp ending at the property line and constructing a sidewalk from the end of the ramp to the street. This would allow for future work in the Right -of -Way without removing the ramp. Please let us know if this will work, or if you have any questions.
