YELM CITY COUNCIL STUDY SESSION MINUTES
WEDNESDAY, FEBRUARY 23, 2005, 4:30 P.M.
YELM CITY HALL
1. Call to Order – Mayor Rivas called the study session to order at 4:30 p.m.
2. Roll Call – Present: Don Miller, Joe Baker, Bob Isom and Pat Fetterly and City
Attorney Brent Dille. Excused: Ron Harding
Staff Present: Shelly Badger, Grant Beck and Agnes Bennick.
3. Agenda Approval – Motion made, seconded and carried approving the agenda.

newsletter to save costs. Consensus supported continuing to mail out hard
copies at this time.
Information was provided concerning city/insurance policies and the relay
replacement program. Consensus supported accelerating a replacement program
with staff updates requested on SSO incidents involving relays.
Discussion concerned a possible Port Partnership Agreement to spur economic
development in the industrial area. Consensus supported additional exploration
of this possibility.
6. New Business
a. Process: Elective City Officers, Size of Council - City Attorney Brent Dille,

b. Protocol Manual Review – Brent Dille provided information concerning
60 council confirmation of department head appointments/dismissals and impacts
