Call to Order
. Mayor Rivas called the meeting to order at 7:30 p.m.

Public Comment

Brent Jackson, 105 Way, Yelm, expressed concerns about increased
trespassing on his property and indicated that children from the area come up
on the hill and that vehicles also venture onto his property. He indicated his
intent to take necessary steps to protect his property and family and stated that
he had not experienced any problems prior to construction of the Yelm Terra
housing development.
Council encouraged Mr. Jackson to contact and provide vehicle
descriptions/license information to the police. Staff will research timeline for
proposed plans to block access to the driveway shared by the city and Mr.
Jackson.

a. Resolution No. 453, Tabled from 4/27/05, Mayor/Council Protocol Manual
Changes. Mayor Rivas called for the staff report. Shelly Badger provided
background explaining that the resolution addresses changes requested by
council to the existing Protocol Manual. The item was tabled to allow discussion
at the May Council Study Session. The single change to resolution as presented
is deletion of the words ‘and remove’ in 2.03, A., sentence two, as RCW clearly
defined termination as a mayoral responsibility.
Councilmember Fetterly stated her belief that the police chief should be
included in 2.03 A. due to training costs/responsibilities and the position’s
leadership role in local emergency management activity.

RESOLUTION NO. 453 APPROVING PROTOCOL MANUAL CHANGES WITH
THE NOTED DELETION. CARRIED. Opposed: Councilmember Fetterly.
b. Ordinance No. 829, Tabled from 4/27/05, Amending Title 2
(Administration/Personnel) of the Yelm Municipal Code. Shelly Badger provided
background noting that discussion at the study session resulted in striking the
following proposed additions: Section 2.02.020 Appointive power and 2.02.030
Oath, affidavit and signature powers, from the presented ordinance.

ORDINANCE NO. 829 AMENDING TITLE 2 OF THE YELM MUNICIPAL
CODE WITH THE NOTED DELETION. CARRIED. Opposed: Councilmember
Fetterly.
Mayor and Council Reports and Initiatives and Board/Commission

Business
a. Council Reports:
Councilmember Fetterly asked for clarification on why the FFA is charged for
a fire works permit and the Moose isn’t. Staff will research and report back.
Councilmember Harding attended a Transportation Policy Board meeting
where discussion concerned IT.
Councilmember Isom attended a TRPC meeting and reported that a study to
compare the county’s 20 year plan to today’s real situation and determine and
analyze differences is being planned.
Councilmember Miller attended several school meetings.
b. Mayor’s Report
1) Mayor Rivas polled Council in response to Thurston Co. Auditor Kim Wyman’s
letter requesting concurrence to a Primary Election by mail only. While there
was support for making absentee ballots available for cause, a council

majority (Isom, Miller, Fetterly) spoke favoring voter’s going to polling
places and were opposed the move to a mail only election.
