06-22-2005 MINUTES YELM CITY COUNCIL MEETING MINUTES REGULAR MEETING WEDNESDAY, JUNE 22, 2005 Call to Order . Mayor Rivas called the meeting to order at 7:30 p.m. 1. Roll Call . Ordinance 830, Budget Amendment Fund 102, Traffic Model Updates and Software Purchase Presenter: Yelm Transportation Committee (YTC) Grant Beck provided background information about the existing traffic modeling process used by the City, including triggering criterion for preparation of a Traffic Impact Analysis. The committee would like to contract with Parametrix to update the City street network and update traffic counts to calibrate the traffic model. Following updating, the City would purchase the software required to run and maintain the model and provide Yelm City Council Minutes Page 1 of 3 abs/city council/2005/06-22-05 staff training to allow a change to in house preparation of the traffic studies. Parametrix has prepared a scope of work and contract in the amount of $43,700. It is expected that fees would cover contract purchase costs in less than two years. Perry Shea, Parametrix, provided a demonstration showing how the model is used. Mr. Shea explained that the software can be calibrated to reflect traffic projections or updated with new state/developer traffic counts. The demonstration included traffic patterns on Yelm Avenue, at the First Street intersection and expectations for traffic flow on the SR 510 Loop. After hard copy data has been entered into the software, visualization of the cumulative impacts of all developments in the pipeline is possible. Having this tool available in house would also help prioritize projects in the Six Year Transportation Improvement Plan. 05-52 MOTION BY PAT FETTERLY, SECONDED BY RON HARDING ADOPTING ORDINANCE 830 AMENDING THE 2005 BUDGET BY REDUCING THE ARTERIAL STREETS CAPITAL RESERVE (FUTURE) BY $43,710 AND ADDING A NEW LINE FOR PROFESSIONAL SERVICES-TRAFFIC MODELING WITH A 2005 APPROPRIATION OF $43,710. CARRIED. Old Business – None scheduled 9. Mayor and Council Reports and Initiatives and Board/Commission 10. Business Councilmember Miller attended the City’s quarterly pot luck and complemented staffs cooking skills. Councilmember Baker attended a Senior Citizens meeting and indicated st that Phase I of the new building project should be completed the 1 of July. He also attended a joint IT/Citizens Advisory Committee meeting where discussion concerned expanding boundaries. Councilmember Harding attended an EDC meeting. Councilmember Fetterly attended Chamber and Nisqually River Council meetings. She also indicated that she was offended by today’s Daily Olympian article and stated that she takes her job as a councilmember very seriously. And that as she looks down the council bench, she is the newest, with 38 years as a resident. She emphasized that she doesn’t like it being said that she doesn’t care about this city. Mayor Rivas announced that new population figures from Washington State Office of Financial Management show an increase to 4,455. He also provided dates of upcoming Ballot update meetings being conducted by the Thurston County Auditor. Executive Session – None scheduled 11.
