Grant Beck provided background information about the existing traffic
modeling process used by the City, including triggering criterion for
preparation of a Traffic Impact Analysis. The committee would like to
contract with Parametrix to update the City street network and update traffic
counts to calibrate the traffic model. Following updating, the City would
purchase the software required to run and maintain the model and provide

staff training to allow a change to in house preparation of the traffic studies.
Parametrix has prepared a scope of work and contract in the amount of
$43,700. It is expected that fees would cover contract purchase costs in less
than two years.
Perry Shea, Parametrix, provided a demonstration showing how the model
is used. Mr. Shea explained that the software can be calibrated to reflect
traffic projections or updated with new state/developer traffic counts. The
demonstration included traffic patterns on Yelm Avenue, at the First Street
intersection and expectations for traffic flow on the SR 510 Loop.
After hard copy data has been entered into the software, visualization of the
cumulative impacts of all developments in the pipeline is possible. Having
this tool available in house would also help prioritize projects in the Six Year
Transportation Improvement Plan.
