i. On all sheets with elevations please call out the vertical datum, horizontal datum,
bench mark and elevation being used.
Bench mark number and elevation added to all sh_ sets as

2. Where are all the mail boxes going? You will need to supply a site plan for the
mail box locations. This will need to be approved and signed by the Yelm~
postmaster and presented as part of the package.,

The purpose of this letter is to formally inform the City of Yelm (City) of gas and electric
facility infrastructure work that will need to be completed this summer due to planned
improvements to Longmire Street SE.
Since May of this year, Puget Sound Energy (PSE) has had a number of meetings and
preliminary discussions with representatives of Tahoma Terra, Terra Valley and Thurston
Highlands regarding various gas and electric service issues associated with these
developments. Planned construction activities for these developments will impact PSE in
the near term including the improvements to Longmire Street SE from Yelm Highway to
the western end of Longmire Street SE near Thompson Creek.
PSE has an existing overhead three-phase electric distribution line along the north side of
Longmire Street SE. Based on preliminary discussions with representatives of the
proposed developments, we anticipate that the improvements to Longmire will require
the relocation of three or four distribution poles. Steve Mix of SCA Consulting Group
indicated that PSE and the City of Yelm would be provided with completed civil sheets
for Longmire Street SE on June 27a'. Once we have the road improvement plans we can
initiate our relocation design work, which we anticipate will take approximately four
weeks to complete. While our design work is underway, PSE will assess whether any
easements will be required for the relocated poles and if so, will initiate easement
acquisition. The PSE Real Estate Department will not release the pole relocation project
for construction until all of the required operating rights have been obtained.
The overhead facilities along Longmire Street SE are currently located in private
easement. Therefore, the cost of the relocation work would be borne by whomever is
requesting the relocation, which in this case is the developer of Tahoma Terra, Terra
Valley and Thuston Highlands. Prior to incurring design or relocation costs we will need
to sign an agreement with the developer to cover all of the costs associated with
relocating the poles.
The pole relocation work will take approximatey one week of crew time to complete.
Once the dates for the pole relocation work are known, PSE can allocate the crew time
and put it on the schedule. The earliest realistic date that the crews could start the
relocation work is approximately August 8, 2005. Of course the PSE start date is
Puget Sound Energy, Inc ~ 3130 South 38th Street Tacoma, WA 98409
contingent upon timely receipt of the Longmire civil design, acquisition of easements,
execution of agreements, issuance of permits and completion of preliminary road work
by the developer.
PSE will also need to install a new 8" IP gas main along Longmire Street SE from SW
Berry Valley Road past Durant Street SE to the proposed entrance of Tahoma Terra. The
new gas main will help provide gas service to the proposed development. In order to
design this new gas main, we will need the final plans for the proposed improvements to
Longmire Street SE. PSE will also install two 4-inch and three 6-inch empty electric
conduits in the same trench with the gas main. In the future, electric cables can be pulled
through these conduits to provide additional electric capacity as the electric load in the
area grows.
In summary, we are working with the developers of Tahoma Terra, Terra Valley and
Thurston Highlands to ensure we meet their needs in a timely manner. To do this, we
need to design our new and relocated facilities based on the final design for proposed
improvements to Longmire Street SE. We also need to ensure that our pole relocation
and gas main design is acceptable to the City of Yelm. We understand that the
reconstruction of Longmire Street SE is anticipated to start in 6 to 8 weeks. This does not
give PSE much time to complete our gas and electric design work and schedule our
construction work. In July and August our construction season is at a peak and there is a
long lead-time to schedule crews for new projects.
Sandy Leek of PSE has arranged a meeting for July 13, 2005 to discuss general
development issues in Yelm. The meeting will include representatives of PSE, Potelco,
SCA, City of Yelm and Thurston EDC staff. We can use this meeting as an opportunity
to continue to communicate and coordinate on the Longmire Street SE road improvement
and gas/electric construction work.
