Justification of Modified Right Turn Radius

Dear Mr. Severson:
In accordance with Section 910.06 (Right Turn Corners) of the WSDOT Design Manual, we are
submitting this letter of justification to modify the right-turn radius for the northeast and the
northwest quadrants of the referenced intersection.
OVERVIEW:
The development of the Tahoma Terra Master-Planned Community, through the SEPA process
is required to mitigate traffic impacts. The Mitigated Determination of Non-Significance
(MDNS) dated May 24, 2005, states the following:
Prior to the approval of any development permit (including final subdivision) which includes
the 90th peak P.M. -generated trip from the project, the applicant shall construct a center
turn lane on Yelm Avenue West (SR 510) at the Longmire Street Intersection with sufficient
storage to serve the anticipated traffic volumes generated by the project.
This justification is being submitted for approval to allow a reduction from the minimum curb
radii for two corners of the intersection.
EXISTING CONDITIONS (SEE PRELIMINARY PLAN FOR APPROVAL, ATTACHED):
• Yelm Avenue (SR 510) is classified as a rural minor arterial.
• At its intersection with Longmire Street SE, Yelm Avenue is a two-lane rural minor
arterial road with a posted speed limit of 25 MPH.
• Paved four-foot wide shoulders are provided on both sides of Yelm Avenue.
• Traffic on Longmire Street is controlled at the intersection with a stop sign.
• The existing approach angle of Longmire Street SE is 90°.
• The existing 2005 traffic volume at the intersection was approximately 16,650 ADT and
the projected volume in 2006 is 20,980 ADT.

DESIGN STANDARDS USING THE DESIGN MANUAL GUIDELINES:
The design vehicle used for this design is a school bus. Figure 910-7 of the WSDOT Design
Manual indicates that a 50-foot radius would be desirable to accommodate right turns for a
bus-design vehicle.
.JUSTIFICATION FOR THE MODIFIED TURN RADII:
1. Because of the limited right of way available, the desirable curb radius of 50-feet is not
achievable on the northeast or northwest corners of the intersection. The developer
Tahoma Terra LLC has contacted both property owners were will to agree to the
necessary property acquisition required to provide the 50-foot curb radii as they believe
the proposed improvements to the intersection is negatively impacting the existing
parking and access to the their property.
2. The proposed 39-feet and 47-feet curb radii exceeds the City of Yelm's intersection
curb radius standards of 35-feet for both arterials and neighborhood collectors. (City of
Yelm Development Guidelines Section 46.020).
3. Even with the reduced radii, the design vehicle (school bus) is capable to negotiate all
turning movements without encroaching on to the oncoming lanes or leaving the
pavement area.
4. The Olympic Region's Traffic Office asked (after their 1st review of the plan for
approval) if the corner radii could be reduced. (Copy of Comment Letter, attached)

Traffic Office Review Comments
Memorandum
In response to your request dated 12/7/05 for review of the PFA (dated 11/6/05) of the
above-mentioned project we have the following comments. See red/green plan sheets
attached with further information.
Traffic Analysis
1. Design Data Table -Please revise the percent trucks to read 8.10%.
2. The Traffic Flow Diagrams -Please review the WSDOT Olympic Region Plan for
Approval Checklist items 47 & 48 for labeling.
3. Please provide the average daily traffic (ADT) for both the current year and horizon
year.
4. Please show a minimum of 100 feet of existing geometry to the left.
5. Stationing only needs to be labeled every 500 feet.
6. All turning templates for this intersection have encroachment issues (sea redlines).
7. The turning template found sheet 4 of 4 has an opposing left-turn conflict. A
minimum 4-foot clearance is required for these movements per section 910.07(1) of
the Design Manual.

8. Can the corner radii be reduced? Are 50' radii needed for busses?
9. Please show stop lines (4' back from through traveled way).

Signal Operations
10. The Road Log currently shows lighting at both Longnire St. and Solberg St. that is
owned by the county. Will this lighting remain at Longmire or be removed when
WSDOT lighting is installed?
11. WSDOT will need to review the electrical plans for the new lighting systems that will
be installed. This system will need to meet WSDOT design standards. It is
recommended that a service be install between streets to serve both systems.
