Collective Bargaining Agreement (CBA) for Teamsters Local Union No. 252 and the City of Yelm for 2018-2020 17-230 MOTION BY MOLLY CARMODY AUTHORIZING MAYOR FOSTER TO SIGN THE CONTRACT WITH THE EMPLOYEES REPRESENTED BY THE TEAMSTERS LOCAL UNION NO. 252. SECONDED BY EJ CURRY. MOTION CARRIED. b. Collective Bargaining Agreement (CBA) for Fraternal Order of Police (FOP) and the City of Yelm for 2018-2020 17-231 MOTION BY MOLLY CARMODY AUTHORIZING MAYOR FOSTER TO SIGN THE CONTRACT WITH THE EMPLOYEES REPRESENTED BY THE FRATERNAL ORDER OF POLICE. SECONDED BY JOE DEPINTO. MOTION CARRIED. 9. Old Business none scheduled 10. Department Updates- Donnielle Burnham has been hired as the new Court Clerk to replace Judy Butler who is retiring at the end of November. 11-14-17 The background check is being done on the Building Official candidate and if all goes well an offer will be extended. A Performance Management Sustainable Audit is underway with Johnson Controls. 11. Mayor and Council Initiatives Councilmember Curry attended the Thurston County Solid Waste Advisory Committee (SWAC) and the SE Thurston County Fire Authority meeting. Councilmember Carmody met with organizers of the Seattle to Portland (STP) event and discussed possibility of changing the route in the future. Councilmember Carmody also met with local citizens to discuss Homelessness. Councilmember Littlefield stated tonight is her last Council meeting. Councilmember Littlefield thanked the Council and said she is very proud of the accomplishments they have made. Councilmember Wood attended the Thurston Regional Planning Transportation time on Council and thanked her for her service. Councilmember DePinto attended Regional AWC meeting. Councilmember DePinto would like an update from our lobbyists. Councilmember Hendrickson attended the Yelm Emergency Operations Board meeting. Mayor Foster thanked Councilmember Littlefield for her service on Council. attended the Thurston County Chamber meeting and the Yelm Chamber Luncheon today. 12.Executive Session none scheduled 13. YELM, WA 1. Mayor Foster called the meeting to order at 6:00 p.m. 2. Present:EJ Curry, Tad Stillwell, Joe DePinto, Tracey Wood, Russ Hendrickson and Molly Carmody. Jennifer Littlefield arrived at 6:22 p.m. Staff present: City Administrator Michael Grayum, Finance Director Joe Wolfe, Public Works Director Chad Bedlington, Police Chief Todd Stancil, Executive Administrative Assistant Dana Spivey, Community Development Director Grant Beck, and City Clerk/HR Lori Mossman. 3. a. Community Center History and Background City Administrator Michael Grayum presented a power point presentation and gave a summary of the process to rent the Yelm Community Center. Dana Spivey, Chad Bedlington, Grant Beck and Joe Wolfe also gave The Council would like the rental fees to go back to the Parks Committee for further discussion. Councilmember Joe DePinto left the meeting at 6:27 p.m. 3. b. Review of Study Session topics and Path Forward for Study City Administrator Michael Grayum handed out the list the Council created for upcoming Study Session priorities. The list was discussed in great detail. Chief Stancil will bring an Ordinance on aggressive behavior for solicitation to Council in an upcoming meeting. Councilmember Tad Stillwell will do some research on the Buxton Company and speak to a representative from the City of Spokane to see if they feel the services from Buxton have been worth the cost. Councilmember Molly Carmody will get more information regarding the Small Cell Broadband issue and bring it back to a Study Session for discussion. Council reprioritized the topics for upcoming Study Sessions and Council meetings. 4. Mayors Report no report 5. Council Updates Councilmember Carmody is looking deeper into the homeless issue and speaking with the Thurston Counts group. Councilmember Carmody is also trying to get a future JBLM tour set up for Council. Councilmember Stillwell would like Council to be thinking about the upcoming Strategic Retreat and the things they would like to get accomplished.
