WEDNESDAY, JULY 13, 2005
Call to Order
1. . Mayor Rivas called the meeting to order at 7:30 p.m.

THE AGENDA AS PRESENTED. CARRIED.
4. Special Presentations
Nancy Hillman from the Drew Harvey Theater told Council and the audience
that out of area ticket purchases have the potential to at least double the ticket
value in shopping and dining expenditures, and that ticket demographics
demonstrate that 76% of patrons attending performances are from outside of
Yelm. The remaining 24% of ticket purchasers are Yelm residents. While Yelm
residents benefit from Drew Harvey programs and are obviously proud of them,
they are not supporting the theater enough as patrons or as participants.
The decision to close the doors is an attempt to correct that situation. Activities
have outgrown space, and maintenance costs have increased. Additionally,
leased space doesn’t qualify for grants. At this time the group is planning on
exploring reorganization to qualify for funding from grants, foundations,
corporations and other sources. She stressed the importance of an Arts Center to
the community and indicated that she can be reached at the theater phone
number, or the board president could be contacted.
Public Comment

Mike Shelter, Yelm Avenue, brought photos showing heavy equipment being
used in a construction project on Burnett Road, directly behind his home. He
sought assistance in limiting the hours the equipment was operating due to both
noise levels and vibrations. He thanked Yelm Police, for responding to his call
the past weekend, and Tami Merriman for returning his call to Yelm City Hall.
Discussion concerned state and city construction limitations.
Grant Beck indicated that the first contact had been this past weekend and that
the city engineer has contacted project developers. They have agreed to confine
work to normal hours and Mr. Shelter should see a difference. Photo prints were
provided to copy and distribute to Councilmembers.

Public Hearing(s
7. ) – ANX-05-0198-YL, Balascio/Grove Road
Mayor Rivas opened the public hearing at 7:55 pm, announcing the time, date
and purpose of the public hearing. No objections to participants were voiced.
Grant Beck reviewed the staff report details providing project history beginning
with the April 13, 2005 annexation petition request. When the applicant failed to
obtain sufficient signatures for the city requested annexation area increase, the
applicant requested that the annexation area be reduced. Required signatures for
the reduced area were obtained and sufficiency requirements confirmed. The
Thurston County Boundary Review Board waived jurisdiction due to the size
and assessed value of the property which will be zoned R-6 (moderate density).
Being no response to calls for questions or comments, Mayor Rivas closed the
public hearing at 7:58 pm.

8. New Business
a. Reclaimed Waterline Project Completion and Retainage Release. Stephanie Ray
reported that final punch list items had been finished and contract reconciliation
completed. The total construction cost for the project was $273,186.43 and the
high school connection to reclaimed water for irrigation use. The line is not
currently charged.

ACCEPTING THE RECLAIMED WATER LINE AS COMPLETE AND
AUTHORIZING RELEASE OF RETAINAGE TO WOOD AND SON
EARTHWORK & UTILITY CONTRACTORS IN THE AMOUNT OF
$12,209.16 UPON RECEIPT OF CLOSEOUT DOCUMENTATION.

9. Old Business
a. Autumn Hill Phase II Final Plat
Tami Merriman reported that project construction has been completed and the
applicant filed for a final plat. Staff is satisfied that the plat meets all conditions
of the preliminary approval.

10. Mayor and Council Reports and Initiatives and Board/Commission
Business
Councilmember Fetterly provided information on Nisqually River Council
activities.
Councilmember Harding attended the (TRPC) Transportation Policy Board
meeting where SR510 Loop safety improvements were amended. He indicated
that he would like to have study session dialog with someone concerning specific
triggers for the Appearance of Fairness Doctrine. Councilmember Isom
responded that AWC uses a Seattle attorney to provide a good quality training
presentation.
Councilmember Isom reported on attending a TRPC meeting where funding was
discussed, and that a new workgroup to investigate rail alternatives is forming.
Councilmember Miller has agreed to attend the rail meetings. Other news was
that TRPC is adjusting the 20 year population forecasts. He thought that the
number of projects locally was overestimated. Grant Beck confirmed that the
TRPC number was high and that there are approximately 1,800 units in the
pipeline.
Councilmember Baker attended an Intercity Transit meeting and indicated that
grant funding had been obtained for park and ride locations. He believes that old
shop will be a strong candidate for a park and ride lot.
Councilmember Miller reported that the Yelm High School Alumni held the
annual picnic at Yelm City Park. He reported that the new stove, refrigerator,
and freezer were a great improvement, but that garbage cans were scarce.
The group collected $100 to donate for park needs.
He complemented Yelm Public Works on the great job they do in keeping the
park maintained.
